- ** AMENDMENT A00003 West Haven Steam Double Block and Bleed Valve Contractor Questions and Government Responses. Please confirm receipt of ALL Amendments within your RFQ Submission package ** Question 1 Since the VA does not have any drawings for the existing line that the block and bleed system is being integrated into, how was the piping size and schedule validated? Can the flange markings to the right of the block and bleed location be verified? The markings should include the SA/A specification, size, B16 rating, # rating, flange style, etc. The material specification can also be used to ensure proper welding is performed per the Welding Procedures and Welder Qualifications. Answer 1 There were markings on the flange to the right of the location that were hard to read due to location but had a noted 8-150 STD SA before being unreadable. Question 2 The flange to the right of the block and bleed location does not have any thread protrusion through the nut faces. Is the contractor(s) liable for any part of this area or other adjacent areas that may not conform to good engineering practices? Answer 2 Anything outside of the area of the block and bleed are not of your concern. Existing connections are to remain. The contractor is responsible only if they break the existing connection between the flanges, for example. Question 3 Since schedule 80 piping is required, are 300# flanges also required? Answer 3 The minimum pound flanges are 250#. If they are unavailable then 300# is the next best, then they shall be required. Question 4 Are OS&Y valves the only valves that can be used for the 8' valves? Answer 4 Please see revised drawing. The previous drawing switched the OSY and Gate valves. The 8 OSY change to 8 Gate, and the 1 Gate change to 1 OSY. Let it be clear that the expected tie in for condensate would be to the near 5 line. Question 5 In addition to the 10% radiographed welds, are the remaining 90% of welds required to be inspected by a Certified Welding Inspector? Answer 5 Of all the welds, each shall require 10% x-ray review. Question 6 Under 13.C.F.R. 125.6, do all subcontractors have to be certified in VIP if the Prime Contractor is certified in VIP? Answer 6 Subcontractors are not required to be verified in VIP, but vendors who are not verified in VIP cannot be considered as Service-Disabled Veteran Owned or Veteran Owned small businesses.
