������������������������������������������� STATEMENT OF WORK Job Description: Subcontractor shall conduct a siting assessment of a commercial submarine and/or overland power cable and any associated electrical systems running from Alaska Electric Light & Power (AEL&P) in Juneau, Alaska, to FAA�s Battleship Island and Coghlan Island facilities, Alaska. Period of Performance: June thru September, 2021 (est) Tasks: The subcontrator shall provide technical support to the tasks identified below and support and/or complete any deliverables identified herein. Tasks shall include: FAA�s Battleship Island and Coghlan Island facilities in Alaska are currently running 24x7 on prime generator power (PX). The FAA wishes to reduce maintenance and upkeep costs at the site(s) by installing commercial power originating from the local utility company. Commercial power to the site would also greatly reduce the risk and extent of any fuel leakage from storage tanks currently used to power the PX engine generators currently installed. A commercial power cable project would greatly improve the environmental impact of the FAA facility to the environment. The AEL&P assessment will include the following activities and deliverables: Preliminary: 1. Initial ""meeting of the minds"" with FAA and any subcontractors to characterize FAA interests, concerns, and constraints, and evaluate contractor suitability to the project and assessment. 2. Establish an organizational and assessment project structure. 3. Consult with stakeholders and regulators as needed. Assessment: 1. Identification and preliminary confirmation of a suitable project stakeholder team members and alternates, if appropriate. 2. Aerial and terrestrial field assessment of FAA site(s), potential routing corridors, and adjacent opportunities for cost/scope share. 3. Development of project alternatives and conceptual designs for each. 4. An assessment of necessary environmental, regulatory, and permitting requirements. 5. Rough order of magnitude cost estimates and timelines for each project alternative. 6.A Draft Report for review that includes a risk assessment of alternatives andrecommendation for a preferred alternative. 7.A Final Report that incorporates requested corrections and clarifications to the DraftReport. Proposal Cost and Timeline: 1.If an FAA notice to proceed is issued by June, 2021, a Draft Assessment Report shall be submitted by September 15, 2020 (est), and a Final Report by September 30, 2021 (est) (two weeks from requested edits to Draft Report). FAA Responsibilities: The FAA shall provide the following: 1.Participate in a pre-assessment meeting of the minds. 2.Assign a single point of contact and alternate if appropriate. 3.Provide site data regarding reliability, operating costs, electrical use, etc. 4.Review and comment on Draft Assessment Report in a timely manner to facilitateFinal Report. 5.Agreement to protect any proprietary, confidential, or critical energy infrastructureinformation provided and marked as such by AEL&P within the Assessment. Work Location: Area encompassing AEL&P (Juneau proximity) electric utility district to Battleship and Coghlan Islands, Alaska. Evaluation Criteria: Deliverable end product will be a project design/installation assessment for a possible submarine and/or overland cable run, including any auxiliary or alternative energy systems along the run. Final deliverable shall provide up to and including the necessary information to fulfill the requirements of a 10% design review.
