Description
General Scope Statement Digital Directory Kiosk Informational Display System Project Completion Date: No later than 06/30/2022 Scope: The Department of Veterans Affairs (VA) requires a Digital Directory Kiosk and Informational Display System at the new Canandaigua Outpatient Clinic, scheduled to open on . The wayfinding kiosk is required for the main lobby entrance, and the informational displays will be located in waiting areas throughout the facility. The kiosk will present location information and direct patients and visitors to the appropriate clinical area, and the informational displays will provide VA designated programming related to VA events and information, weather, news ticker, and Veteran patient interest items. Basic hardware quantities and performance specifications are provided below, and offerors are encouraged to provide solutions that promote ease of use for patients and VA content managers, as well as connectivity and maintenance features that minimize system down-time. Construction for the new Canandaigua Outpatient Clinic is scheduled for completion in early May 2022 and ready for equipment/furnishing installation. The Canandaigua VA has a requirement to procure new equipment for the services as well as trade in old units where opportunities exist to maximize costs savings. For the purpose of this SOW, the Canandaigua Outpatient Clinic requires to outfit all the medical Clinics. Reference both brand name or equal section for complete equipment listing. Cut sheets specific to the brand name make and model were provided to the developer to avoid construction delays.  Equipment must be fully compatible with current onsite utilities and plumbing, any adjustments in construction will cause significant impact on operations and finances. The Vendor must provide White glove installation and delivery onsite. Procurement Requirement/Specifications: Tentative deliveries are scheduled to begin in May 2022; However, delivery schedules could vary based upon construction delays and must be adjusted as required. Vendor must provide White Glove Delivery and installation of all contracted items and vendor complies to any unforeseen construction delays and adjust installation as needed due to no onsite storage at the VA. Vendor delivers contracted equipment or supplies on day of installation or schedules delivery of all contracted items 24 hours prior to install as there is no onsite storage for any equipment during construction. Vendor is responsible to remove all packaging material from VA premises upon installation. Vendor is responsible for bringing all necessary tools, dollies, equipment and supplies for installation. Vendor is responsible for Training and education when applicable and shall be completed prior to clinical use. Requirement Specifications: A. Hardware / Software Wayfinding Kiosk 50 minimum) HD LED LCD touch screen Quantity 3 EA Location main lobby Description - The Digital Directory Kiosk located at the front entrance lobby shall have two HD LED LCD monitors, approx. dimensions are 50 . The lower display shall be an interactive touch screen directory, the upper shall display a you are here map. The kiosk must be handicapped accessible with the ability to be moved if needed. System is required to be networkable via LAN or WI-FI , Network solutions must conform to VA OIT security standards. See conceptual photos below. Software per vendor submission and with the ability for VA content managers to efficiently make changes either directly or via submission to vendor. Installation - Vendor shall install Wayfinding Kiosk in accordance with the following: Mounting freestanding (movable) pedestal/cabinet in carpeted lobby area. Lower touch screen kiosk shall be physically connected to upper (you are here) informational display, or have the functional appearance as a single station for patients and visitors. Connectivity information/content for the kiosk and informational display must be efficiently editable by VA content managers via centralized applications. Internet Service Provider(ISP)- Vendor shall provide either a completely air gapped physical/logical network to include all hardware and cabling in and out of the building or use VA OIT network to include VA OIT hardware and cabling If vendor is providing a air gapped ISP, all cabling needs to route through the demark room and telecom rooms(TR) provide by VA.. There are three separate server rooms providing connections to the screens / kiosk locations. A connection between these rooms must be provided as well. Please review the included floorplan and telecommunication drawing for more information. Electrical / Power source VA provided 110v AC power source will be made available at the designated lobby kiosk location. Note: The VA does not have the manpower or resources to assemble and install equipment. No on-site storage will be provided, and all packaging materials and installation materials will be removed by the vendor. Informational Displays 55 HD LED LCD screen, commercial grade, 3-year warranty, TAA compliant. Quantity - 7 EA Locations first and second floor Must have stainless steel bezel Description - Informational displays will be located throughout the facility in waiting areas. The displays shall be mounted to the wall enclosed in a brushed stainless-steel bezel. Included must be a PC, mounted within the bezel, with an informational software package to display the following: VA event and information, weather, news ticker, and department title. The informational software package must have an internet accessible control structure to update as required and run on the same platform as the directory kiosk. All, software and hardware must meet VA Information Technology system requirements, to include VA OIT approved software/hardware. Solutions must be either completely AIR GAPPED, with its own ISP connections apart from VA OIT network or conform to VA 6500/NIST 800.53 standards and be approved for VA TIC gateway. Installation Vendor shall install Informational Displays in accordance with the following: Connectivity Same as above Electrical / Power source VA provided 110v AC power source will be made available at the designated waiting area location. Note: The VA does not have the manpower or resources to assemble and install equipment. No on-site storage will be provided, and all packaging materials and installation materials will be removed by the vendor. Mounting wall mounted in designated waiting area locations. Walls/partitions are metal and wood framed with drywall and hospital grade synthetic covering. Displays shall be secured in a fixed position to the wall within the brushed stainless-steel bezel. Software - per vendor submission and with the ability for VA content managers to efficiently make edits by VA content managers via centralized applications. System Maintenance Standard Warranty Required - All products are required to be warranty free from defects in workmanship and materials, under normal use and conditions, for a minimum period of one year from the date of delivery. During the warranty period, any defect in material or workmanship that requires repair or exchange of a product of comparable nature will occur by seller without charge incurred by the VA. Such repair or replacement is subject to verification and approval by the VA due to Medical Center governing policies. Service 3-year coverage to include software updates (as applicable), content management (as applicable), troubleshooting, and on-site support to ensure system reliability and accessibility during business hours. Training Content manager and user training shall be provided prior to go-live facility opening. Electrical Safety Requirements: Equipment that will be used in the patient care vicinity, the resistance between the equipment chassis, or any exposed conductive surface of the equipment, and the ground pin of the attachment plug shall be less than .50 ohm. The leakage current flowing through the ground conductor of the power supply connection to ground of permanently wired equipment installed in general or critical care areas shall not exceed 10.mA (AC or DC) with all grounds lifted. Equipment must comply with standards outlined in both National Fire Protection Association Health Care Facilities (NFPA- 99) standard and the latest edition of The Joint Commission Comprehensive Accreditation Manual for Hospitals.
