- Request For Information/Sources Sought Announcement Tow and Dismantlement of Ex-ARDENT (MCM 12), Ex-SCOUT (MCM 8), and Ex-CHAMPION (MCM 4) Agency: Department of the Navy Office: Naval Sea Systems Command (NAVSEA) Location: NAVSEA HQ THIS SOURCES SOUGHT NOTICE IS FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY. �IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO AWARD A CONTRACT FROM RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY INTERESTED PARTIES IS STRICTLY VOLUNTARY AND NO MONETARY COMPENSATION WILL BE PROVIDED FOR RESPONSE PREPARATION. This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program(s).� The Naval Sea Systems Command is conducting market research to determine industry capability and interest in performing the towing and dismantlement/disposal of the wooden/composite-hulled ex-ARDENT (MCM 12), ex-SCOUT (MCM 8), and ex-CHAMPION (MCM 4), which are currently located in San Diego, CA.� The Naval Sea Systems Command is especially interested in determining small business capability and interest.� The Government is seeking responses from sources that can perform environmental remediation and demilitarization of vessel(s) and safely dismantle structural elements for an environmentally safe disposal; and/or sale of demilitarized recyclable materials to recoup costs of operation and/or obtain profitability. The disposal requirements are expected to include, but are not limited to, the following types of work: Hull Structure Total equipment demilitarization Removal and disposal/recycling of structural decks Removal and disposal/recycling of superstructure and deckhouse level decks Removal and disposal/recycling of watertight doors, hatches, and scuttles. Propulsion Plant Removal and disposal/recycling of Main Reduction Gear and associated components Removal and disposal/recycling of the propulsion combustion air intakes and louvers Removal and disposal/recycling of propulsion exhaust air uptakes Electric Plant and Distribution Equipment Safe removal and environmentally safe disposal/recycling of electrical system appliances Safe removal and environmentally safe disposal/recycling of wiring and circuit breaker Removal and disposal/recycling of Generator and support systems Auxiliary Systems Safe removal and environmentally safe disposal/recycling of insulation and lagging Removal and disposal/recycling of Ventilation Fans Removal and disposal/recycling of A/C plant compressors Removal and disposal/recycling of Sea Water, Fresh Water, Potable Water and Gray Water system pumps, valves, and distribution systems. Removal and disposal/recycling of VCHT pumps, valves, and distribution systems. Outfit and Furnishings Removal and disposal/recycling from exterior and interior structure, bulkheads and fittings Removal and disposal/recycling from interior deck covering and/or exterior deck non-skid Safe removal and environmentally safe disposal/recycling of hull insulation The anticipated contract type will be firm-fixed price. What/Where to Submit: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to Commander, Naval Sea Systems Command, Attn: Kelli Wright.� Submissions shall be in Microsoft Word or Adobe Acrobat (5MB limit) and shall be sent electronically to the Contracting Officer, Shannon Vineyard at shannon.vineyard@navy.mil , and the Contract Specialist, Kelli Wright at kelli.wright1@navy.mil , with �Ex-ARDENT (MCM 12), Ex-SCOUT (MCM 8), and Ex-CHAMPION (MCM 4)�Request For Information Sources Sought Response� in the subject field. �The letter of interest should be hand or digitally signed. � The notice of interest should include a brief description of your company and its capabilities and answers to the following specific questions.� Please limit your response to no more than 5 single-sided pages (Times New Roman, minimum 12 font). 1. Is your company a small or large business as defined by the Small Business Administration (SBA)? 2. Under what NAICS categories does your company provide services? 3. How many employees does your company have? 4. Does your company have a website? If so, what is your company�s website address? 5. Does your company have a work area capable of accommodating a vessel the size of an AVENGER Class MCM ships? 6. Does your company have experience with towing vessels? 7. If so, does your company have experience rigging a similarly sized vessel for tow? 8. Does your company have a satisfactory performance record for the type of work required? �Please provide examples of relevant and recent (within five years) past performance. 9. Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, environmental compliance, and safety programs applicable to materials that will be encountered by the prospective contractor and subcontractors)? In addition to the previous question, please answer the following sub-questions: 10. Is your company permitted to perform scrapping/ship dismantling and for how long? 11. Is your company OSHA and EPA compliant? 12. Given the volume of the work described in this announcement, please describe your company�s historical experience completing work on vessels of a similar complexity, or briefly describe how your company would be capable of meeting these requirements. 13. Does your company plan to submit a proposal in response to the anticipated solicitation for the Ex-ARDENT (MCM 12), Ex-SCOUT (MCM 8), and Ex-CHAMPION (MCM 4) Disposals.
