SOURCES SOUGHT ANNOUNCEMENT The Project Director, Sensors-Aerial intelligence (PD SAI) is seeking sources capable of providing Light Detection and Range (LIDAR) Engineering and Technical Support necessary to retain essential engineering capability. INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number:� W56KGY-18-C-0003 Contract Type: �Cost Plus Fixed Fee (CPFF) Incumbent and their size: �Johns Hopkins University Applied Physic Laboratory, University Affiliated Research Center (UARC) Method of previous acquisition: �FAR 6.302-3(1a)(2)(ii) Exception PD SAI has a requirement to execute design, development, integration, test and sustainment support to ensure operational readiness of LIDAR sensing capabilities integrated on program of record (PoR) platforms.� LIDAR sensing capabilities provide high resolution, three-dimensional imagery for dense urban areas, dense foliage, and complex environments to support point reconnaissance and mapping capabilities.�� REQUIRED CAPABILITIES: Interested sources must be able to provide essential engineering and technical expertise to design, develop, integrate, test and sustain existing Tactical Operational (TACOP) LIDAR and next generational LIDAR capabilities.� Tasks include but are not limited to: Hardware/Software Design, Development, Integration, Test, Evaluation, and Sustainment Modeling and Simulation Demonstration, Experimentation, and Prototyping Subject Matter Expertise Support Technical and Program Requirement Development Engineering and Technical Trade-off Analysis Please reference LIDAR capability requirements are as outlined in Attachment 1 of this notice; secure access is required. REQUESTED INFORMATION: Respondents will provide the below information in their response: Provide brief description of approach and capabilities available to meet Government requirements as shown in the Sources Sought Required Capabilities section and Attachment 1.� Specifically, is respondent able to execute the entire range of services requested and meet all Government requirements. �If respondent is not able to meet all requirements, list those requirements that are not acheivable. Provide description of corporate expertise and/or past performance (within five years) available to meet Government requirements as shown in the Sources Sought Required Capabilities section and Attachment 1.� All references to corporate experience and past performance should include system name, contract number, timeframe, and type of effort completed. INSTRUCTIONS FOR ACCESS TO LIDAR TECHNICAL ATTACHMENT 1: In order to be eligible to receive the Unclassified LIDAR Technical Attachment 1, interested parties must supply: 1) proof of International Traffic In Arms Regulation (ITAR) compliance by submitting a copy of their Department of State, Defense Trade Controls Compliance (DTCC) registration statement with valid date (vendor may redact vendor registrant code), 2) sign/return a Non-Disclosure Agreement (NDA), 3) sign/return a Compliance Certification, and 4) identify a Point of Contact (POC) for taking receipt of the Unclassified LIDAR Technical Attachment (Name, NIPR Email, and Phone required).� � List of Unclassified LIDAR Technical Documentation: Attachment 1:� LIDAR Technical Specification � Abbreviated Once ITAR registration proof, signed NDA, signed Compliance Certification, and POC have been received/cleared, cleared POC will receive an email via DoD SAFE allowing them to download Unclassified LIDAR Technical Documentation.� Interested parties who wish to request access to LIDAR Technical Attachment 1 shall do so no later than 30 November 2021 at 1600 EST.� Please contact Ellie Keele to gain access to NDA, Compliance Certification, and to complete necessary steps for accessing LIDAR Technical Attachment 1 at:� elizabeth.a.keele.ctr@army.mil.� SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541330, Engineering Services, with the corresponding size standard of $41.5M.� This Sources Sought Synopsis is requesting responses to the following criteria from businesses that can provide the required services under the NAICS Code.� To assist PD SAI in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, interested parties are also encouraged to provide information regarding plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. �This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.� Interested parties should provide information on how they would envision their company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). � SUBMISSION DETAILS: Interested parties are requested to respond to this Sources Sought with an Unclassified white paper. �White paper submissions cannot exceed 15 pages, single spaced, 12-point type with at least one-inch margins on 8 1/2�x11� page size.� The response should not exceed a 10 MB e-mail limit for all items associated with the Sources Sought response.� Responses must specifically describe the interested party�s capability to meet the requirements outlined in this Sources Sought.� Oral communications are not permissible.� Sam.gov will be the sole repository for all information related to this Sources Sought. Responses should include: Business name and address; Name of company representative and their business title; Type of Business; Cage Code; The facility security clearance of the respondent; Describe any potential subcontracting/teaming arrangements that may be used to meet the requirements in this Sources Sought; Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.� (This information is for market research only and does not preclude your company from responding to this notice.); and Response to �Requested Information� section. Vendors who wish to respond to this notice should send responses via email no later than 7 December 2021 1600 EST to: �jesse.l.lefever.civ@army.mil and elizabeth.a.keele.ctr@army.mil.� Proprietary information and trade secrets, if any, must be clearly marked on all materials.� All information received that is marked Proprietary will be handled accordingly.� Please be advised that all submissions become Government property and will not be returned.� All Government and contractor personal reviewing Sources Sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.� The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Questions: The Government will not entertain and will not address any questions from Industry at this time.� The Government will not reimburse companies for any costs associated with the submissions of their responses.�
