- 1.0.������� Description The Marine Corps Systems Command (MCSC) Program Manager, Supply and Maintenance Systems (PM SMS) program office is seeking potential sources to provide a ruggedized, one-man portable, Commercial Off-the-Shelf (COTS) electronic maintenance device (EMD) through a Federal Supply Schedule under the General Services Administration (GSA). �This EMD will be employed at the point of maintenance to interface with the equipment/system undergoing repair (run diagnostics, analyze Built-In-Test/Built-In-Test Equipment [BIT/BITE], display Interactive Electronic Technical Manuals, and order parts). �The purpose of this RFI is to identify sources capable of providing the EMD as well as potential alternatives to the CF-20 model that are available in the market.� The proposed action is to procure the next generation of the currently fielded Electronic Maintenance Support System (EMSS), to determine the capabilities for an alternative enhanced hardware variant, and applicable accessories for each variant that meet the following requirements: Minimum Requirements: A self-test capability to verify its operational status prior to use. Verification time should be no more than 1 minute under normal operations. Configured to read BIT/BITE codes from designated BIT/BITE-enabled platforms through wired interfaces. Configured to operate with standard Department of Defense (DoD) interfaces (i.e., USB, serial, wired and wireless network adapters, etc.) and buses to allow for interaction with external devices. Include three USB ports Have a minimum of one Standard-A internal USB 2.0 or above port. Use standard interfaces and DoD approved buses to accommodate interaction with these peripherals. �Contain input devices (i.e., keyboard and mouse, touch screen and stylus, voice and/or any other new input devices) that allow interaction with the system and can be changed while the device is still powered on (hot swapped) as per changing objectives. Allow configuration to read from the most common DoD approved data mediums: �CD, DVD, and USB key. Display size designed to allow for complete visual clarity by user of technical data, diagrams, and drawings, while being sufficiently compact to allow for use in confined platform maintenance spaces. Visual display viewable and readable during all lighting conditions, including conditions of bright sunlight and darkness. �Capable of displaying both moving and still graphic information. The EMD maximum weight of 9 lbs. (37 lbs. with transit cases and ancillary equipment) and meet DoD Human Engineering Design Criteria Standards (MIL-STD-1472F). Comply with equipment ruggedization standards according to General Specification for Test Equipment for Use with Electrical and Electronic Equipment (MIL-PRF-28800F), and as tested in accordance with DoD Environmental Engineering Considerations (MIL-STD-810G) tests for altitude, low and high temperature, rain, humidity, salt, fog, sand and dust, vibration, and shock for arctic, jungle, and desert environments. Comply with General Specification for Test Equipment for Use with Electrical and Electronic Equipment (MIL-PRF-28800F). Operate with and include internal batteries that can operate at upper industry standards for long-lasting battery life for a minimum of 6 hours. Capable of being powered by supported systems via DoD and North Atlantic Treaty Organization (NATO) standardized AC, DC, and/or alternative source voltages. System power-up or power-down should be less than 5 minutes. Operational availability of 95% and a Mean Time Between Failures (MTBF) of no more than 800 hours. Touchscreen capability as well as stylus use. Have a standard DoD Common Access Card port to enable user access. Have the ability to have a distinguishing marking/logo securely affixed to the hardware. �The logo shall be centered and visible. � Have the capability to support Software Defined Test Instrument (SDTI). Capable of interfacing with General Purpose Electronic Testing Equipment (GPETE). Contain a Trusted Platform Module (TPM) hardware chip, version 2.0 or higher, with associated Computer Root of Trust Measurement. Be Windows 11 Secure Boot compliant and support Unified Extensible Firmware Interface (UEFI) boot mode. The �base� EMD (at a minimum) meet the following hardware requirements: Hard Drive Capacity. The EMD shall include a Solid State Drive (SSD) Hard Drive that is no less than 500 Gigabytes (GB) Removable. The EMD hard drive shall be removable from the EMD using common tools available in standard issue Marine Corps sets, chests, and kits Central Processing Unit (CPU) 1.6 Gigahertz (GHz) or faster with two or more cores on a compatible 64-bit processor Graphics Processing Unit (GPU) Compatible with DirectX 12 or later with Windows Display Driver Model (WDDM) 2.0 System Memory 8 GB Network adapters Gigabit Ethernet network interface Wireless adapter shall be 802.11ax compatible Display Adapter High Definition (720P) display that is greater than 9� diagonally, 8 bits per color channel USB Ports A minimum of three USB ports, one of which shall be a USB A type port 2.0 or above Enhanced Requirements: The �enhanced� EMD capabilities that (at a minimum) meet the following hardware requirements: Hard Drive Capacity. Include an SSD Hard Drive that is no less than 1 TB Removable. The EMD hard drive shall be removable from the EMD using common tools available in standard issue Marine Corps sets, chests, and kits CPU 2.9 GHz or faster with six or more cores and six or more threads on a compatible 64-bit processor GPU Compatible with DirectX 12 or later with WDDM� 2.0 Video Output: �DisplayPort 1.2 or newer Base Clock: �1515 Megahertz (MHz) Boost Clock: �1710 MHz Memory Clock: �1750 MHz, 14 Gigabits per second (Gbps) effective Pixel Rate: �109.4 GPixel/s Texture Rate: �314.6 GTexel/s FP16 (half) performance: �20.14 TFLOPS (2:1) FP32 (float) performance: �10.07 TFLOPS FP64 (double) performance: �314.6 GFLOPS (1:32) Memory Size: �8 GB Memory Type: �GDDR6 System Memory 16 Gigabytes Network adapters Gigabit Ethernet network interface Wireless adapter shall be 802.11ax compatible Display Adapter High Definition (720P) display that is greater than 9� diagonally, 8 bits per color channel 2.0.����� Background The legacy program for EMSS consists of a kit within a backpack. �The main component of the legacy kit is a Panasonic CF-20 model ruggedized laptop/toughbook commonly referred to as the EMD. 3.0.����� Requested Information.� 3.1. Do you have a viable Federal Supply Schedule that can support procurement of the next generation of EMSS? 3.2. Please provide your GSA Schedule information to include the category of products provided. 3.3. Approximately how many EMDs do you sell through your Federal Supply Schedule per year, to include minimum and maximum quantities able to be delivered? 3.4. Do you offer a comparable alternative to the currently fielded EMSS (CF-20)? 3.5. Respondents are requested to provide an estimate of the Government�s unit cost for the EMD and required accessories.� The estimate should include the unit cost per item. EMSS EMD Adapter, Power 3.6. What is the length of time on the standard warranty of the EMD device being submitted? 3.7� Is there a no-fault warranty option offered for the EMD devices being submitted? 3.8� What is the expected cost of each SSD Hard Drive with carrier if they were to be purchased for sparing/replacement? 4.0.���� Responses 4.1. Interested parties are requested to respond to this RFI with a white paper. 4.2. Section 2 of the white paper shall answer, at a minimum, the requested information addressed in Section 3 of this RFI. 5.0. ���Industry Discussions MCSC representatives may or may not choose to meet with potential offerors. �Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0.���� Questions Questions regarding this announcement shall be submitted in writing via email to the Contract Specialist, kimberly.a.stone@usmc.mil and jacob.garner@usmc.mil. �Verbal questions will NOT be accepted.� Questions shall NOT contain proprietary or classified information. �The Government does not guarantee that questions received after 30 November 2021 will be answered.� 7.0.���� Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that offer hardware meeting the requirements listed in paragraph 1.0, via GSA schedule. �This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� The information provided in the RFI is subject to change and is not binding on the Government.� The Marine Corps has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.� Further, the Marine Corps is not at this time seeking proposals and will not accept unsolicited proposals. �All submissions become Government property and will not be returned.
