This is a follow-up Request for Information (RFI) intended to seek additional information regarding Source Sought Notices titled �Tow and Dismantlement of Ex-ARDENT (MCM 12), Ex-SCOUT (MCM 8), and Ex-CHAMPION (MCM 4)� released on SAM.gov on 4/26/2021 and a follow-up announcement on 9/17/2021. Request For Information/Sources Sought Announcement Ex-ARDENT (MCM 12), Ex-SCOUT (MCM 8), and Ex-CHAMPION (MCM 4) Agency: Department of the Navy Office: Naval Sea Systems Command (NAVSEA) Location: NAVSEA HQ � THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. �IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION. This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program(s).� The Naval Sea Systems Command is conducting market research to determine industry capability and interest in performing the towing and dismantlement/disposal of the wooden/composite-hulled ex-ARDENT (MCM 12), ex-SCOUT (MCM 8), and ex-CHAMPION (MCM 4).� The Naval Sea Systems Command is especially interested in determining small business capability and interest.� What/Where to Submit: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to Commander, Naval Sea Systems Command, Attn: Kelli Wright.� Submissions shall be in Microsoft Word or Adobe Acrobat (5MB limit) and shall be sent electronically to the Contracting Officer, Shannon Vineyard at shannon.l.vineyard.civ@us.navy.mil , and the Contract Specialist, Kelli Wright at kelli.a.wright2.civ@us.navy.mil , with �Ex-ARDENT (MCM 12), Ex-SCOUT (MCM 8), and Ex-CHAMPION (MCM 4)� Request For Information Sources Sought Response� in the subject field. �The letter of interest should be hand or digitally signed. � The Naval Sea Systems Command is conducting market research to determine industry capability and interest in performing the towing and dismantlement/disposal of the wooden/composite-hulled ex-ARDENT (MCM 12), ex-SCOUT (MCM 8), and ex-CHAMPION (MCM 4).� The Navy has assessed the condition of the MCMs with regard to the following possible tow locations: Harbor Tow:� In general, a tow that does not leave the harbor could be conducted with minimal preparations. Regional Tow:� An open ocean tow of the MCMs during good weather from San Diego North up to Point Conception is technically reasonable with the current condition of the hulls. Ocean Tow:�� Any tow from San Diego north passed Point Conception would be too risky and will not be considered. The weather off of Northern California and Oregon enroute to the Puget Sound area is severe and exceeds what the MCMs can be safely towed in. Transport to Puget Sound or the GOM would require heavy lift. If the MCMs were to be transported outside of the local San Diego area, transport by heavy lift is acceptable.� Please answer the following questions regarding transport of the MCMs:� 1)�������� If you are located outside of the San Diego area, do you have the capability/partnership to perform a heavy lift of the MCMs from San Diego, CA to your shipyard? 2)�������� What other methods of transport, other than an ocean tow, would you consider to move the MCMs to your company�s location?� When to Submit: Responses are requested no later than 5PM local time, Washington D.C. 3 December, 2021. � Notice Regarding Sources Sought:� Please note that this sources sought is for information purposes and to identify potential sources.� This notice does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government of any kind. Other: The Government will not pay for any effort expended or any material provided in response to this announcement or any follow up information requests, nor will the Government return any data provided.
