- Solicitiaton Amendment 16Nov21 There had been some questions asked about this solicitation. Below are the questions and answers. Purchase Description questions: Vendor Question: PD para 3.1.8 Operation Calibration states �The calibration mode shall display pass/fail conditions and allow for adjustment of transducer coefficients when required.� Please clarify if the adjustment of coefficients will be for the higher-level reference standard�or for device under test (DUT)? AFMETCAL Answer: The adjustment is for the device under test (the HGC itself), when calibrated with a reference standard. Vendor Question: PD para. 3.1.8.2 States �maximum of a second order polynomial fit�. Is this for the DUT? AFMETCAL Answer: The polynomial fit is for the HGC itself, when calibrated with a reference standard. Vendor Question: Does the HGC require to read the pressure output of DUT, or can user be asked to manually enter the DUT reading to compare against reference standard for pass/fail criteria per Sec 3.1.8? AFMETCAL Answer: The HGC is required to read the pressure output of the reference standard automatically when calibrated. Vendor Question: Para. 3.4.1 states �automatically select appropriate transducer depending on range if all transducers are encased.� Does encase mean the transducers are not accessible, like under a panel? If transducers are not encased, can this requirement of 3.4.1 be skipped? Is this automatic selection of transducer the instrument software requirement? AFMETCAL Answer: Encased is meaning inside the overall system, but transducers provided should be accessible if they need to be removed.� The automatic selection is an instrument software/firmware requirement for when there are more than 1 transducer connected at one time, for example if all transducers are encased. Vendor Question: For Sec 2.3.2, is there a guideline for Uncertainty calculation for the combined effects of factors listed? AFMETCAL Answer: Uncertainties listed shall be governed by NIST Tech Note 1297, ""Guidelines for Evaluating and Expressing the Uncertainties of NIST Measurement Results"". An error analysis shall be supplied in accordance with NIST Tech Note 1297. The total combined uncertainty shall include all components of error from all applicable sources. The total expanded standard uncertainty shall have a coverage factor of 2 (k=2). Vendor Question: Sec 2.2.1 states pressure range 0-30000 psig. Please confirm vacuum pressure not required on the pump? AFMETCAL Answer: Vacuum pressure is not required on pump. Vendor Question: PD Sec 2.1.2.1 states �hydraulic fluid provided with unit shall be provided with Sebacate�. Sec 3.1.6 states, �HGC shall be able to utilize, at a minimum of two different mediums�. Please clarify if two mediums will be utilized simultaneously or separately? Does this mean the HGC can handle one other fluid type other than Sebacate, if flushed and refilled? AFMETCAL Answer: 3.1.6 means another medium can be utilized to conduct measurements; multiple mediums will not be used at the same time.� Section 2.1.2.1 is stating along with the unit, also provide Sebacate fluid for initial setup and use. Vendor Question: Data requirements states a calibration certificate traceable to NIST shall be provided with each instrument. �If the system deploys digital transducer(s) with integrated electronics, used to digitally communicate directly with a PC, will it suffice to provide a NIST traceable calibration certificate on the transducer(s) only? AFMETCAL Answer: NIST traceable calibration certificates are only required on parts of the system that perform measurements, i.e. the transducers. Solicitation/Proposal questions: Vendor Question: Addendum, 52.212-1 Instructions to Offerors � Commercial Items, page 1 of 7, Attachment 4 : �Para. (d), �Units for evaluation shall be delivered to AFMETCAL no later than the proposal deadline listed in (f) of this section�.� Are we correct in interpreting the requirement that a Proposal Evaluation unit is due with the technical proposal and completed solicitation package on or before 30 December 2021?� AFMETCAL Answer: A proposal unit is due with the technical proposal on or before 30 December 2021. Vendor Question: When is the initial COTS Manual due? AFMETCAL Answer: The COTS manual is due with the proposal unit. Vendor Question: Is the potential maximum quantity under the proposed 5 year contract 88 units in total? AFMETCAL Answer: There is a potential maximum quantity of 88 units over 5 years. End of Solicitiaton Amendment 16Nov21 Solicitiaton Amendment 5Nov21 The attached solicitation amendment extends the closing date on this solicitation. The original closing date of 23NOV21 is now extended to 30DEC21 at 2 PM eastern. Along with extending the closing date, this post adds clarification to Purchase Description paragraph 4.5. �4.5 AC Power Rating: The power required to operate the HGC shall be ~120 VAC at 50/60 Hz or battery powered.