- This is a sources sought notice for market survey information that will be used for acquisition planning purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO SOLICITATION IS CURRENTLY AVAILABLE AT THIS TIME. No reimbursement will be made for any costs associated with providing information in response to this notice, any follow up information requests or Government use of the information provided. The NOAA Western Acquisition Division (WAD), Boulder, Colorado, on behalf of the NOAA Office of Habitat Conservation, is conducting market research for an anticipated solicitation for Regional A-E Environmental Services Indefinite Delivery/Indefinite Quantity contracts. The purpose of the contracts is to provide primarily environmental restoration and supporting A-E environmental services for projects in various regions across the continental U.S. and its territories. Services required may include, but are not limited to, the following broad categories: Assessment studies including topographic, bathymetric, ecological, hydrologic, geo-technical, geomorphic, contaminated materials, hydrogeological marine, estuarine, oceanographic, cultural, economic, wetlands and plant and animal community assessments. Supporting studies on the physical, biological, and anthropogenic effects of a proposed habitat protection, restoration or creation action(s) to be provided under the requirement. Field surveys, mapping and sampling which may require the use of boats and global positioning system (GPS) technology and soil, sediment coring and/or surface or groundwater sampling equipment. Modeling including hydrologic and hydraulic evaluations, surface and groundwater quality and quantity, sediment or contaminant fate and transport, tidal elevation, tidal current and wave models. Architectural services for buildings as components of environmental restoration projects. Landscape architecture services as components of restoration and coastal resiliency projects. Engineering services by licensed professional engineers in all required disciplines to prepare: project designs, basis of design reports, construction plans, and permit applications as needed for compliance with federal, coastal state and local regulatory authorities. This may include preparation of all required details, specifications, bid documents and supporting graphics. Construction services including administration, oversight, and project coordination with NOAA restoration project managers or Natural Resources Damage Assessment (NRDA) case team leads. Consulting support services for the development of environmental documentation in accordance with the Oil Pollution Act (OPA), Comprehensive Response Compensation and Liability Act (CERCLA), and National Environmental Policy Act (NEPA) to include preparation of Restoration Plans (RPs), Environmental Assessments (EAs) and Environmental Impact Statements (EISs), and other programmatic documentation related to NOAA�s habitat restoration activities. Stakeholder engagement, education, and outreach services including environmental training and restoration project development workshops, development and execution of human dimensions surveys, development and execution of stakeholder engagement, marketing, outreach and communication plans and strategies, and translation services. The purpose of this sources sought notice is to determine the availability of firms of all business sizes possessing the required knowledge of environmental restoration and A-E environmental services. The Government reserves the right to consider small business, or any other arrangement as deemed appropriate for this requirement. The applicable NAICS code is 562910, Environmental Remediation Services, which has a small business size standard of 750 employees. NOTE: Based on the current U. S. Small Business Administration (SBA) size standards, for purposes of classifying a Government procurement as Environmental Remediation Services, the general purpose of the procurement must be to restore or directly support the restoration of a contaminated environment. The general purpose of the procurement need not necessarily include remedial actions.
