- �Communities-Local Energy Action Program - Economic Development Support� OBJECTIVE The objective of this work effort is for selection of subcontractor(s) to support NREL in providing economic development analysis and planning activities as related to technical assistance services to communities to progress their clean energy economy planning. Subcontractor(s) and NREL will work with community-led, multi-disciplinary teams to assist communities in developing a robust plan (e.g., strategic plan or roadmap, business plan, implementation plan) that can be used to guide community efforts (e.g. policy, program or project implementation, financing schemes, funding opportunities, etc.). Technical assistance will be focused on one, or a combination, of the following seven pathways incorporated into this Pilot initiative (NREL will provide technical assistance for pathways 1, 2, 3, 6 and 7): Clean Energy�Planning and Development�� Energy Efficient Buildings and Beneficial Electrification Planning and Investment�� Clean Transportation Planning and Investment�� Carbon Capture and Storage�� Energy Site Reclamation and Critical Minerals Processing� Community Resilience Microgrids New or Enhanced Manufacturing This sources sought is focused around the economic development analysis and planning to help communities as noted in the Opportunity Announcement: The opportunities and potential benefits from the transition to net zero energy are compelling. They include lower local air pollution, lower utility costs and energy burdens, improved access to reliable energy, enhanced economic productivity, and new clean energy supply chain demonstration and manufacturing opportunities. Many of these opportunities will create and sustain high quality jobs when coupled with strong labor standards. The country is facing a period of major investment in new clean energy technologies and their supply chains, and DOE/NREL designed this competitive technical assistance opportunity to help ensure that communities will benefit from clean energy investments, advancing priorities detailed in President Biden�s Executive Order 13985, Advancing Racial Equity and Support for Under-served Communities Through the Federal Government; Executive Order 14008, Tackling the Climate Crisis at Home and Abroad; and Executive Order 14017, America�s Supply Chains. Under this pilot initiative, DOE through NREL will provide technical assistance services to support 24-36 communities to develop their own community-driven clean energy transition approach. DOE has designed this pilot initiative with the aim of: Recognizing each community�s specific energy-related challenges and opportunities. Supporting community member and stakeholder leadership in designing and implementing actions to address those challenges and opportunities. Building toward long-term community economic and environmental change and a more sustainable, resilient, and equitable future.
