Space should have no history of prior heavy industrial use such as large dry cleaning operations, gas stations, and industrial facilities. The space should not be located immediately adjacent to railroad tracks.� Buildings containing warehouse, residential, or manufacturing facilities or buildings located in or near industrial or manufacturing zones or complexes shall not be acceptable. Space should not be located in a flood plain. Streets and public sidewalks must be well maintained.� To allow for visibility to the public, the government office space shall be located not more than the equivalent of � mile from a primary or secondary street serving the office.� The route from the primary or secondary street shall be direct.� Locations which have obscure, difficult access or which require multiple turns shall not be considered.� Sites which are located directly on or near a roadway which presents a hazard to our customers will not be considered. Section 2 Building Criteria Agency�s guidelines require standard office space consistent with the local market.� Space must comply with all applicable building codes and accessibility standards as defined in the Americans With Disabilities Act (ADA), the Architectural Barriers Act Accessibility Standard (ABAAS), and the Uniform Federal Accessibility Standards (UFAS). The primary entrance must be accessible for all persons with special needs, including wheel-chair access. All space must be located in one contiguous block on a single floor in the same building with the exception of the space allotted to the storage room and Interactive Video Training (IVT) room.� These rooms only, and their associated square footages, may be separated from the main office area by a public corridor as long as the space is located on the same floor.� Offers that require additional space to be separated by a public corridor or require any space to be located on a separate floor will not be acceptable. Space can be located on any floor of a building that meets GSA leasing criteria and has handicapped accessible elevator service to the government office floor.� If space offered is above the ground floor, a minimum of two accessible elevators must serve the proposed floor.� One of the accessible elevators may be a freight elevator. In cases where multiple spaces are offered within the same building, the Government reserves the right to select the spaces that will be acceptable and reject the others. Space must be asbestos-free, mold-free, and free of water intrusions.� Any space offered with a history of asbestos, water intrusion or mold growth will require additional evaluation by the Agency�s Office of Environmental Health and Occupational Safety (OEHOS) before it can be solicited. �Radon concentration in the air within the offered space shall be less than the EPA residential radon action level of 4 Picocurie�s per liter. Lessor shall test for radon using EPA-approved methods and certify the results to the GSA Contracting Officer upon award. Co-tenants within the building shall be professional office environments. � Buildings with windows comprising 50 percent of the exterior perimeter walls are preferred. Section 3 General Design Requirements Space should allow for an efficient layout and office workflow.� Space must provide maximum flexibility for systems furniture placement with few or no columns or other building or architectural obstructions.� Space should have few curves or major offsets and must have large open areas to allow maximum design flexibility.� Architectural features should not cause an inefficient use of space. Space requiring ramps inside the office will not be acceptable.� Any structural columns must be at least 20 feet from any interior wall and from each other (clear distance) and be no more than 2 feet square. The Agency reserves the right to prepare test fit layouts prior to lease award to confirm the adequacy and layout efficiency of space offered.� The Agency will make determinations of what constitutes an efficient layout and office workflow. Awnings are required at all entrances as annotated on the DID�s. � The Government intends to install Government-furnished, Government contractor-installed (GFGCI) barrier wall product between the public facing front-end interviewing area and the Government employee area of the space. This product attaches to the ceiling grid and rests on the finished floor. The Government-Agnecy provided Design Intent Drawings (DIDs) will include hold to dimensions that must be adhered to in order for the barrier wall product to fit into the space. At the time of the submission of initial Construction Drawings (CDs), the lessor must return the attached Barrier Wall - Ceiling Height/Grid Type Guarantee form**.� By signing and returning this form, the lessor assumes full responsibility for the accuracy of the hold to dimensions and measurements. �If any of the barrier wall product cannot be installed as desired due to inaccuracy of the hold to dimensions, the lessor agrees to take full responsibility for any costs associated with product replacement.� These costs include, but are not limited to, re-manufacturing and re-installation of the product or any changes to the design or construction necessary to maintain the hold to dimensions.� The Government and its contractors will replace any product that is not manufactured to the specifications in accordance with the hold to dimensions.� As an alternative to submitting the form and accepting responsibility of the hold to dimensions, the lessor may install the ceiling grid 60 calendar days prior to substantial completion so that the Government contractor can perform an on-site measurement. * See 12.1 2016 Atlanta Special Requirements-Barrier Wall-Ceiling Height/Grid Type Guarantee - Appendix A Section 4 Parking and Public Transportation The Agency requires sufficient general parking as specified by local code requirements.