- SOURCES SOUGHT NOTICE DEPARTMENT OF DEFENSE WARRIOR GAMES Army Contracting Command � Orlando (ACC � Orlando), through the Department of Defense has a requirement for a non?personal services contract, expected to be an Indefinite Delivery, Indefinite Quantity (IDIQ) commercial Firm Fixed Price (FFP) contract, to provide support for the 2022 though 2027 Warrior Games led and hosted by the U.S. Army in support of DOD and international competitors within the Warrior Games.� This contract will also cover support to the US Team during Invictus Games Athletic Competitions.� The support services for Warrior Games will be provided at different Continental United States Locations (CONUS), while support for the US Team for Invictus Games will include Outside Continental United States (OCONUS) Locations.� This requirement is to provide a non?personal services contract for support from 2022 through 2027.� The purpose of this Sources Sought Notice (SSN) is to inform industry of this requirement and to obtain information on likely participants in a planned Request for Proposal.� The Government is also interested in feedback on the PWS and the approach outlined in this SSN. The Government has identified an IDIQ contract as the appropriate vehicle for this effort as the location and some requirements will likely change each year.� The Contractor must be able to provide the following services: The Contractor is expected to manage and provide all support equipment and staff necessary to effectively conduct each athletic event. The Contractor is responsible for coordinating with all Warrior Games venues/facilities to plan, manage, implement, and execute all PWS requirements at any CONUS location to ensure safe and successful events. The Contractor shall design, provide, install, and operate a system of systems needed to support this contract.� The officiating, recordkeeping, and conduct of sporting events shall be within the scope of this PWS and supportive of the successful execution of each sporting event.� These requirements include but are not limited to production and execution of various activities to support the Warrior Games while ensuring a timely and quality presentation. The Contractor shall provide services like Sports Production, Venue Dressing, Transportation, and Video Design/Production among others. The Contractor shall maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS and meet associated quality standards and performance requirements. The Contractor shall perform to the standards identified in the PWS. A draft Performance Work Statement (PWS) is included in this posting.� For purposes of this Sources Sought Notice, not all attachments referenced in the PWS will be made available.� This requirement is a commercial contract.� Award will be made in the form of a Single Award IDIQ type Contract to one responsible offeror that will manage all sub-contracts.� It is anticipated that a Task Order will be issued with the contract award.� This first Task Order will be for planning and program management.� This Task Order will cover the first year of the contract and contain options for each subsequent year.� The Government anticipates issuing a separate Task Order each year for the event execution, to be negotiated and priced based on the specific circumstances of that event.� As requirements in support of the US Team at Invictus Games are identified, additional Task Orders may be issued to fill those needs.� A firm-fixed price contract is anticipated for these efforts. The basic contract will specify the requirements to be delivered in accordance with the PWS.� Each Task Order will have its own PWS Responses to this Sources Sought should include a narrative identifying the scope of past and present relevant experience on similar contracts, indicating if it was in the U.S.A. or in foreign country (include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, any comments on the draft PWS, and any alternative approaches to satisfying the subject requirement.� For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is 711320, Promoters of Performing Arts, Sports, and Similar Events without Facilities with a size standard of $15.0M in average annual receipts.� Brevity of extraneous information is desired. Responses to Sources Sought Notice Responses should include a narrative to demonstrate your capabilities and knowledge with events of this magnitude. Specifically, interested contractors shall: 1. State the scope of past and present relevant experience on similar contracts, identify specific areas of relevant experience related to the PWS. Include dollar value of contract, whether performed as a prime or subcontractor, complexity and point of contact. Include information on: Have you run a Wounded Warrior Game, Paralympic Games or sports level event before? Are you familiar with these sports, safety requirements including Corona Virus (COVID-19) measures; security for athletes, attendees, and workers at the events and event performing requirements for these sports? Are you capable of providing Auto CAD readers for layout for these events and sports if required? 2. Demonstrate your knowledge and capabilities with performing Warrior Games or a sports level event of that nature, including the ability to perform Warrior Games work in any CONUS location. 3. Would you be able to provide insurance for the performance of the event? 4. Provide specific experience with these events and its support. 5. Describe your ability and experience to manage these sports, safety requirements including COVID-19 measures; medical, security for athletes, attendees, and workers at the events and event performing requirements for these sports 7. If you are a small business prime contractor, state how you will meet the Limitations of Subcontracting stated in FAR 52.219-14. Include any teaming arrangements anticipated and type of tasking to be performed. 8. Small businesses interested in subcontracting, please be specific in identifying capabilities that support the areas you have an interested in. 10. Provide any alternative approaches to satisfying the subject requirement. 11. Potential sources must identify their business type (i.e., small business, large business, small disadvantaged business, 8(a) certified business, woman-owned business, etc.). 12.
