- PRESOLICITATION NOTICE ONLY National Park Service Region 1 � National Capital Area West Major Acquisition Buying Office 1100 Ohio Dr. S.W. Washington, DC 20242 Date: 11/16/2021 Subject: Chinn Ridge Land Clearing � Manassas National Battlefield- Manassas, VA This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. This requirement is 100% set-aside for small business as authorized by FAR 19.502-2(b). The contractor shall be registered in System for Award Management (SAM) under the appropriate NAICS code: 561730; the size standard is $8 million and shall submit verification of their firm�s registration in the SAM database with their quote. The location where services will be delivered: Manassas National Battlefield 12521 Lee Highway Manassas, VA 20109-2005 The Service Contract Act wage determinations for Prince William County, Virginia apply. This requirement will be issued as a Request for Quote (RFQ) under FAR Part 13. The RFQ will result in a single firm fixed-price award from the terms and conditions set forth in the solicitation once it is released. The solicitation package and documents WILL NOT be provided in paper hard copy format, but rather transmitted exclusively via www.beta.sam.gov. The solicitation, subsequent to this announcement, may be canceled at any time. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for any quote preparation costs. The complete solicitation with attachments will be posted on or about December 07, 2021. This date is an estimate. The solicitation could be posted well after December 07, 2021. Description of Services: The contractor shall furnish and be responsible for all labor, supervision, materials, tools, supplies, signs, traffic control measures, transportation, license, certificates, permits, personal protection equipment, and equipment incidental to and necessary to perform land clearing operations at multiple locations of Manassas National Battlefield. Manassas Nation Battlefield is soliciting quotes for single contractor that is capable of providing land clearing services at five (5) separate locations of the park. The work will include, but is not limited to Tree felling/removal, vegetation removal, stump grinding, ground remediation and seeding/sowing. The awarded vendor will be responsible for providing all labor, supervision, tools, equipment, materials, signage and safety equipment necessary to complete that tasks as outlined in the PWS. Approximately 20 acres of land clearing is necessary to satisfy this requirement. Approximate acreage per task is as follows: Task 20- Trail to Chinn House Foundation- 0.5 acres Task 21- Chinn Ridge to Henry Hill- 9 acres Task 22- Chinn Ridge to Bald Hill- 1 acre Task 23- Chinn Ridge to Stone House and Buck Hill- 4 acres Task 28- Broad View Near Webster Monument- 5 acres Site Visit: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are strongly encouraged to attend the scheduled site visit to inspect the site to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
