Description
SPECIAL NOTICE Department of Veterans Affairs, New York Harbor Healthcare System, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source to CAREFUSION SOLUTIONS, LLC to provide annual preventive maintenance services on the BD Alaris Infusion Pumps, located at the New Jersey Health Care System VA Medical Center East Orange Campus. This Special Notice is issued to identify any potential sources that have the resources and capabilities to provide a comprehensive vehicle for annual preventive maintenance and software updates for BD Alaris Infusion Pumps. SERVICES REQUIRED: This is a one-time service requirement for Preventive Maintenance services. Contractor shall furnish all labor, travel, transportation, parts, test equipment, diagnostic software, tools, up to date OEM manuals, testing measurement tools, and expertise necessary to provide annual preventive maintenance for the BD Alaris Infusion Pumps in accordance with the Original Equipment Manufacturer standards and specifications for Preventive Maintenance procedures. The Alaris Infusion Pumps are located at the New Jersey Health Care System VA Medical Center East Orange Campus, 385 Tremont Avenue, East Orange, NJ 07018. The term of services will be two-months after award of contract. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please provide all of the following in your response: Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Please also include the North American Industry Classification System (NAICS) Code for which you propose to provide the service under for verification of your size standard. A Capability Statement which provides detailed, specific information that demonstrates understanding of the tasks required and capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 12:00 PM EST, Thursday, November 24th, 2021. Responses to the information requested above may be submitted via e-mail to Monique.Paltan@va.gov. This Special Notice of Intent to Sole Source is for planning purposes ONLY. The results of this notice may assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted for this notice. STATEMENT OF WORK ALARIS PUMP PREVENTIVE MAINTENANCE REQUIREMENT A. BACKGROUND: The Department of Veterans Affairs, New Jersey Health Care System (VANJHCS) has a requirement for a one-time service contract for Preventive Services of the BD Alaris Infusion Pumps (Models: 8015, 8100 and 8120). Services are to be provided in accordance the Original Equipment Manufacturers (OEM) standards. The BD Alaris Infusion Pumps are located at the East Orange Campus of the New Jersey Health Care System. Due to the recalls of PRO 14888, 15254, 15331 that were issued in 2020 for the Alaris Infusion Models 8015, 8010, and 8120, the facility requires OEM preventive maintenance services to mitigate any medical device malfunctions or incidents due to a Non-OEM PM service. B. SCOPE: This is a one-time service requirement for Preventive Maintenance services. Contractor shall furnish all labor, travel, transportation, parts, test equipment, diagnostic software, tools, up to date OEM manuals, testing measurement tools, and expertise necessary to provide annual preventive maintenance for the Alaris Infusion Pumps in accordance with Original Equipment Manufacturer standards and specifications for Preventive Maintenance procedures. The number of units requiring annual Preventative Maintenance may be up to approximately 577 units total dependent upon the number of in use devices found during the service. The number of units requiring repair services may be up to 150 units. Alaris System PC Unit Model 8015 - Approx. 185 units at East Orange Alaris Pump Module Model 8100 - Approx. 390 units at East Orange Alaris PCA Module Model 8120 - Approx. 2 units at East Orange B.1 DESCRIPTION OF TASKS AND DELIVERABLES: PREVENTATIVE MAINTENANCE Preventive maintenance (PM) services are systematic evaluations and measures performed to ensure that the devices identified in the Equipment List conform to the applicable OEM functional specifications. PM services shall be performed in accordance with, and during normal business hours unless noted otherwise and shall include, but are not limited to the following: Annual preventive maintenance procedure completion based on OEM specifications Review of operating system software diagnostics Review of Error/Fault logs Equipment calibration as necessitated by OEM specifications Inspection of electrical components, conductors, circuit boards and assemblies and documentation of those that display signs of wear or factors that could impair equipment function as necessary Inspection of electrical wiring and mechanical cables, all associated couplings and fixtures for integrity and tension and adjustment Inspection of all mechanical components for mechanical integrity, safety, and function Subsequent system functional verification checks as recommended by OEM to ensure the devices are ready to go back into clinical use if they pass