SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for a Certified Industrial HygienistBoiler InpspectionInspection for the VA Illiana Health Care Center located in Danville, IL. IL as well as the following Community-Based Outpatient Clinics (CBOCs): Bloomington, Decatur, Mattoon, Peoria, and Springfield. The result of this market research will contribute to determining the method of procurement. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Requirements: The qualified vendor: shall provide a National Board Commissioned inspector to perform semi-annual external inspection per boiler (48 externals total per year) and an annual internal inspection per boiler on boilers that require an internal inspection (20 internals total per year) on the following units: Low Pressure Fire Tube Boilers Cleaver-Brooks CFH 700-20HP-15ST Cleavers-Brooks CFH-700-40HP-15ST Cleaver-Brooks 4WG-200-150-15ST Cleaver-Brooks 4WG-200-125-15ST Cleaver-Brooks 4WG-200-100-15ST)(internal and external inspections), Cast Iron Steam Boilers Smith Cast Iron GB300-S/W-6INT Peerless Boiler 64-12) (external only, no internal inspections) Hot Water Boiler LAARS Pennant Boiler H/W PNCH1250NACL2CJN (external only, no internal inspections) Electric Steam Generators Sussman -ES100 Sussman- ES180 (internal and external inspections) shall provide labor, equipment and materials to complete all tests required by VHA Directive 1810 (Current version as amended on Sep 11, 2018), CSD-1 (2018 edition), American Society of Mechanical Engineers Boiler and Pressure Vessel Code (2019 edition), NFPA 85 Boiler and Combustion Systems Hazard Code(2019 edition), and (if applicable for low pressure boilers, hot water boilers, and high pressure steam generators) the VA Boiler Plant Safety Device Testing Manual (5th edition, dated DEC 2018) for boilers listed in the scope of work and associated plant safety devices. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address if applicable, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort and documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES, SOLE SOURCED OR PROCURED THROUGH FULL AND OPEN COMPETITION. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 4:00 PM Local Time on November 19, 2021. All responses under this Sources Sought Notice must be emailed to jerri.schuster@va.gov. Requirements: The qualified certified industrial hygienist: shall provide Respirator Fit Test and Training services at the VAIHCS Danville location as well as the following Community-Based Outpatient Clinics (CBOCs): Bloomington, Decatur, Mattoon, Peoria, and Springfield. shall be responsible for compliance with any, and all applicable, federal, state, and local government policies, regulations, procedures, specifications, etc., that apply to the work of this nature. shall obtain and keep current all licenses, OSHA training, permits, etc., that shall be required by the above-mentioned agencies to accomplish the work. shall ensure the VAIHCS Industrial Hygienist under the ESS shall be sent a Respiratory Fit Test and Training Report, which shall be an electronic documentation in Microsoft Excel that shall categorize and track training weekly and annually of healthcare personnel who have been fit tested and trained. shall also provide each wearer of a fitted respiratory device a plastic covered credit-card size or similar facsimile record that contains a minimum: a) Date Tested, b) Assigned Care Line/Service, c) Name of employee tested, Occupation d) Fitted respirator make, model, style, size, and filter type/number, if applicable, e) Type of fit test performed, and f) Pass/Fail test results.Probably don t need this for the sources sought. You can leave it in, but not necessary. shall provide training and/or certification to perform fit tests. Fit test administrators shall be competent and trained to know how to conduct a test, recognize invalid results, and properly clean and maintain equipment. shall have reasonable experience in Respirator Fit Test and Training. Certification is a plus.Probably can leave all this out. I tend to do a generic sources sought. Not sure if that is correct or not, but I just use the first paragraph (generally) of the sow. But honestly, it is up to you how wordy you would want it. Since it is a sources sought, and we already determined that possible 3 small businesses would be acceptable, then I wouldn t worry too much about putting technical jargon in the sources sought. But if you think that (or need) the sources sought to help you determine if you really should do a small business set aside, then you can go ahead and leave it. Sorry .that was really grey and wishy washy. Long story short .you can leave it how you have it or take all of this out. Your choice! Haha!
