- Request for Information AI Based Text Classifier for Identifying Suicidal Ideations in Patient Interactions Introduction This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that acquisition decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. Background: VA has a requirement for an Artificial Intelligence (AI)-based text classifier utilizing Machine Learning (ML), Natural language Processing (NLP), and Chatbot software for patient interaction to identify suicidal ideations or likely self-harm in text responses for Veterans calling into the Veterans Crisis Line (VCL). VA currently processes these text based responses with the Medallia survey rules-based decision engine. Though this creates cases, it results in a significant number of false positives for suicidal ideation. VA requires a more sophisticated NLP for more accurate referrals of suicidal ideation. From December 2020 to June 2021 VA s National Artificial Intelligence Institute hosted a Tech Sprint. One vendor (SoKat) was rated to have the highest NLP capabilities and most specifically NLP capabilities related to suicidal ideation. VA have reviewed several other AI health applications and chat bots but have not found an NLP AI with similar capabilities. VA is considering issuing a sole source to SoKat unless other off the shelf applications are identified with equal or greater capabilities. 2. Submittal Information: All responsible sources may submit a response in accordance with the below information. There is a page limitation for this RFI of 10 pages. NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the attached Performance Work Statement (PWS) and must include the following: Interested Vendors shall at a minimum, provide the following information in the initial paragraph of the submission: Name of Company Address Point of Contact Phone Number Fax Number Email address Company Business Size and Status For VOSB and SDVOSBs, proof of verification in VIP. Provide the team members, subcontractors, and/or vendors you plan to propose, if any. Indicate whether at least 50% of the cost of performance incurred is planned to be expended for employees of your concern or employees of other eligible SDVOSB/VOSB firms. Provide a summary of your capability to meet the requirements for the following areas: Ability to provide an out of the box Artificial Intelligence based text classifier utilizing Machine Learning (ML), Natural Language Processing (NLP), to identify suicidal ideation in free text responses. Please detail how this text classifier can be utilized specifically for suicidal ideation. Please detail any experience this text classifier has in tracking suicidal ideation or mood information. Ability to deploy within VA s FedRAMP High cloud platform and ability to protect information which will contain Personal Health/Personally Identifiable Information. Ability to extract meaningful information from large data sets.
