Description
The Air Force 49th Civil Engineering Squadron and the 49th Contracting Squadron (49 CONS) are currently seeking sources for a service requirement for Wastewater Treatment facility operations at Holloman AFB, (HAFB) NM. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict 49 CONS to an ultimate acquisition approach. No contract will be awarded from this announcement and requests for a solicitation will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. This Sources Sought Notice is in support of market research being conducted by the 49 CONS to determine potential sources capable of fulfilling all requirements associated with Wastewater Treatment facility services on HAFB. REQUIREMENT:� Wastewater Treatment Plant (WWTP) operations shall be conducted in order to provide continuous, cost effective, and efficient treatment of all wastewater delivered to the plant.� The plant was constructed in the mid 1990�s and was put into operation in July 1996.� The plant facilities consist of an influent pump station; entrance works facilities for screening, flow measurement, and grit removal; aeration basins, secondary clarifiers, chlorine contact chamber for effluent disinfection, and effluent flow measurement, aerobic sludge digesters, and paved sludge drying beds.� Support facilities at the treatment plant include a blower/generator complex, chlorination building, secondary sludge pump building, and an administration building which includes a laboratory, offices, locker rooms, and a maintenance shop.� There is no office equipment, supplies, or laboratory equipment provided by the Government.� The plant will operate 24 hours a day, 7 days a week.� Such operations shall include general operation of plant equipment, valves and piping, sampling and lab analyses, waste and effluent disposal, and other related services.� All operations shall be accomplished in accordance with the treatment plant operations manuals where applicable see Appendix B(will be annotated in solicitation's Performance Work Statement).� Plant operations and effluent discharge practices shall comply with all applicable federal, state, and local regulatory standards, including the New Mexico Environment Department (NMED) Discharge Permit requirements (will be annotated in solicitation's Performance Work Statement), see Appendix E.� In the performance of the operation and maintenance of the WWTP, the contractor shall adhere to all applicable Occupational Safety and Health Administration (OSHA), National Institute for Occupational Safety and Health (NIOSH), Air Force Occupational Safety and Health (AFOSH), Holloman Fire Prevention Guide for Contractors, and state mandated requirements. WWTP services shall cover -Conduct General Wastewater Treatment Plant Operations -Maintain Preventative Maintenance -Provide Sampling and Laboratory Analysis -Dispose of Sludge -Maintain Documentation and Records -Complete and Submit Documentation as required. Firms responding to this sources sought notice are also requested to provide the 49 CONS with capability statements, which need to include at a minimum: -Company Name -Point of Contact Name and Number -Registered in System for Award Management -Performed services under NAICS Code:� 221320 (yes or no) --if yes, how many years -Business Status (8(a), Small, Hubzone, Woman-owned, etc.) -Commercial Aand Government Entity (CAGE) Code -Capabilities statement should be submitted via e-mail to all of the following: lesa.vaughn@us.af.mil and sally.roberts@us.af.mil no later than 1:00 p.m. mountain standard time (MST) on Tuesday, 16 Mar [sdr1]�2021.