� Agency requests that, due to budgetary costs, the cost of this parking be included as part of the rental consideration.� In some instances, the Agency will request parking for carpools, disabled employees, and in and out parking for employee use and for program purposes.� All parking areas shall be asphalt or concrete.� On-site parking areas shall be striped and/or repainted every five years.� They shall be paved with a concrete curb and graded to provide adequate site drainage. �The lot design must consider snow removal and snow storage requirements. The parking-to-square-foot ratio available on-site shall at least meet current local code requirements, or, in absence of a local code requirement, on-site parking shall be available at a ratio of 1 space for every 200 RSF of Government-demised area. Sufficient parking and access for disabled persons consistent with the Americans With Disabilities Act (ADA) must be available based on the needs of our customers.� In those locations where on?site parking is not available, parking for the disabled must be located within the same block.� Determinations of sufficient parking and access will be made by the Agency. When public transportation is available, passenger stops must be within two blocks of the space.� In suburban areas, in small communities and in areas of major cities where adequate public transportation and on?site parking are not available, secure vehicle parking facilities must be available at reasonable commercial rates for visitors and employees within a two-block radius of the space.� Secure parking is defined as parking that meets Federal Protective Service guidelines and should be resolved before any lease is signed.� �Reasonable Rates� will be determined by local pricing levels.� Restricted or metered parking of one hour or less within the two block area of the space does not meet the Agency�s parking requirements.� This is because many Agency contacts with the public cannot be completed within one hour. Section 5 Exterior Signage Signage must be provided as part of the lease costs to ensure the visiting public can easily locate Agency�s space.� The size, color and lettering shall be approved by GSA/Agency in conjunction with the lessor to ensure compliance with any site or building standard requirements.� The Lessor shall provide, install, and maintain signage acceptable to the Contracting Officer, on the exterior of the building or on a monument sign. The sign shall read the Agency�s title.� The elevation drawings shall show the signage type and location. The Lessor in multi-tenant buildings, which will clearly identify the locations of the Agency�s office, will provide directories and lobby signs. Section 6 Drawings and Cost Proposal 6.01��� Drawings Working/construction drawings shall include all mechanical, electrical, plumbing, fire safety, lighting, structural, and architectural improvements scheduled for inclusion into the Government?demised area.� Working/construction drawings shall also be annotated with all applicable specifications.� The resulting product shall reflect requirements, which are substantially the same as that specified by the Government?approved design intent drawings and this Agency�s special requirements document, and shall incorporate neither extraneous additions nor deletions of requirements.� Any conflicts between the design intent drawings and the special requirements document shall be brought to the attention of the Contracting Officer. 6.02��� Cost Proposal for TI Overages The Lessor is required to provide cost or pricing data, which shall be submitted for Government review. �The proposal shall not include costs for the build out of the warm-lit shell, electrical/mechanical room, janitor closet (if provided separately), both tenant (employee) restrooms, tenant dual-height drinking fountain and both vestibules.� The proposal shall include all the Lessor�s administrative costs, general contractor fees, subcontractor�s profit and overhead costs, Lessor's profit and overhead, design costs, and other associated project fees necessary to prepare construction documents to complete the Tenant Improvements (TI).� No costs associated with the building shell, including costs associated with the shell items listed above or elsewhere in this document, shall be included in tenant improvement pricing.� Note:� Although the tenant selected the finishes for the tenant (employee) restrooms, it remains a shell cost. Section 7 General Build-Out Requirements In existing locations where expansion is required, swing space should be available.� The cost of redesign and relocation of existing systems furniture and the government owned telephone, computer, and intrusion alarm systems should be included in the proposals involving the use of swing space. All materials shall be installed per manufacturer recommendations. All existing materials to remain shall be in �like new� condition; unstained, unfaded and in working condition. Any existing materials to remain shall be unaltered from manufacturer�s initial construction. All finishes shall be commercial office quality; paint shall be applied to steel doors, frames and walls. Primer and two coats shall be required Wood shall be stained with a polyurethane coating. All bare wood and metal shall be primed and painted or stained/varnished The Lessor shall provide labor and materials to perform the following: Mount Bulletin Boards Install TV mounts for the Reception area, IVT room, and shared services room. Indoor Air Quality Application of insecticides (except traps); paints, glues, adhesives; and HVAC system cleaning compounds containing highly volatile or irritating organic compounds shall not be used during office working hours within Government occupied space. Advance notice must be provided to the onsite The Agency�s manager before applying noxious or objectionable chemicals within Government spaces. Manufacturer's recommendations and Material Safety Data Sheets will be consulted to ensure that adequate ventilation is maintained during work procedures involving chemicals. Plumbing/Restrooms Space must include a commercial grade plumbing system that meets code requirements for appropriate ventilation and must support separate restroom facilities for visitors and employees.