- This is a public synopsis of a forthcoming solicitation in accordance with FAR 36.213-2. This is NOT a solicitation, and no solicitation documents are currently publicly available. Pre-Solicitation Notice for Solicitation 36C24221B0065; Project # 630-21-111 Repair, Install, Inspect, Test and Decommission Fire Dampers as required in scope of work, drawings and specifications, located at the VA New York Harbor Healthcare System, Manhattan Veterans Affairs Medical Center, 423 East 23rd Street, New York, NY 10010. This project is a Veteran Owned Small Business (VOSB) Set-Aside. As a result, competition for this requirement is restricted to VetBiz verified VETERAN OWNED SMALL BUSINESS. The project includes but is not limited to; Contractor shall provide all labor, material, equipment and supervision to perform work as required to include: 1. Preparation of shop drawings showing all Fire Dampers (FD) and combination Fire/Smoke Dampers within Buildings 1 and 6 of the VAMC NY Campus, 2. Inspecting and testing all Fire Dampers and combination Fire/Smoke Dampers within Buildings 1 & 6 for approximately three hundred fifty (350) fire dampers as well as new Fire Dampers identified, but not limited to as-built contracts since the last inspection. 3. All construction necessary to provide access to Fire Dampers that have been determined to be inaccessible to include installing ceiling access panels (fire rated) and install cam locked sheet metal access doors for ductwork access. 4. Fire Damper shop drawings shall be produced by Contractor in AutoCAD files and pdf file drawings will show all Fire Dampers in Buildings 1 and 6. AutoCAD created files form previous inspection will be provided to the contractor for use as base plan for this project. 5. This work shall include Contractor researching facility engineering files to locate and review existing as-built drawings showing all relevant ductwork and fire barrier dampers. 6. Contractor shall field verify locations for all Fire Dampers and create files and drawings showing Building, Floor, Room Number, Damper ID Number. 7. This information shall be transferred by Contractor to a final report to include as-builts, digital photographs, inventory sheet and set of AutoCAD files and pdf drawings created by the Contractor. Estimated construction cost range is $200,000-$500,000. The project is classified under NAICS: 238220, Plumbing, Heating, Air Conditioner Contractors, size standard- $16.5 million. Performance Period: Project completion -360 calendar days from issuance of Notice to Proceed. The contractor shall comply with all changes and amendments of federal statutes and regulations in effect of date of issuance of the contract, including the applicable portions of the documents cited and as follows: In accordance with the most current requirements of VHA and National Fire Protection Agency (NFPA) including, but not limited to NFPA 99 Healthcare Facilities Code, NFPA 101 Life Safety Code, NFPA 105, Chapter 7 Testing, and Maintenance of Smoke Dampers and Combination Fire/Smoke Dampers; NFPA 80 and NFPA 92, Chapter 8 Testing and Chapter 2 of NFPA 1001 Mandatory References. The entire project shall conform to all VA standards and specifications, OSHA, JCAHO Standard EC.5.40.14. Prospective contractors must be registered and verified as a Veteran Owned Small Business (VOSB) in http://www.vip.vetbiz.gov; and must be registered in www.sam.gov in accordance with 38 CFR Part 74 and VAAR 819.70 to be eligible for award. This project requires bonding. There will be a site visit held for this project and all prospective bidders are strongly encouraged to attend. All other details to include information on site visit will be included in the solicitation document and will be posted on https://www.sam.gov. This project will be 100% set-aside for VETERAN OWNED SMALL BUSINESSES.
