- 1.0 Description: This is a Request for Information (RFI)/Sources Sought (SS) notice issued by Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Philadelphia Office on behalf of the Navy and Marine Corps Spectrum Center (NMSC). NMSC has a requirement for essential engineering technical support in the planning, retention, protection and effective use of electromagnetic spectrum resources in support operations to the Department of the Navy (DoN). NMSC exercises management and control of electromagnetic spectrum matters for the DoN. As delegated by the Operational Chain-of-Command, NMSC serves as the representative of the DoN in Joint, Allied, National, and International meetings. Organizes, coordinates, formulates, and implements policies and procedures to support the DONs interest in electromagnetic spectrum matters, worldwide. The purpose of this notice is an opportunity to obtain Industry feedback and/or suggestions to be included on a future PWS � see attached draft PWS. The goal is to utilize that feedback in the enhancement and improvement of the final PWS, and solicitation that will be developed as a result. Industry is also requested to provide suggestions as to the best way they feel the Government can evaluate potential offerors � a technical response will be a part of any new requirement resulting from this notice, and any Industry ideas and insights along these lines would be greatly appreciated. Lastly, industry is requested to provide any ideas as to how competition can be enhanced. Reponses may cover any topic considered important, and are not restricted to the suggested topics herein. 2.0 Current Contract Action: The services outlined in the draft PWS are currently being provided through 11 August 2022 by Amentum Services, Inc. (CAGE: 5W3V7) under Indefinite Delivery, Indefinite Quantity (IDIQ) contract N00189-17-D-Z028. This IDIQ contract was issued on a cost-plus fixed-fee (CPFF) basis and resulted from a solicitation that was issued full and open (on an unrestricted basis). This solicitation used the tradeoff process, as outlined in FAR 15.101, and was processed in accordance with FAR Part 15 �Contracting by Negotiation�. 3.0 Proposed Acquisition: A single award IDIQ contract is anticipated that will consist of the following five-year ordering period: ? 12 August 2022 through 11 August 2027 *** *** The performance period will be established within each resultant task order. ? The anticipated North American Industrial Classification System (NAICS) Code for the proposed acquisition is: 541330 � Engineering Services, which has a size standard of $16.5M ? The anticipated Product Service Code (PSC) for the proposed acquisition is: R420 � Support � Professional: Certification and Accreditations (Other than Education or Information Technology (IT)) 4.0 Requested Information: Firms possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this notice via the submission of an executive summary. Submissions are not to exceed five (5) typewritten pages in no less than 12 font size. In addition to the executive summary, industry feedback to the draft PWS is requested � all comments/ideas will be considered, although any questions/comments/ideas will not be responded to directly. The goal of such feedback is to consider suggestions that might enhance competition, improve the clarity of the requirement, or leverage industry expertise, as well as any other ideas that could result in an exceptional services. The submission should include the following information: 1. Company name, address, and point of contact with corresponding phone number and e-mail address; 2. DUNS number, CAGE Code, business size and classification � NOTE: Also, identify if your organization is registered in System for Award Management (SAM) and currently active; 3. Capability statement displaying the contractor�s ability to provide the services outlined in the draft PWS; and 4. Past Performance Information (see Section 5.0 �Past Performance� of this RFI/SS notice) Standard brochures and/or paraphrasing of this notice will not be considered sufficient to demonstrate the capabilities of an interested party. The Government will consider and analyze all information received; formal responses will not be furnished; however, the information may be utilized in the development of a final PWS and/or solicitation. 5.0 Past Performance: To demonstrate its experience, interested parties can identify up to two (2) of its most relevant contracts or efforts within the past five (5) years, and provide any other information the contractor considers relevant to the requirements of the draft PWS. Contractors should provide a detailed explanation demonstrating the relevance of the contracts or efforts to the requirements in this notice. 6.0 Summary: This is NOT a notice of solicitation issue. This RFI/SS notice does not constitute a solicitation, nor does this issuance restrict the Government�s acquisition approach. Responses should be submitted to NAVSUP FLC Norfolk Contracting Department, Philadelphia Office � Mr. Joseph Caltagirone, via email: joseph.caltagirone@navy.mil and/or Mr. John Charambura, via email: john.charambura@navy.mil. Responses should be submitted no later than 1700 (EST) on 29 November 2021. Facsimile responses will NOT be accepted. The Government will neither award a contract action solely on the basis of this RFI/SS notice nor will it reimburse for any costs associated with preparing or submitting a response to this notice. Not responding to this RFI/SS notice does not preclude participation in any future solicitation, if issued. Finally, it is incumbent upon the interested parties to review the BETA SAM website (https://beta.sam.gov/) and the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil/) for updates to this RFI/SS.