� Restrooms must be ADA compliant. Single stall, male and female restrooms are to be provided in or adjacent to the reception area and should not exceed 50 square feet each. Restrooms servicing the public shall have automatic hand dryers. �Additional male and female restrooms for office employees will be provided in an area accessible to building tenants only and must be located on the same floor as the government office. They shall be provided as building standard and not part of the net usable space. Floor drains in restrooms and mechanical spaces shall be of a type that replenishes the trap to prevent them from drying out and causing sewer gas odors in the space. Two (2) handicapped accessible water coolers shall be provided in the government space.� Locations will be specified on floor plan provided after award.� At least one will be located in the reception area. The potable water supply system (including piping, solder and fixtures) shall meet the Environmental Protection Agency�s (EPA) definition of lead free and be manufactured in accordance with the American National Standards Institute (ANSI)/NSF International, Standard 61. Floor Coverings Floor Coverings shall be installed consistent with manufacturer�s instructions, including slab testing for moisture transmission prior to flooring installation.� Floor preparation must meet criteria identified by Carpet and Rug Institute (CRI) publication 104.� Prior to carpet and vinyl tile installation, lessor must provide written certification and test data for alkalinity and moisture tests that show levels within CRI 104 criteria. Lessor shall not lay any floor tiles (carpet or vinyl) until required levels are reached, or the GSA Contracting Officer approves another method to make the slab acceptable for installation of the flooring.� All costs incurred and any delays in accepting the space by the Government due to slab remediation are the lessor�s responsibility. Maintenance Daytime cleaning is standard and part of the lease and should not require additional funding from The Agency.� Lessor shall coordinate the daytime cleaning schedule with the local manager. Janitorial cleaning/maintenance must be performed each workday between the hours of 7:00 a.m. and 5:30 p.m.� Whenever possible, vacuuming shall be done either before or after the office is open to the public.� The actual daily schedule shall be determined with the Agency�s manager prior to occupancy. The reception room and multipurpose room floors shall be damp mopped daily. Keeping the parking lot and surrounding grounds free of trash and debris and keeping trees and shrubs trimmed and manicured is also required. Entrances Walk-off mats shall be provided at public and employee entrances that open to the exterior.� Mats shall be spot cleaned and/or shampooed as required during the term of the lease.� The Lessor is responsible for the placement, removal, and storage of mats. Corner Guards Furnish and install corner guards in the public area, including wing walls separating interview booths, columns, and privacy walls. Corner guards should have �� wings and be 5� in length.� The 5� long corner guards will be mounted starting at top edge of wall base.� Corner guards on partial height walls will be applied from top edge of wall base to bottom edge of wall cap reveal. Coordinate color of corner guards with the selected wall finishes and verify the color selection with Agency. Doors: Hardware and Locks Public Entrance A keyed/thumb-turn lock is required on the interior and exterior vestibule door. The exterior push-pad to operate the electric door opener on the access side may be mounted on portico/canopy columns or a freestanding post to facilitate ease of entry.� Placement of the push-pad will be discussed at the pre-construction meeting. Employee Entrance The exterior keypad and the push-pad to operate the electric door opener may be mounted on portico/canopy columns or a freestanding post to facilitate ease of entry and will comply with ABA requirements.� Placement of these devices will be discussed at the pre-construction meeting.� Non-handicapped employees may manually gain access by entering the correct code into the keypad to release the strike and then operating the door lever.� Handicapped employees will enter the keypad code to release the strike, which also sends power to the push-pad, and then use the push-pad to activate the power-assisted door opener.� In lieu of a keypad/push-paddle system on the exterior, a single keypad with multi-function capability (preferred) may be substituted � one code to release the strike and unlock the door so that it can be opened manually; a separate code to release the lock and automatically open the door for those requiring that assistance.� The keypad must have an override feature so that The Agency�s management can restrict access during non-business hours. Exterior Doors All exterior doors will have inaccessible hinge pins or have non-rising fixed-hinge pins.