PM Completion and submittal of service documentation to ensure units have been appropriately checked and performed PM upon including but not limited to documentation of parameters and measured values during the testing procedures which are a part of the PM Any devices that fail to pass the preventive maintenance procedures should be noted and communicated to the biomedical engineering department REPORTING REQUIREMENTS The contractor s Field Service Engineer (FSE) shall document all support services rendered on a Field Service Report which may include the following: Date and time of arrival on station Name and functional capacity of all FSE personnel on station involved with the maintenance activity Description of reported problem, actual cause of problem List of any pertinent faults or errors and definitions as necessary Detailed statement of work performed and listing of test values obtained during functional verification of device Type, model, and serial number of equipment on which preventative maintenance service was performed Total time spent on work performed List all test equipment used and date of last NIST calibration Date and time VA equipment was returned to service Evidence of appropriate system functionality must be provided following all work performed Compliance to the Preventive Maintenance labelling system at the VANJHCS to ensure up to date documentation If device failed Preventive Maintenance, the vendor shall communicate scope of work for each failed device needed for failed device to bring the device back to working functionally for patient use based on TJC compliance, Infection Control regulations, FDA regulations, and OEM procedures. For example, battery replacement or powered cord replacement. CONTRACTOR RESPONSIBILITIES: Contractor shall: Bring laptops that have latest version of Alaris Maintenance software to perform PM procedures and provide a Wi-Fi hotspot as needed to complete the requirement in a timely basis Schedule all service activities with the COR prior to committal of any time or labor towards on-site support Contact Healthcare Technology Management (Biomedical Engineering Department) 973-676-1000 prior to arrival at the VAMC to arrange for an escort while on campus. This check in is mandatory Provide daily field service reports to Biomedical Engineering department to track project progress updates complete with PM pass/fail results and parameters for each test. Field service reports must include detailed documentation of devices that fail to conform to OEM specifications and corrective action required to bring device back into working functionality as defined by OEM Provide evidence that all testing equipment used during any maintenance procedures has a current NIST calibration at time of service Not alter any device settings without customer consent Any changed settings not necessary to return the delivered products to a state of conformance with applicable OEM specifications will be returned to the as found condition prior to FSE departure from the location of maintenance. Perform all scheduled services during normal business hours of operation (Normal business hours are 08:00 AM to 4:30 PM, Monday through Friday, excluding Federal holidays) unless one of the following situations exist: Conditions exist during normal business hours which prohibit to conduct the maintenance properly Permission is granted by Project Manager or Biomedical Engineering Point of Contact to perform services outside of normal business hour under supervision and advanced notice. PARTS: Parts required for repairs will be purchased from authorized OEM parts distribution network While providing support services as described herein, Contractor shall provide via authorized dealer, authorized distributor, or authorized reseller all necessary new or factory reconditioned OEM parts and components Non-factory reconditioned parts removed from other equipment shall not be installed without specific prior approval by the CO or the COR. Service personnel providing maintenance on site shall have ready access to all parts, components, and assemblies necessary to return the device to a condition that conforms to applicable OEM specifications All replacement units, parts, components, and materials utilized in the maintenance, repair, or alteration of equipment shall be compatible with that of existing equipment on which it is to be installed; shall be of equal or better quality than original equipment units, parts, components, and materials, and shall conform to the original equipment technical specifications and installed in accordance with original design and manufacturer intent C. PERIOD OF PERFORMANCE: The period of performance will be two months from contract award date. D. PLACE OF PERFORMANCE: The services will be performed on the equipment located at the following facility: Department of Veterans Affairs New Jersey Health Care System East Orange Campus 385 Tremont Avenue East Orange, NJ 07018
