- Sources Sought For Gulfstream GIII Aircraft for Maintenance and Inspection General Description NASA LaRC is hereby soliciting information for potential sources to provide maintenance and inspection of a Gulfstream GIII aircraft. The estimated general scope and high-level specification of the deliverables are outlined below. ��������������������������������������������������������� Scope of Work NASA requires specific maintenance inspections to be completed.� NASA will deliver the aircraft for repair within 15 days of contract award.� An itemized list of all Gulfstream Computerized Maintenance Program (CMP) Codes is provided under the Work Requirements section of this SOW and shall be completed for the base effort. During completion of the maintenance items listed below (Line Item 1), if additional repairs are needed, the Contractor shall only perform the effort in accordance with Line Item 2 below. NASA LaRC representative has authority to conduct a pre-award Site Visit/Survey at the vendor`s facility to ensure compliance with industry standards if needed as determined by the Government.� Otherwise, verification of required programs will be validated upon delivery of aircraft.� Work Requirements � Line item 1 1. During the period of performance, the Government shall have access to the Vendor`s maintenance facilities and the Government-provided aircraft for on-site inspections and oversight of work being performed.� On-site oversight is a requirement of NASA Policies NPR 7900.3D and NPR 8735.2B. The requirement of Government oversight is provided in addition to, not as a substitute for, the vendor�s organization�s responsibilities relating to inspection, quality control, and quality assurance.� 2. The vendor shall have a documented Tool Control Program. 3. The vendor shall have a documented Foreign Object Debris (FOD) Program. 4. The work described in this SOW must be completed In Accordance With (IAW) the current manufacturer`s applicable technical data/publication and the Vendor`s repair station approved processes. 5. The vendor shall provide the LaRC POC with weekly progress updates to include: discrepancies found, completed inspections, schedule adjustments, and part requirements. This report can be verbal or delivered electronically in contractor format. 6. Upon completion of any CMP Task Code, CB, or AD, the vendor shall submit correctly completed associated paperwork to CMP for record updating and tracking. 8. A complete Portfolio of all maintenance accomplished shall be provided 3 business days prior to the Flight Readiness Review (FRR) (see paragraph 10 below).� The portfolio shall include: documentation of all work accomplished, CMP Task Cards, NDI reports as required, and approved FAA Form 8130-3 Airworthiness Approval Tags/Certificate of Conformance/Material Certification for all vendor acquired parts replaced, and itemized invoicing for all work accomplished beyond the original contracted work. Maintenance documentation records will, at a minimum, contain a complete description of the maintenance/repair/replacement/inspection/Non-Destructive Inspections (NDI) accomplished, the date, certification number, type of certificate held by the person or company performing the work, and technical manual and paragraph information references. 9. The vendor shall provide a representative for a Flight Readiness Review to speak on behalf of all maintenance accomplished. The review focuses on the flight operational safety aspects of a specific aircraft flight after an alternation, modification, repair, or maintenance has been accomplished. The review may be conducted via a teleconference. 10. NASA LaRC may perform a Functional Check Flight (FCF) at the vendor`s location after the completion of the maintenance flight release review, if required.� The vendor shall assist NASA LaRC personnel with aircraft preparation for FCF (as required) and departure from vendor facility. 11. The vendor shall provide electronic copies of all documents in PDF format. � 12. Deliverables Portfolio. See Item 8 above. Forms 8130-3 as required. See Item 8 above. Specific requirements will be included in a subsequent request for quotes (RFQ). Interested sources shall provide capabilities/product information on meeting the scope of the request and show prior experience in maintenance and inspection of a Gulfstream GIII aircraft. Please limit responses to no more than 20 pages in length. Please provide a brief outline of the company�s business sector(s) including business size (e.g. Small Business, Other Than Small Business), Primary North American Industrial Classification System (NAICS) Code, DUNS Number or System for Award Management (SAM) registration number, if applicable. Also, please provide whether the likely products used have been sold in the commercial marketplace or only to Government entities. This request for information is for market research and planning purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Respondents will not be notified of any results of information collected. The information provided will assist the Government in its assessment of the current market and help develop and define the request for proposal for these systems.