� The �or� was intentional. If the vendor selected battery power instead of AC power, then AFMETCAL has further requirements listed in the Purchase description for these units. This standard most likely will not be moved around in the lab, so if AC power is selected that would be sufficient. If both options are presented that would be sufficient as well. End of�Solicitiaton Amendment 5Nov21 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation (FAR), Department of Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS). These regulations are available electronically at the Air Force FAR site, http://www.Acquisition.gov. This announcement constitutes the only solicitation for which a Request for Quotation (RFQ) will be issued.� It is the offeror's responsibility to monitor this site for the release of amendments (if any).�� The RFQ number is FA226322Q0002 and shall be referenced on any offer submitted. The North American Industry Classification System (NAICS) code for this acquisition is 334513 and the business size standard is 750 employees. AFMETCAL at Heath OH intends to award a firm fixed price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items, for the purchase of Hydraulic Calibration System with technical manual and a 3 year OEM warranty. Products offered shall be commercial items or commercially available off-the shelf (COTS) items meeting the definitions in FAR Part 2.� Items proposed shall be new units.� Reconditioned, remanufactured, or used items are not acceptable and shall not be proposed.� The units must meet the requirements of Purchase Description 22M-590A-PR, Rev. 2, dated 26 May 21, included in List of Attachments, Attachment 1, to the RFQ.� The RFQ with applicable documents are available for download at this site.� Please review ALL documents carefully. IMPORTANT NOTICE TO OFFERORS:� All prospective awardees are required to register at SAM and to maintain active registration during the life of the contract.� SAM can be accessed at https://www.sam.gov.� Any award resulting from this solicitation will include DFARS Clause 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.� Section 1008 of the National Defense Authorization Act of Fiscal Year 2001 requires any claims for payment (invoices) under DoD contract to be submitted in electronic form.� Wide Area WorkFlow (WAWF) through Procurement Integrated Enterprise Environment (PIEE) is the DoD system of choice for implementing this statutory requirement.� Use of the basic system is at no cost to the contractor.� Contractors must complete vendor training, which is also available at no cost at https://wawf.eb.mil.� Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/. Offers MUST: (1) be valid for a period of 120 days, (2) submit COTS unit for evaluation with written proposal, (3) be for the item described in the purchase description (List of Attachments, Attachment 1), (4) be for a new unit (not reconditioned, remanufactured, or used unit), (5) be FOB Destination, (6) include a delivery schedule, if unable to meet delivery schedule in Deliveries and Performance section, (7) include copy of commercial price list, (8) include name of and be signed by an authorized company representative along with ������ telephone number, facsimile number, and email address, (9) include taxpayer identification number (TIN), CAGE Code Number and DUNS �� Number, (10) include a technical proposal that includes a written response to each paragraph of the PD, (11) include statement of compliance with 3-year OEM Warranty, (12) include completed Supplies or Services and Price/Cost section, which includes pricing for option year quantities, Option year rows only need unit prices added in �Supplies/Services� column for CLIN 1001, 1002 and 1003 (do not fill out �Unit price� or �Amount� column for options), (13)� include a completed Total Evaluated Price Worksheet , (14) completed FAR 52.212-3, Offeror Representations and Certifications � Commercial Items.� Offerors shall ensure information in SAM is current. The Government reserves the right to incorporate the successful offeror�s technical proposal into any contract resulting from this solicitation.
