- Special Notice � GVS OTA, W15QKN-17-9-1025 RPP 21-10, Integrated Fire Control Network (IFCN) Relay Hybrid prototype 10kW Bi-directional power converter and 6T format battery module. The Government intends to issue a Request for Prototype Proposal (RPP) for the Integrated Fire Control Network (IFCN) Relay Hybrid prototype 10kw Bi-directional power converter and 6T format battery module under the Ground Vehicle Systems Other Transaction Agreement (GVS OTA), W15QKN-17-9-1025. This effort will support Program Manager Expeditionary Energy & Sustainment Systems (PM E2S2). The GVS OTA was awarded under the authority of 10 U.S.C. � 2371b. The intent of this project is to develop a prototype 10kW bi-directional power converter and 6T format battery module that will increase over all power conversion performance in a portable, lightweight, multi-use format that will provide applicable advanced capability to multiple Department of Defense (DoD) systems. The prototype 10kW bi-directional power converter shall accept alternating current (AC) input power from the Advanced Medium Mobile Power Source (AMMPS) 10kW, 5kW and other Department of Defense (DoD) generator sets and direct current (DC) input from sources that include but are not limited to DoD batteries, 28VDC NATO power, and other commonly used DoD 24VDC/28VDC power sources. The prototype 10kW bi-directional power converter shall be military hardened and capable of providing DC to AC power conversion of 10kW at 208VAC/60Hz/3phase from any 25DC-30VDC approved military battery, energy storage unit, and 6T format battery of both AGM and Lithium Ion chemistries and AC to DC power conversion simultaneously according to the requirements called out in the Statement of Work (SOW) and Performance Specification (P-spec).� The prototype power converter will support current and future power conversion needs on both manned and unmanned vehicles, and towable/portable platforms.� The prototype 6T format battery module will be designed to be used as a portable and easily integrated energy storage component to the power converter, a supplementary energy storage capability to existing 28VDC power grids, and/or a stand-alone, reusable 28VDC power source. Follow-on Production: �The Government anticipates pursuing a Follow-on Production effort under the authority of 10.U.S.C. 2371b(f), which states that, upon a determination that the competitively awarded prototype project has been successfully completed, the prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The anticipated Follow-on Production is estimated at $20.5M for up to 350 systems.� NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government�s intent to release a solicitation for the 10kW bi-directional power converter and prototype 6T format battery module prototype project (under Request for Prototype Proposal (RPP) 21-10) to the NAMC membership.
