Description
PAC-3 Missile Support Center (P3MSC) CY21-26 RFI for W31P4Q-22-R-0016: This is a sources-sought announcement for informational and planning purposes only and does not constitute a solicitation. �This Request for Information (RFI) is being issued to accomplish market research and support planning for the below listed requirements. �The Government will not pay for any information or reimburse any costs incurred in responding to this RFI. �No solicitation will be issued at this time. �All information submitted in response to this announcement is voluntary. �Not responding to this RFI does not preclude participation in any future RFP, if any is issued. �If a solicitation is released, it will be synopsized on SAM.gov. �It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. This synopsis details the intent of the Government to release a sole-source solicitation for Lockheed Martin (CAGE Code 64059) to provide-post production services for the PATRIOT Advanced Capability - 3 (PAC-3) Weapon System. �The US Government is seeking sources to recertify and repair PAC-3 Cost Reduction Initiative (CRI) Missiles owned by the country of Taiwan. �Highly specialized technical support for the PAC-3 Missile is required to perform post-production activities. �The post-production activities include missile recertification and missile repair.� The contract will include all material required to implement the recertification program for Taiwan and will include the PAC-3 Cost Reduction Initiative (CRI) Missile recertification and associated repair activities as required. �The contractor shall furnish all services, hardware, facilities, equipment and provide all planning, management, technical and logistical support for testing, quality, and maintenance support.� The repair activities for the PAC-3 Missile shall be conducted at the contractor�s maintenance facility, Government facilities, and at subcontractor locations. This procurement will include access to classified information and will require the contractor to be a US corporation, which has a secure manufacturing facility.� Further, the Defense Contract Management Agency (DCMA) will be asked to conduct a pre-award survey of the contractor�s facility to determine the capability to successfully fulfill the requirements of this contract to minimize risk to the PATRIOT program. The technical data package (TDP) is marked with Distribution Statement D, which authorizes distribution to the Department of Defense and US DoD contractors only.� The TDP also contains an Export Control Warning, restricting the export of technical data in accordance with the Arms Export Control Act or the Export Administration Act of 1979.� The Government will provide a technical data package to cleared contractors only. Request interested contractors provide the following: Company name, company address, overnight delivery address (if different from mailing address, Cage Code, point of contact, e-mail address, telephone number, fax number. Business size (i.e. large, small disadvantaged, veteran owned, woman owned, etc.) Affirmation of cleared personnel. Description of your company�s expertise and experience in providing FSP and PAC-3 missile post-production support to PAC-3 missile variant activities, which include missile assessments, testing, recertification and repair activities in addition to performing unscheduled maintenance, and repair and replacement of PAC-3 GSE within the past 12 months. Describe, in general, your company�s approach to developing the capability to provide field surveillance program (FSP) and PAC-3 missile post-production support to PAC-3 missile activities, which include missile assessments, testing, recertification and repair activities in addition to performing unscheduled maintenance, and repair and replacement of PAC-3 GSE for a performance period beginning January 2022. All responses shall be unclassified. All assumptions, including any assumed Government support, shall be clearly identified.� All proprietary and restricted information shall be clearly marked. The response date for this RFI is no later than 5:00 p.m. on 02 December 2021 The Government will not reimburse contractors or responders to this notice for any costs incurred in responding, or any subsequent exchange of information.� All responses shall be transmitted electronically to george.b.crittenden.civ@mail.mil. No telephone or facsimile submissions will be accepted. Responses will not be returned nor will be considered by the Government as offers. This RFI is for planning purposes only and shall not be considered an IFB, RFQ, or RFP.� Additionally, there is no obligation on the part of the Government to acquire any products described in this RFI.� Your response to this RFI is voluntary and will be treated as information only for the Government to consider.� You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI.� This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.� No funds have been authorized, appropriated or received for this effort.� The information provided may be used by the Army in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response.� The Government will not pay for the information submitted in response to this RFI.� If a solicitation is released for the supplies or services described herein, it will be synopsized on the Army Single Face to Industry Web site.
