COMBINED SYNOPSIS/SOLICIATION �COMBO�:� PLEASE NOTE THAT THE Q&A RESPONSE DATE IS NOW 17 NOVEMBER 2021 BY�3:30 pm (AZ time). Fabric Shelter Maintenance 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation FA4877-21-Q-A078 is issued as a Request for Quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-01 effective 01 Oct 2020. The DFARS provisions and clauses are those in effect to DPN 20201001 effective 01 Oct 2020. The AFFARS provisions and clauses are those in effect to AFAC 2019-1001 effective 01 Oct 2019. The Wage Determination 2015-5474 Revision 11 Dated 07/01/2020 will be incorporated into the purchase order. 4. This requirement is being solicited as Full and Open Competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 238990 with a small business size standard of $16,000,000.00 average annual revenue. 5. The Pricing Schedule is incorporated as Attachment 1. Offerors shall complete Attachment 1 in its entirety and return with any other documentation/data as required by this COMBO. 6. The government intends to award a Firm-Fixed Price, IDIQ Base plus 4 Options contract as outlined in Attachment 1- Pricing Schedule. 7. �Delivery of service shall be FOB Destination. Contractor shall include delivery schedule information on the Pricing Schedule, Attachment 1. All maintenance services must be coordinated with the designated AMARG point of contact. 8. FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- Commercial Items (Jan 2021) is hereby incorporated by reference, with the same force and effect as if it were given in full text. 8.1. The following addendum is included in full text: 8.1.1 ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS 8.1.1.1��� General Information 8.1.1.1.1�������� To assure timely and equitable evaluation of the proposal, the Offeror must follow the instructions contained herein. The proposal must be complete, self-sufficient, and respond directly to the requirements of this solicitation.� Failure to submit all the required documentation or information will result in a proposal being ineligible for award. 8.1.1.1.2��� Point of Contact (POC): The POCs for this solicitation are listed below. Specific Instructions:� This section is to assist Offerors in submitting data, other than certified cost or pricing data, which is required to evaluate the reasonableness of your quote. Compliance with this requirement is mandatory, and failure to comply may result in the rejection of an Offeror�s quote. The Offeror shall prepare and submit the quote for the evaluation factors: (1) Price and (2) Technical Approach. 8.1.1.2.1��������� Factor 1: Price 8.1.1.2.1.1������ The vendor shall provide their best price for each applicable Contract Line Item Number (CLIN) in the CLIN Price Schedule, Attachment 1 and the Labor Rates, Attachment 4.� The vendor�s price shall be evaluated against the following Subfactor:� Completeness and Reasonableness, and Total Evaluated Price (TEP). The Offeror shall complete and submit the following: Attachment 1 - Pricing Schedule Attachment 4 � Labor Rates (provide fully-burdened rates) 8.1.1.2.2��������� Factor 2: Technical Approach 8.1.1.2.2.1������ Subfactor 1:� The Offeror shall complete all required sections of this solicitation document, including all applicable Representations and Certifications (see para. 12). 8.1.1.2.2.2������ Subfactor 2:� The Offeror shall provide a signed statement by a person authorized to obligate the company contractually, stating that the proposal and prices submitted will remain in effect for (60) calendar days after the solicitation closing date. 8.1.1.2.2.3������ Subfactor 3:� The Offeror shall submit one (1) copy of a technical capability narrative, limit to 10 pages.� Provide a summary that demonstrates its ability to meet the requirements as stated in the PWS to include, but not limited the following: Company Capability Overview Personnel Experience 9. �System for Award Management Registration: 9.1 ����� By submission of an offer, the Offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. 9.2������ If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror. 9.3������ Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation. 9.4������ Offerors may obtain information on registration at https://sam.gov/content/home. 10. �FAR 52.212-2 EVALUATION -- Commercial Items (June 2020) is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addenda: 10.1���� Basis for Award: The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. Award will be based on the Best Value Tradeoff Process where Technical Capability is significantly more important than Price.� In the event that Offeror�s proposed Technical Capabilities, when evaluated are considered equal, price will be the determining factor.� Price will be evaluated based on Completeness, Reasonableness and Total Evaluated Price (TEP).� Technical Acceptability, at a minimum, is defined as clearly demonstrating full understanding and capability to provide preventative maintenance for our fabric tension structures that meets the minimum specifications outlined in the PWS. 10.1.1� The following factors shall be used to evaluate offers: 10.1.1.1���� Evaluation Factors: 10.1.1.2���� ����������� Price��� 10.1.1.2.1������� Completeness. This element is met when the vendor�s prices are determined complete in accordance with the RFQ instructions.� 10.1.1.2.2.������ Reasonableness. This element is met when the vendor�s price has been determined reasonable using one or more of the techniques defined in FAR 15.404. For a price to be reasonable, it must represent a price to the Government that a prudent person would charge in the conduct of competitive business (See FAR 31.201-3 for additional information) 10.1.1.2.3������� Total Evaluated Price (TEP) for Inspections. This is the sum total of the price listed by the vendor under CLINs 0001, 1001, 2001, 3001 and 4001 in the Pricing Schedule (Attachment 1) of the solicitation document. 10.1.1.3���������������� Technical Capability 10.1.1.3.1������� Subfactor 1 is met when the vendor adequately completes all the required sections and submits the entire solicitation document, including all applicable Representations and Certifications (see para. 12). 10.1.1.3.2������� Subfactor 2 is met when the vendor�s proposal includes a signed statement by a person authorized to obligate the company contractually, stating that the proposal and prices submitted will remain in effect for (60) calendar days after the solicitation closing. 10.1.1.3.3������� Subfactor 3 is met when the vendor�s proposal clearly demonstrates; Its ability to provide preventative maintenance services for the fabric tension structures that meets the minimum specifications outlined in the PWS Its Personnel have the appropriate experience and are capable of performing the requirements in the PWS 11. The Offeror�s quote will be evaluated for technical acceptability.� If found technically acceptable award will be made without further consideration.� If found technically unacceptable the government will evaluate the next lowest offer for technical acceptability until award can be made to the lowest priced technically acceptable Offeror.� Therefore, the Offeror�s initial offer should contain the Offeror�s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. �Past Performance will not be evaluated.� 12. Each Offeror shall include a completed copy of the provision at FAR 52.212-3 and Alternate I, Offeror Representations and Certifications--Commercial Items (Aug 2020) OR confirmation of current SAM Registration with completed on-line certification. 13. The clause at FAR 52.212-4, Contract Terms and Conditions � Commercial Items (Oct 2018), is hereby incorporated by reference, with the same force and effect as if it were given in full text. 14.
