Sources Sought Notice Identification Number: W9128F-22-S-M024 This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID.� NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below. Responses are requested only from: POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH COMPANY BONDING CAPABILITY (SINGLE JOB) FOR A CONSTRUCTION COST LIMITATION WITHIN THE RANGE OF PROJECT MAGNITUDE LISTED BELOW. The responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions for this project. Responses are to be sent via email to Mr. Booker L. Jordan, Jr. at Booker.L.Jordan@usace.army.mil no later than 2:00 p.m. (Mountain Time), 13 December 2021.� Questions or concerns surrounding small business matters can be sent to cenwo-sb@usace.army.mil. Magnitude of Construction: Disclosure of the magnitude of construction, as prescribed in FAR 36.204 and DFARS 236.204, is between $25,000,000 and $100,000,000 � Project Description: � This project will be executed using a design-bid-build (DBB) project delivery method, which will require the contractor to provide the government with a complete facility and warranty based on the Request for Proposal (RFP). The Cadet Field House located at Air Force Academy requires renovation due to age and energy improvements. The Repairs of the Cadet Field House was programed to occur in three separate phases; Phase 1 construction was completed November 2020.� Phase 2 was awarded November 2020 and currently under construction with anticipated completion in November 2022; and Phase 3 acquisition is anticipated to be awarded by 1st QTR FY 23 with and anticipated completion date of November 2024. The primary goals of the three-phase renovation are focused on installation of new building-wide mechanical and lighting systems, extension of an automatic fire sprinkler throughout the building, remediation of existing life safety and code compliance deficiencies, accessibility improvements, and specific architectural improvements in isolated areas of the building addressing programmatic requirements identified by the Athletic Department. The mechanical work associated with the Phase 3 construction effort includes replacing the mezzanine air handling units and exhaust fans serving Clune Arena, the Hockey Arena, and the Multipurpose Area: providing Heating, Ventilation, and Air Conditioning (HVAC) and plumbing for the new training and team rooms and correcting the non-code compliant emergency roof drains. The new mechanical equipment will be connected to the ground source system provided in Phase 1. Upon completion of Phase 3, the fire sprinkler system will be completed throughout the entire building. The Phase 3 architectural improvements are primarily concentrated in the Multipurpose Area and include reconfiguration of existing storage and mechanical rooms on the south side of the track to create new public restrooms and support spaces for the track team including a team room, video room, consolidated equipment storage, and a training room. New compartmentalized storage space is created on the east end of the Multipurpose Area. The existing track will be replaced by a 200m hydraulic track and the entire existing athletic activity surface will be replaced with polyurethane sports surfacing. The Multipurpose Area improvements are designed to meet the Athletic Department�s goals for improved functional and operational capabilities and ensure that USAFA can host National Collegiate Athletic Association (NCAA) track and field events. In addition to the projects within the Multipurpose Area, Phase 3 also includes repair work to the south entry plaza concrete surfaces and guardrails, installation of xeriscaping on the north side of the building, and a complete re-roof of the Cadet Field House. There are no alterations to the existing site associated with Phase 3 of the Cadet Field House renovation. A designated area on the north side of the building is reserved for use by the Contractor for material laydown and location of construction trailers. The designated portion of the site is the same location that was used for Phase 1 & 2 of the renovation. The Contractor is required to provide four double-wide modular offices for use as swing space for occupants of the building displaced by construction. The four temporary offices are located at two locations: one on the west side of the Cadet Field House and the other on the south side of the adjacent Cadet Gym. Both locations were used for the same purpose during Phase 1 and require no alteration or utility extensions. There are no alterations to the existing paving, grading, drainage, or permanent fencing in Phase 3 of the Cadet Field House renovation. There are no alterations to the existing water supply and wastewater collection systems in Phase 3 of the Cadet Field House renovation. Project will comply with all applicable Department of Defense (DoD), U.S. Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. Cadet Field house will be designed to Sustain, Restore and Modernize the building performance in accordance with the DoD Unified Facilities Criteria (UFC) 1- 200-01, ""General Building Requirements"" and UFC 1-200-02, ""High Performance and Sustainable Building Requirements."" This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01, ""DoD Minimum Antiterrorism Standards for Buildings"" and include cybersecurity measures per UFC 4-010-06, ""Cybersecurity of Facility-Related Control Systems."" Submission Details: All interested, capable, qualified (under NAICS code 236220) and responsive contractors are encouraged to reply to this market survey request. Interested PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in construction projects of similar nature as described above. Narratives shall be no longer than 10 pages. PLEASE NOTE: AT THIS TIME, WE ARE ONLY INTERESTED IN RESPONSES FROM COMPANIES WHO HAVE THE ABILITY TO BE PRIME CONSTRUCTION CONTRACTORS WITH COMPANY BONDING CAPABILITY (SINGLE JOB) FOR A CONSTRUCTION COST LIMITATION WITHIN THE RANGE OF PROJECT MAGNITUDE PREVIOUSLY LISTED.� ESTIMATED CONSTRUCTION CONTRACT AWARD WILL BE FIRST QUARTER OF FISCAL YEAR 2023 (FY23).
