- Pre-Solicitation Notice: This synopsis serves to meet the requirement of FAR 5.201. The Naval Information Warfare Systems Command (NAVWAR), in support of Program Executive Office for Command, Control, Communications, Computers, and Intelligence (PEO C4I) is responsible for Maritime Platform Engineering, Integration, and Production Execution requirements. Program Manager, Warfare (PMW) 760, the Ship Integration Program Office, intends to issue a Full and Open competitive Request for Proposal (RFP) N00039- 22-R-1002 for the procurement of a New Ship Construction C4I Integration (NSC2I) Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The RFP is anticipated to be released between December 2021 to January 2022, with an estimated contract award within first quarter of fiscal year 2023. The NSC2I procurement will be conducted under a full and open competition. The Government anticipates issuing a Multiple Award Contract (MAC) IDIQ contract, which will have a five-year base period and a three-year option ordering period, for a total eight-year ordering period. The Government anticipates utilizing a Cost-Plus-Fixed-Fee (CPFF) contract type. This contract vehicle will provide services and supporting data deliverables for each hull at the Task Order level throughout the five phases of new construction platform shipboard C4I integration: Phase I � Requirements Determination; Phase II � Design Engineering and Procurement; Phase III � C4I Systems Integration Facility (C-SIF) Integration and Test; Phase IV � Shipboard Installation and Trials; and Phase V � Post- Delivery. The services to be performed under the NSC2I include engineering design; engineering analysis; material acquisition; equipment testing and inspection; production, fabrication, and assembly; systems integration; systems testing; hardware and software installation; and Integrated Logistical Support (ILS) for C4I capabilities baselined on the New Construction platforms that fall within the management oversight of PMW 760. The Contractor will improve platform performance and reduce total costs to the Government by implementing an end-to-end systems engineering management approach to shipboard C4I integrated systems design, production, testing, and shipboard integration support. This notice is provided for information only; it is not a Request for Proposal and is not to be construed as a commitment by the Government to issue a contract. The Government will not pay for any effort expended in response to this notice. Any information submitted in response to the synopsis will become the property of the U.S. Government. The Government is considering a Multiple Award Contract and is assessing the marketplace to determine if there are multiple Offerors capable of performing all of the requirements. Your response to this RFI will be treated as information only and part of market research.
