Description
The U.S. Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for providing Section 232 Loan Underwriting and Closing Services in support of the Office of Residential Care Facilities (ORCF). The result of this market research will be used to determine the method of procurement. The applicable North American Industry Classification System (NAICS) code and Product Service Code (PCS) assigned to this procurement is: � 524126 � Direct Property and Casualty Insurance Carriers with a size standard of 1,500 employees; and R710 � Financial Services. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. This is not an evaluation of proposals but an assessment of vendors� capabilities. Therefore, a high-level assessment of the capability statements will be performed. Generic brochures are not being requested. Vendors should provide information to stress their competencies, differentiators, and past performance showing or demonstrating: Core Competencies to demonstrate expertise; Differentiator�s listing/discussing unique factors and benefits of the services that set them apart from others; and Past Performance listing/discussing previous similar work showing benefits and how the past projects relate to Agency�s needs If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, size, and socioeconomic category (i.e., 8(a), WOSB, EDWOSB, SVOSB, or HUBZone); and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Note that this requirement is currently in the 8(a) program and must remain in the 8(a) program unless a waiver is submitted to and is approved by the Small Business Administration (SBA) to withdraw the requirement from the program (see FAR 6.302-5(2)(i), FAR 19.8, and the Small Business Act (15 USC 637)). It is however highly unlikely that a waiver to withdraw the requirement from the program will be submitted. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; 4) provide services under a performance based service acquisition contract; 5) confirm whether 8(a) sources still exist for this repetitive 8(a) acquisition to continue under the 8(a) program; 6) confirm the availability of competition; and 7) examine, evaluate, and identify other possible sources to satisfy the requirement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by December 1, 2021 on or before 10:00 AM EST. Background: See Draft Performance Works Statement (PWS), Section 1.2. The previous contract, 86615719D00001, was awarded on a competitive 8(a) basis as an Indefinite Delivery/Indefinite Quantity (IDIQ) contract in 2019. The current contract, 86615621C00013, was awarded on a sole source 8(a) basis as a 1-year Firm Fixed Price (FFP) contract on September 27, 2021. General Description of Work: The Contractor shall provide underwriting and closing functions of Sections 232/223(a)(7) and 232/223(f) applications. The Government requires loan underwriters and. The Government requires loan underwriters and technical consultants (professional consultants engaged by the Contractor for the review of technical documents such as but not limited to architect, engineer, appraiser, environmental consultant) to review the mortgage credit, appraisal, capital needs assessment (CNA) e-Tool, valuation, and complete the required punch list, appendix and/or checklist documents. The Government requires the Contractor to have expert knowledge and experience with FHA insured underwriting, processing, and closing requirements.
