Description
N0016422SNB18 REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT Electro-Optic and Infrared (EO/IR) MARFLIR II 280 or SEAFLIR 280HD - FSC 5855 - NAICS 334511 Issued Date: 17 November 2021 - Closing Date: 06 December 2021 The Government is issuing this RFI/sources sought announcement as part of market research purposes relative to the procurement of Electro-Optic/Infrared (EO/IR) Sensors, cable kits, installation kits, and associated hardware. Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a sole source contract to FLIR Systems Inc., 25 Esquire Rd, North Billerica, MA 01862. This effort will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The Government is seeking information from companies mitigating the sole source basis listed above. The Government is seeking companies with the capabilities to provide the EO/IR MARFLIR II 280 and SEAFLIR 280HD Systems. Responses should include availability, budgetary cost estimate, and lead-time of the solution, as well as, whether a demonstration unit can be provided to expedite the decision making process. All interested parties are strongly encouraged to submit a White Paper. All efforts shall be made to protect proprietary information that is clearly marked in writing. The Offerors attention is directed to the fact that contractor personnel may review, and provide support during review, of submissions. When appropriate, the contractor personnel may have access to submissions and may be utilized to objectively review submissions in a particular functional area and provide comments and recommendations to the Governments decision makers. They may not establish final assessments of risk or rate/rank Offerors submissions. All advisors shall comply with procurement Integrity Laws and shall sign Non-Disclosure and Rules of Conduct/Conflict of Interest statements. The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding source selection and proprietary data. Submission of a white paper in response to the RFI constitutes approval to release the white paper submission to Government Support Contractors. Submission Guidelines Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Offerors should submit the white papers electronically prior to 3:00 p.m. on the closing date. Submittals after this date will still be accepted, although there is no guarantee they will be seen by the IPT members. White papers may be submitted any time prior to expiration of this announcement. Responses shall include a Corporate Description section and a Corporate Experience section as described below. The following e-mail point of contact is provided for information regarding technical programs/technologies of interest within the warfare areas supported by the US Coast Guard, Scoutmaster, Strategic Systems Programs and for submission of white papers: Mr. Bradly McLaughlin, bradly.mclaughlin@navy.mil.
