- Special Notice: Award a Sole Source Contract to Perkin Elmer � FAR 6.302-1 - Only one responsible source (except brand name) The U.S. Military Academy, Mission & Installation Contracting Command (MICC), West Point, NY is planning to award a sole source contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements for spectrometer preventive maintenance from Perkin Elmer. DCLS currently uses Perkin Elmer SP8000 MIR DTGS FTIR spectrometers. Annual preventive maintenance and routine inspections are crucial to ensuring the instrument is fully mission capable for cadet and faculty use when the semester starts in January 2022. This specific chemical analysis instrument is used extensively during the academic year in support of cadet training, research, and the support several courses required by Chemistry majors within the department. The manufacturer, Perkin Elmer, is the only company that has the expertise to disassemble, perform maintenance, reassemble, and ensure that this piece of instrumentation meets original performance specifications. Third-party vendors are only trained for minor repairs and are unable to provide the level of certainty on proper functioning that the actual field service engineers from Perkin Elmer can provide. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� This notice does not commit the U.S. Government to contract for any supply or service.� Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.� The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.� Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.� If a solicitation is released, it will be synopsized on the Government wide Point of Entry.� It is the responsibility of potential offerors to monitor the Government wide Point of Entry for additional information pertaining to this requirement.� This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals. The proposed contract is for preventative maintenance for QTY 4 Perkin Elmer SP8000 MIR DTGS FTIR Spectrometers. �The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR Subpart 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Mission Installation Contracting Command - West Point on behalf of the United States Military Academy (USMA) West Point, NY intends to award sole source, firm fixed price contract to (Perkin Elmer, 710 Bridgeport Ave, Shelton CT� 06484, USA) for spectrometer preventative maintenance. The anticipated North American Industry Classification System (NAICS) Code is 811219 - Other Electronic and Precision Equipment Repair and Maintenance with the associated size standard of $22.0 million dollars. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
