- ************Amendment #2� attached below*************** ************Amendment #1� attached below*************** COMBINED SYNOPSIS/SOLICITATION Annual trash, debris removal and recycling services contract, for various Smithsonian Institution facilities. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and will conduct the procurement according to FAR Part 12, Acquisition of Commercial Items as supplemented with additional information included in this notice.� The solicitation number is 333302-22RF-0010003 and is issued as a Request for Proposal (RFP) The Smithsonian will be seeking Proposals for an Indefinite Delivery/Indefinite Quantity Contract (�IDIQ) for the Annual trash, debris removal and recycling services contract, for various Smithsonian Institution facilities. This solicitation is issued as Full and Open Competition. This is a lowest priced technically acceptable (LPTA) requirement.� The applicable North American Industry Classification Codes (�NAICS�) are 562111 and 562119, size standard is $41.5 million.� The requirement is for a single award Task Order based IDIQ contract�with no Minimum Contracting Work/Amount Guarantee. The objective is to award a One (1) year contract with Four (4) one-year options to provide on a regularly scheduled basis trash/refuse/debris removal disposal and recycling services at all Smithsonian Institution facilities.� The contracted services shall consist of Trash removal, recycling which will be treated as non-recyclable or recyclable waste.�� Recycling consists of the collection and removal of recyclable mixed paper products (mixed office paper and corrugated fiberboard - cardboard) and mixed containers (aluminum and metal cans, glass bottles, and plastic bottles), scrap metal and bulky debris. All of the� services are in the Washington, DC metropolitan area, which includes Maryland and Virginia. Task Orders placed under this IDIQ may include, but not necessarily limited to, services such as preventative maintenance, repair services and unscheduled trash removals (e.g., special events, construction, demolition, etc.) Technical proposals will be evaluated against the three (3) Factors set forth herein.� These Factors, in descending order of importance, are as follows:� Factor 1 � Plan of Accomplishment/Technical Approach; Factor 2 � Key Personnel/Subcontractors; Factor 3 � Experience/Past Performance. Subcontracting Plan shall be submitted in accordance with the provision specified herein. Large Business Contractors shall submit a subcontracting plan in accordance with Contract Clauses 52.219-9. To be acceptable, plans must adequately address the six required statutory elements. Plans will be evaluated for compliance with statutory requirements for Public Laws 95-507, 100-656, 106-50 and scored IAW FAR 19.7. Percentage goals apply to the total amount being subcontracted. 40%: A minimum of the planned subcontracting dollars to be placed with small business concerns. The following are subsets of the small business goal--- 7%: A minimum of the planned subcontracting dollars to be placed with small disadvantaged businesses (SDB), including Historically Black Universities or Minority Institutions and� Women-owned small businesses (WOSB); 4%: A minimum of the planned subcontracting dollars to be placed with HUB Zone (HubSB) small Businesses; Veteran-owned small businesses (VOSB) and Service Disabled Veteran owned small businesses (SDV). Proposal are to be submitted to https://www.dropbox.com using link: https://www.dropbox.com/request/EFV9xshUtCy7oba2gOL1 ��no later than November 30, 2021 at 3:00 p.m. and must provide the information required in the solicitation documents in order to receive consideration. Late offers will not be considered.� The Technical and Cost proposal are to be submitted in separate files and labeled as such with your company Name. If any pricing information is on the Technical Proposal you will be disqualified.� This RFP is not intended and shall not be construed to commit the Institution to pay any cost incurred in connection with any proposal or to procure or contract for any services. The Institution reserves the right to accept or reject any or all proposals if that is determined to be in the best interest of the Institution. Award may be made without discussion; therefore, your proposal should be submitted on the most favorable terms. The Smithsonian Institution Contracting Officer is the only individual who can legally commit the Institution to the expenditure of funds in connection with this solicitation. It is desired that all questions/clarifications be sent in, with the solictation number and title in the subject�sequentially numbered for example: first questions 1,2,3, second set of questions 4,5,6 etc. in word format to grantca@si.edu . It is requested that all questions be sent in by November 15, 2021 no later than 3PM EST.� Any questions received after the indicated date and time may not be answered THE PROPOSAL DUE DATE IS November 30, 2021 AT 3:00PM
