N0016422CB004� SOLE SOURCE � Engineering Support Services (ESS) FOR PEO USC - PSC R425� NAICS 541330 Anticipated Issue Date 16 November 2021 - Anticipated Closing Date 01 December 2021 Time 14:00 EST Naval Surface Warfare Center, Crane Division (NSWC Crane), Crane, IN intends to award a Cost-Plus-Fixed-Fee (CPFF) contract for a nine (9) month base year period of performance (PoP), one (1) four-month option period, and one (1) two-month option period with Booz Allen Hamilton (BAH), 8283 Greensboro Drive, McLean, Virginia 22102. In accordance with the statement of work, provide support services with technical and professional support services in the areas of Program Analysis, Development, Control, and Monitoring Support; Acquisition, Finance and Cost Estimating; System Engineering Support; Logistics Support; Ships and Mission Modules Support; Ship and Mission Module Maintenance Planning; Ship Configuration and Data Management Engineering; and Cyber Security for the Program Executive Office for Unmanned and Small Combatants (PEO USC) and its program offices: Unmanned Maritime Vehicles, Littoral Combat Ship Mission Modules, Mine Warfare, and Fleet Introduction and Sustainment. This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1.� The basis for restricting competition is the unacceptable lapse in PEO USC support services.� Any interruption in support services for PEO USC would negatively affect mission readiness, quality of life for U.S. Navy sailors and their families, and long-term costs to the taxpayer. BAH is the only vendor capable of continuing to provide the Navy uninterrupted engineering support services. A formal solicitation will not be issued.
