Description
Pre-Solicitation Notice: The Idaho Panhandle National Forest will be posting a solicitation later this winter (2021-2022) for the Shadowy St. Joe and Tin Cup Flat Campgrounds Improvement Project.� This project consists of constructing/reconstructing various camping facilities, roads, and parking areas in the Shadowy St. Joe and Tin Can Flats campgrounds located on the Idaho Panhandle National Forests. The work includes: Shadowy St. Joe Campground: Construction, reconstruction, reclamation, and asphalt paving of the campground access road and parking spurs and pathways; removal and replacement of the existing �water system, including pump, controls, pressure tank, fittings, pipe, water line, and hydrants; removal and replacement of host site sewer dump with holding tank; construction of electrical system, including service connection, control panel, underground line, and electrical pedestals; removal and re-roofing of existing pavilion; staining of pavilion; removal of existing buildings and supply and installation of precast concrete toilet, storage, and pumphouse buildings; installation of pin down curbs, fire rings, picnic tables, timber and boulder barriers; construction of kiosk; installation of signs; construction surveying and staking; clearing and grubbing; removal and disposal of various existing structures, including signs, and site markers, sheds, toilet buildings, pedestal grills, kiosk, and other items. Tin Can Flat Campground: Supply and installation of precast concrete toilet buildings; construction of kiosk; construction of aggregate paths; supply and installation of campground gates, tables, fire rings; removal of existing toilets, signs, and kiosk. PROJECT LOCATION Shadowy St. Joe Campground: Location from St. Maries, Idaho: Follow State Highway 3 North to the junction with St. Joe River Road (Forest Highway 50). Turn right onto St. Joe River Road and follow road for approximately 10.5 miles. Campground is on the right. Tin Can Flat Campground: Location from St. Maries, Idaho: Follow State Highway 3 North to the junction with St. Joe River Road (Forest Highway 50). Turn right onto St. Joe River Road/Forest Highway 50 and follow road for approximately 57 miles. Campground is on the right. Magnitude: The estimated dollar range for this project is between $500,000 and $1,000,000. Pre-Solicitation Site Visit: Access to the project locations will not be accessible during the actual solicitation period, due to winter weather conditions and area closures.� A Pre-Solicitation Site Visit will be held on Friday, November 19th, 2021 at 10:00 am PST. �The Pre-Solicitation Site Visit attendees will meet at the Shadowy St. Joe Campground site first and then travel to the Tin Can Campground site immediately following the first location for viewing the second site. �Please contact COR Doug Wright by phone or email (406.660.0314; douglas.f.wright@usda.gov) with the names of those who wish�to attend this site visit.� This will be the only site visit for this project due to winter weather conditions. This Pre-Solicitation Site Visit will be for viewing the area only.� The project COR, Doug Wright, will only give a brief overview of the projects during the Pre-Solicitation Site Visit.� There will be no question/answer period during this Pre-Solicitation meeting since the actual Solicitation documents will not be available until the actual Solicitation is posted, sometime after December 1, 2021.� A Request For Proposal (RFP) solicitation will be posted to SAM.GOV Contracting Opportunities, as time allows, after December 1st, 2021.� The complete information packet for the contract solicitation will be available with the posting of the RFP Solicitation.� Contractors will be able to locate the Solicitation documents �under the solicitation number 1240LU22R0003.� No Solicitation documents will be available before or during the Pre-Solicitation Site Visit. COVID-19 protocols will be in place for this site visit.� Six ft. social distancing will be required. �The site visit will held outdoors and therefore will not require masks unless 6 ft. social distancing cannot be maintained. The Forest Service will require contractors to sign a roster with contact information for all attendees.� Please try to limit the attendees representing your company to only personnel needed for preparing and submitting a proposal.� Federal Contract Vaccination Requirements. This federal contract will be awarded after January 4, 2022 and, therefore, as per FAR 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors requires Contractors and their personnel be fully vaccinated, with one of the three (3) COVID-19 vaccines made available at no charge in the United States of America, to be considered for award for this contract. FAR 52.223-99 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (OCT 2021) (DEVIATION) (a) Definition. As used in this clause - United States or its outlying areas means� (1) The fifty States; (2) The District of Columbia; (3) The commonwealths of Puerto Rico and the Northern Mariana Islands; (4) The territories of American Samoa, Guam, and the United States Virgin Islands; and (5) The minor outlying islands of Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Midway Islands, Navassa Island, Palmyra Atoll, and Wake Atoll. (b) Authority. This clause implements Executive Order 14042, Ensuring Adequate COVID Safety Protocols for Federal Contractors, dated September 9, 2021 (published in the Federal Register on September 14, 2021, 86 FR 50985). (c) Compliance. The Contractor shall comply with all guidance, including guidance conveyed through Frequently Asked Questions, as amended during the performance of this contract, for contractor or subcontractor workplace locations published by the Safer Federal Workforce Task Force (Task Force Guidance) at https:/www.saferfederalworkforce.gov/contractors/. (d) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (d), in subcontracts at any tier that exceed the simplified acquisition threshold, as defined in Federal Acquisition Regulation 2.101 on the date of subcontract award, and are for services, including construction, performed in whole or in part within the United States or its outlying areas.