� A doorbell is required at the employee entrance door. Location of the chimes will be determined at the pre-construction meeting. Keying Two keys will be provided for all interior door locks. The manager�s (DM and ADM) office door locks are to be keyed separately with two keys provided.� All exterior doors are to be keyed alike with two keys provided.� All locks shall be master keyed and the Government shall be furnished with at least two master keys for each lock.� All master keys must be stamped/marked �Do Not Duplicate� and will be provided to the Agency�s District Manager upon acceptance of the space. Section 8 Electrical for Government Intelligent Workstation/Local Area Network (IWS/LAN), Security, Systems Furniture, and Telephone Electrical for IWS/LAN The Agency maintains a network of computer systems equipment in its Field Offices (FOs) nationwide to process information in managing the federal program for which it has primary responsibility.� The Agency�s Field Office Electrical Requirements provide general guidelines for preparing sites, electrically, to house The Agency�s FO�s and the computer systems they require, and it sets out minimum requirements for general purpose power, technical power, lighting and data/telecommunication distribution system for the installation in The Agency�s FO�s.�� Design work shall comply with the current adopted edition of all applicable city, county, state and federal codes and standards.� In addition, this current adopted edition of the Agency�s Field Office Electrical Requirements is considered as the governing references.� **See 12.2 The Agency�s Field Office Electrical Requirements Appendix B 8.02 �Electrical for Security The Government reserves the right to provide its own security system for the leased space.� The agency will design the security system (intrusion detection, duress alarm and CCTV surveillance) for the interior and exterior areas controlled by the Government. Conduit and electrical outlets might be included as a part of the tenant improvement costs. If the lessor is responsible for providing the security system, the cost for equipment and installation will be separately determined. 8.03 �Electrical, Telephone, Data for Systems furniture Where wall-mounted feeds are not specified, the Agency�s prefers overhead feeds to provide electric power and data/communications cables to systems furniture workstations via pre-wired power poles supplied by the Agency�s vendor.� The Lessor shall provide all electric service and connection to the pre-wired furniture workstations via overhead junction boxes at designated junction points above the drop ceiling.� Electrical outlets in the pre-wired furniture raceways are supplied by the Agency�s vendor. The Lessor/contractor shall provide, install and connect Category 6 (blue) data cable for VoIP/computer connectivity to data jacks mounted on the systems furniture raceways via the power poles.� The Lessor shall also provide and install the data jacks. The Lessor/contractor will provide, install and connect Category 6 (blue) cable and phone jacks on the raceways of the systems furniture for separate analog lines for fax and/or TDD equipment.� These cables will also terminate at the patch panel. Wall mounted Outlets for Data and Telecommunications The Lessor/contractor shall provide, install and connect Category 6 (blue colored) data cable to wall jacks for LAN (computer workstations, network printers and LAN copiers) connectivity.� The Lessor shall also provide and install the data jacks. The Lessor/contractor shall provide and install Category 6 (blue) cable runs to wall jacks for telecommunications (VoIP only handsets, OSN handset, fax and TDD).� See the design intent drawings for the cable runs to be located on walls.� The Lessor shall also provide and install the jacks.� These cables will also terminate at the patch panel. 8.05� Electrical for Telephone Equipment The Government reserves the right to provide its own telecommunication service in the space to be leased. For this facility, the telecommunications system will be installed in the Data Communications Room (DCR) by The Agency�s vendor. A sheet of plywood, 4� x 4� x 3/4�, will be mounted in the DCR for telephone equipment as indicated on the design intent drawings. The plywood must have a smooth surface (class C or better) and should be treated with at least two coats of flame retardant paint or sealant.� The longest side of the plywood sheet for the telephone equipment will be installed horizontally.� The lowest edge of the plywood will be 36"" above the floor. The Telephone boards require three (3) duplex outlets to be installed 30� A.F.F. These three receptacles will share a dedicated 20 amp, 120 volts one pole circuit breaker in the general-purpose panel. Cabling for a wall telephone for return 911 calls is needed in the management area.� �Exact location will be shown on the floorplan. Section 9 Light Switches and Electrical Distribution Light switches for the open office areas shall be located by the employee entrance. All other rooms and offices shall have their own light switch. The lights for the reception area and FEI hallways will be located in the employee area near the main interviewing desks.