Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items and FAR part 13.5, Simplified Procedures for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposal are being requested and a writing solicitation will not be issued. The solicitation number is W91151-22-R-0006 and it is being issues as a request for proposal (RFP).� This solicitation incorporates provisions and clauses that in effect through Federal Acquisition Circular 2021-07 date September 10, 2021.� This requirement is 100% set aside for small businesses and the NAICS code is 334519. The small business size standard is 500 employees. The government intends to award a firm fixed price (FFP) single award Indefinite Quantity Indefinite Delivery (IDIQ) contract as a result of this RFP.� All responsible sources may submit a response which, if timely received, must be considered by the agency. All interested companies shall provide a proposal for the following: Annual Calibrations:� IAW PWS 5.1.1 Specific Requirement: The data recorders must be calibrated annually to ensure the integrity of the electronic data that is being collected during test events.� It is necessary for the annual calibrations be traceable to the National Institute for Standards and Technology (NIST). A separate task order shall be issued based on the following period of performance schedule: Base Period of Performance: 8 February 2022 � 7 February 2027 CLIN 0001:�EDR-3DM1 Calibration Each year (of this base period, plus four year), the contractor will calibrate not to exceed a maximum of two hundred fifty (250) electronic data recorders. For each calibration, the contractor shall provide a certificate of calibration showing the calibration date and documenting the traceability to the NIST. See attached Performance Work Statement (PWS) for more details. CLIN 0002: EDR-3CM4 Calibration Each year (of this base period, plus four year), the contractor will calibrate not to exceed a maximum of one hundred twenty-five (125) electronic data recorders. For each calibration, the contractor shall provide a certificate of calibration showing the calibration date and documenting the traceability to the NIST. See attached Performance Work Statement (PWS) for more details. CLIN 0003:�EDR-5D-200-18 Calibration Each year (of this base period, plus four year), the contractor will calibrate not to exceed a maximum of seventy-eight (78) electronic data recorders. For each calibration, the contractor shall provide a certificate of calibration showing the calibration date and documenting the traceability to the NIST. See attached Performance Work Statement (PWS) for more details. CLIN 0004:�SSP-P1R1 Calibration Each year (of this base period, plus four year), the contractor will calibrate not to exceed a maximum of two hundred fifty (250) barometric altimeters. For each calibration, the contractor shall provide a certificate of calibration showing the calibration date and documenting the traceability to the NIST. See attached Performance Work Statement (PWS) for more details. Service Contract Reporting:�� N/A Place of Delivery Fort Bragg, North Carolina Instructions to Offerors: The Government is not responsible for any costs incurred by respondents regarding any responses to this notice.� Respondents should not submit any proprietary information when responding to this notice. Respondents should also note that the Government will not return any information submitted in response to this notice. As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows: Evaluation-Commercial Items (Oct 2014) ����� (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Government may or may not award a contract resulting from this combine synopsis solicitation to the offeror whose offer conforms to this combined synopsis solicitation that will be the most advantageous to the Government, price and other factors considered.� If a contract is awarded it will be without discussions and to the lowest priced technically acceptable offeror. The following factors shall be used to evaluate offers: Technical Approach, Past Performance, and Price.� Proposals are evaluated for acceptability but not ranked using the non-price factors. The Technical and Past Performance factor will be given a rating of �Acceptable� or �Unacceptable.� Price will not be assigned a rating. Technical Approach,�Past Performance, and�Price�are included in the relative order of importance of the evaluation factors. Technical and past performance, when combined, are more importance than price. Technical Approach The Technical Approach evaluation will assess the offeror�s capability to satisfy the Government�s minimum requirements. Technical Approach will receive one of the ratings as defined below. Acceptable = The proposal clearly meets the minimum requirements of the solicitation. Unacceptable = Proposal does not clearly meet the minimum requirements of the solicitation. In order to receive an acceptable rating, the following shall be address in your proposal submission:� -The offeror shall detail how they plan to execute the requirements of the PWS. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the calibration as defined in this PWS. The contractor shall perform to the standards in this contract. - Provide a certificate of calibration showing the calibration date and documenting the traceability to the National Institute for Standards Technology (NIST). - Provide specific delivery dates to ensure timely delivery of calibrators will be annotated on issued delivery orders. -Provide a list of equipment you plan to use to support this effort Technical submissions must contain sufficient information to determine acceptability when compared to the PWS and the information above. Past Performance Past Performance will receive one of the ratings defined below. Acceptable = Based on the offeror�s performance record, the Government has a reasonable expectation that the offeror�s will successfully perform the required effort, or the offeror�s performance record is unknown. Unacceptable = Based on the offeror�s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort. Evaluation of past performance may be obtained from established systems such as Contractor Performance Assessment Reporting System (CPARS) and any other past performance information available to the Government during the evaluation of this factor will be used to determine if there is a reasonable expectation that the offeror will successfully perform the required effort. Price Price will not be scored or rated. The evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a). The Government will evaluate price to determine whether an offeror's proposed price for the requirement is accurate and complete. The total evaluated price will consist of the contractor's proposed price for the entire 60-month ordering period.� The Government reserves the right during the pricing evaluation to evaluate the price of the six month extension as indicated in 52.217-8 the Option to Extend Services clause. This evaluation will occur by taking the price of the last year proposed dividing it by two to come up with price of the six month extension evaluated price.� The offeror shall not submit pricing for the 6 month extension.�� Please be advised that the Government reserves the right to exercise the time associated with the 52.217-8 clause as the situation warrants use of the clause.� If the 52.217-8 clause is exercised between an option year that is not the final option year, the price for the amount of time exercised under the 52.217-8 clause shall align with the year immediate preceding the execution of the 52.217-8 option.� � � � � � � � � �(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s) � � � � � � � � �(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. CONTRACTOR ELIGIBILITY FOR AWARD: To be eligible for an award, contractor must be registered in the System for Award Management (SAM) database. A contractor can contact SAM at https://www.sam.gov/portal/public/SAM/. Therefore, clause 52.204-13, System for Award Management Maintenance is incorporated by reference in this solicitation. If a contractor submits a response to this solicitation, but does not have a valid SAM Account marked �Active� at the time of response review (immediately following the closing of the solicitation), the response will be rejected and not evaluated.
