- The United States Army Contracting Command � Rock Island (ACC-RI) on behalf of the Project Manager, Maneuver Ammunition Systems (PM-MAS) intends to issue Request for Proposal (RFP) W52P1J-22-R-0009 for new production of the 40mm Systems Family of Ammunition (FoA) for Fiscal Years 2022 � 2026 (FY22-26). This solicitation will be issued on a sole source basis to AMTEC Corporation under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Justification and Approval for Other than Full and Open Competition control number 21-083 was approved by the Senior Procurement Executive on 15 November 2021. AMTEC will be responsible for the production, testing and delivery of the 40mm Systems FoA Cartridges, which includes restrictions on the Load, Assemble, Pack (LAP) process, fuzes, and propellant as described in the Acquisition Plan/Acquisition Strategy Report.� These cartridges are critical to support the combat and training requirements of the U.S. Army, Navy, Marine Corps, Air Force and FMS customers. The 40mm Systems FoA comprises the current training ammunition and most commonly used combat ammunition for the following weapon systems: High Velocity (HV) MK19 Grenade Machine Gun (GMG), Low Velocity (LV) M203 Grenade Launcher (GL) and M320 GL. Soldiers are able to train on the full capabilities of their assigned weapon systems using this FoA. The 40mm System FoA cartridges provide capability that allows the development of highly trained soldiers who are proficient in the deployment of their weapon systems and confident in the munition�s ability to produce the required lethal effects to accomplish the mission. The following cartridges make up the FoA: i.��������� The M385A1 Practice Cartridge is fired in the MK19 GMG and is only designed for practice or proof testing of weapons. ii.�������� The M430A1 High Explosive Dual Purpose (HEDP) HV cartridge is fired in the MK19 GMG and is designed to penetrate three inches of steel armor and inflict personnel casualties. This cartridge includes the M549A1 Point Initiating Base Detonating (PIBD) fuze. iii.������� The M918 Target Practice (TP) cartridge is designed to simulate the M430A1 cartridge in appearance and ballistics, and is also linked and fired from the same MK19 GMG. This cartridge includes the M550 Escapement Assembly Safe and Arm Device (i.e. fuze). iv.������� The M433 HEDP Cartridge is a cartridge designed to penetrate steel armor to inflict personnel casualties. This tactical cartridge is fired from the M203 GL and M320 GL. This cartridge includes the M550 PIBD fuze. v.�������� The M433E1 HEDP Cartridge is an improved version of the M433 cartridges with many similar components. The cartridge is fired from the M203 and M320 GL. This cartridge includes a modified M550 PIBD fuze. vi.������� M781 Practice Cartridge: This is a practice cartridge designed to be fired from the M203 launcher mounted to an M16 or M4 rifle or the M320 GL. The projectile assembly is attached to this cartridge case assembly with an adhesive and provides an inexpensive simulation round for the M433 HEDP round. vii.������ Mixed Belt, 22:10 ratio of M918 to M385A1 (Mixed Belt): This is a mixture of the M918 TP cartridge and the M385A1 cartridge in a 22:10 ratio alternating two M918 cartridges with one M385A1 cartridge. They are also fired from the MK19 GMG. These cartridges include the M550 Escapement Assembly Safe and Arm Device (i.e. fuze) within the M918 cartridges. viii.����� The M585 White Star Cluster Cartridge is a fixed round of ammunition consisting of a projectile assembly and cartridge case assembly. The M585 is designed for illumination and signaling with each individual star burning for approximately seven seconds. This tactical cartridge is also fired from both the M203 and M320 Launchers. ix.������� The M583A1 White Star Parachute Cartridge, M661 Green Star Parachute Cartridge, and M662 Red Star Parachute Cartridges consist of a projectile assembly and cartridge case assembly. These cartridges are also fired from both the M203 and M320 GLs and are designed for illumination and signaling with the candle burning for approximately 40 seconds. x.�������� The M992 Infrared Parachute Cartridge is similar in design to the M583, M661 and M662 but utilizes an Infrared mix rather than visible light. AMTEC will be required to manufacture the 40mm Systems FoA in accordance with a U.S. Government-owned Technical Data Package (TDP) and applicable contract requirements.� ACC-RI will make all documents available upon solicitation release. The U.S. Government (USG) anticipates issuing a formal solicitation on or about 06 December 2021.� Certified cost and pricing data will be required.� The solicitation will result in the award of one firm fixed price contract.� ACC-RI anticipates award will be made in the 4th quarter of FY22.� The solicitation will consist of a firm base quantity in Fiscal Year 2022 (FY22) with five (5) evaluated option periods, inclusive of an evaluated option in the base year. �Estimated total base award quantity is as follows: Estimated Base Quantity Award (FY22): Mixed Belt, 22:10 ratio of M918 to M385A1 (Mixed Belt) National Stock Number (NSN) 1310-01-541-8181: 442,424 ea The associated North American Industry Classification System (NAICS) Code is 332993. First Article Acceptance Test (FAAT) may be required. This requirement involves TDP marked Distribution D (Distribution Authorized to the Department of Defense and U.S. DoD Contractors Only).� The TDP is Export Controlled.� AMTEC will be required to submit a certified DD2345 in accordance with DoD Directive 5230.25 and a Non-Disclosure Agreement to obtain access to the TDP.� Instructions for completing the DD2345 can be found at http://www.logisticsinformationservice.dla.mil under Forms & Publications. �The TDP will be available upon issuance of the solicitation to AMTEC after meeting the aforementioned certification. This solicitation and any amendments will be issued electronically in accordance with FAR 4.5 and 5.102, therefore, hardcopies will not be provided. NOTE: As this solicitation and any amendments thereto will be issued electronically, AMTEC is advised to periodically access the above address in order to obtain any amendments that may be issued. � AMTEC must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award.
