- Network Contracting Office 8 (NCO 8) is conducting market research to identify potential sources which are primarily in the business of Commercial Carpet Cleaning services. The results of this market research will contribute to determining the method of procurement. One 12-month base period and four 12-month option periods are being considered. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561740 with a small business size standard is $6,000,000.00. The market research being conducted seeks to address the following questions: Based on the draft Performance Work Statement below, does the requirement mirror customary commercial methods? If not, how does it differ? Is a firm-fixed price contract feasible? Are the any certifications relevant and applicable to perform this type of work? Business size and socioeconomic status (i.e. Small/Large business, Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), Woman-Owned Small Business (WOSB), etc ) DUNS Number THIS IS NOT A REQUST FOR QUOTATION, INVITATION FOR BIDS, REQUEST FOR PROPOSAL, OR SOLICITATION OF ANY KIND. DRAFT PERFORMANCE WORK STATEMENT CARPET CLEANING SERVICES INTRODUCTION/BACKGROUND: Carpet cleaning for VA Health Care System for three locations. GENERAL REQUIREMENTS: Services to Be Performed: Carpet cleaning is required at each location specified below once or twice per year as determined by Contracting Officer s Representative (COR). The first cleaning shall be performed within 10 days of contract award and 10 days within the effective date of each option year exercised. The second carpet cleaning shall be performed within the last 180 days of the contract, or as scheduled in advance. The Contractor shall provide all necessary labor, equipment, and supplies required to perform these services. All cleaning procedures and treatment shall be accomplished in accordance with the manufacturer's directions and/or listed specifications and industry standards applicable to the Professional Cleaning & Restoration Industry. Non-Personal Services: The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services. If the contractor believes that any action constitutes, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Contracting Officer immediately. Period of Performance: The period of performance for the base year will be from the date of award thru 01 January 2022. Subsequent option years will have a period of performance of 0l January thru 31 December. The first cleaning shall commence no later than (NLT) 10 calendar days after date of award (or notice to proceed). Location of Work Performance: Lake Nona Bldg. 1, 2, 5, 9, 13, 14 - 13800 Veterans Way, Orlando, FL 32827 (355,914 sqft) Lake Baldwin - 5201 Raymond Street, Orlando, FL 32803 (45,406 sqft) Lakemont - 2500 South Lakemont Avenue, Orlando, FL 32814 (124,074 sqft) Unscheduled square footage as requested by COR (74,606 sqft) Inspection: Point of Contacts (POC) Leon Knight for Lake Baldwin & Lakemont or Contracting Officer Representative (COR) Tony Williams for Lake Nona shall inspect all services performed by the Contractor under this Performance Work Statement. The POC information will be provided at award. Delivery: Coordination shall be made with the Contracting Officer Representative (COR) two weeks in advance of a proposed cleaning date. All carpet cleaning shall be performed between the hours of 5:00 p.m. and 2:00 a.m. EST Monday through Friday, 0800 Saturday through 0200 Monday or by appointment scheduled in advance. The Contractor shall notify the designated Contracting Officer Representative(s) (COR) of any deviations to the previously agreed upon appointment and schedule an alternate appointment carpet cleaning. No keys to Government leased facilities are to be provided to Contractors under any circumstances. PERFORMANCE REQUIREMENTS: Carpet will be cleaned according to industry standard to protect the investment as part of a maintenance program that will preserve the appearance and extend the life of the carpet. The contractor will develop a cost-effective cleaning strategy, plan, and schedule. The contractors plan will be an effective cleaning system directed at maximum deep cleaning minimum residue, safety, and ease of use. SPECIAL REQUIREMENTS: The cleaning products that are used shall be environmentally friendly and non-harmful to humans. The cleaning product shall not leave a residue. The cleaning service must remove the majority of the water/solution, allowing the carpet to dry completely by start of business (0600) Monday through Friday.