� The exact location will be determined at the pre-construction meeting. Rooms with two entry doors shall have 3-way switches at both doors for general lighting except for rooms joined by a folding wall, which shall be separately switched. Section 10 Internal Space Requirements Arrangement of Space Actual layout and dimensions will be shown on the government design intent drawings provided to the lessor after award. �Vestibule A vestibule of approximately 50 square feet (not calculated in net usable square footage) is required if the public entrance to the space is directly to the outside. The SSR will accommodate a 55� to 60� wall-mounted television for the secondary training drop. The contractor shall reinforce the wall to accommodate the TV and bracket where indicated on the design intent drawing. Mounting brackets are to be provided by the Agency. Surrounding walls will have a minimum STC of 45 �130 Square foot Data Communications Room (DCR) Vinyl composition tile (VCT) flooring.� Simplex-type combination lock Door will have 6� x 36� view pane window Cabling for a wall telephone near equipment in LAN rack Acoustical ceiling and smooth vinyl floor tiles are required. If water sprinkler fire protection devices are in the building, they must be provided in this room.� Lessor must design, install, maintain and operate a separate commercial-grade HVAC system in accordance with the latest edition of ASHRAE standard 55 and 62.� The HVAC system must maintain the DCR at a temperature range between 72 and 80 degrees Fahrenheit, and between 20 and 80 percent relative humidity non-condensing, 24 hours/day, 7 days/week.� DCR must have a separate thermostatic control or sensor inside the room, and HVAC system must maintain within +/- 2 degrees of thermostat setting.� Utility costs to operate this HVAC system must be included in the lease rate. Equipment in the room will be as follows: Modem(s) at 0.8 AMPs, 360 BTUs LAN rack with equipment (routers, switches, KVM switch, keyboard/monitor, servers and tape backup), 1000 BTUs TSRP equipment at 5.0 AMPs, 1000 BTUs Battery Back-up(s) at 5.0 AMPs, 300 BTUs Install a four-foot by eight-foot by 3/4 inch sheet of Class C or better smooth plywood on one wall with the long side horizontal and the lowest edge 36 inches above the floor for mounting of the telephone control system.� The exposed plywood surface must have at least two coats of fire retarding paint/sealant applied per manufacturer's instructions.� Exact location will be shown on the floor plan. Provide one five pound, carbon dioxide, ABC type fire extinguisher mounted adjacent to the door in this room. * Refer to 2016 Special Requirements Package � The Agency�s Requirements - Appendix B �310 Square foot Video Training Room (IVT) Carpet tiles Lever type passage handles Doors will have 6� x 36� view pane window Cabling for a wall telephone and electrical outlets/data cabling are required for computer access. Exact locations will be shown on the floorplan. The IVT room shall be rectangular in shape, proportioned just off square to a 2:3 maximum ratio to allow for proper camera angle and monitor viewing by participants. The room shall be located in the inner area of the office space, not along exterior windows if possible. It shall also not be located adjacent to noise or vibration producing building elements such as elevator shafts, machine rooms, mechanical rooms, restroom plumbing walls, doors or corridors that contain high traffic. The ambient noise from mechanical equipment shall not exceed noise criteria (NC) 35 in accordance with the ASHRAE Handbook in offices and conference rooms. All partitioning surrounding the IVT room shall have a sound transmission coefficient (STC) rating of 45.� All doors shall have gaskets and sweeps.� All duct penetrations into the room shall be baffled so as not to compromise the STC or ambient noise requirements. Low velocity systems are necessary to minimize equipment and system generated noise. Ceilings shall have a noise reduction coefficient (NRC) of not less than 0.55 in accordance with ASTM C-423. Lighting shall be provided by deep-cell parabolic louver 2�x4� ceiling fluorescent fixtures for standard interior lighting. The lamps shall be in the 3600 to 4900 Kelvin range, the T8 cool white lamp type. These lamps shall be energy saving type. The lamps shall be located in such a configuration and pattern so as not to produce a glare on the monitor. The light level on the conference table surface and participants shall be between 80 and 100-foot candles. The light level for other areas shall be 60-foot candles. Supplemental, separately zoned HVAC is required. The temperature in this room should be adjustable without affecting any other space within the building.� All duct penetrations into the room shall be baffled so as not to compromise the STC requirement.� Low velocity systems are to minimize equipment and system generated noise. Between 6 and 12 isolated ground electrical receptacles and data cables as specified under Section VI are to be installed in this room for training purposes. The IVT satellite dish requires roof space (minimum 10� x 10�) for a non-penetration roof-mount with an unobstructed southwestern view, and a minimum elevation of 15 degrees above the horizon.� Access to buildings over three stories must be by hatch/door and an elevator.� The dish requires room to maneuver through the access.� The roof space for the satellite dish will vary according to the size of the dish required by each site (1.8 or 2.4 meter dishes).� The dish will be connected to an Integrated Receiver Decoder (IRD) VIA 75ohm plenum-rated coaxial cable. This cable will supply the power to the dish.� An entry point from the roof to inside of the building is required within 100 cable feet from the IRD.� The satellite dish weighs between 35 and 155 lbs. The purchase and installation of the satellite dish will be the responsibility of the government. The IVT room will accommodate a 55� to 60� wall-mounted television for training. The contractor shall reinforce the wall to accommodate the TV and bracket where indicated on the design intent drawing.
