- 19 November 2021 - Issue Amendment 0001.� The purpose of this amendment is to extend the Request for Information (RFI) due date from 22 November 2021, Japan Standard Time to 7 December 2021, 11:59 PM (midnight), Japan Standard Time. All other terms and conditions remain unchanged **************************************************************************************************************************** 8 Nov 2021 - Provide PreBid Presentation & Attendee List (4 Nov 2021) and Site Visit Attendee List (5 Nov 2021).� ************************************************************************************************************************ The U.S. Army Corps of Engineers, Japan District (POJ) is providing a SOLICITATION notice pursuant to FAR 36.213-3 for an upcoming Invitation for Bid (IFB). PROJECT INFORMATION Project Title:� QKKA1074664, Airfield Damage Repair (ADR) Storage Facility Project Location: Misawa Air Base, Japan Project FSC: Y1BZ � Construction of other Airfield Structures Project NAICS: 236220 � Commercial and Institutional Building Construction Project Magnitude: Between �1,000,000,000 and �2,500,000,000 (Japanese YEN) Project Description: The project is to construct an Airfield Damage Repair (ADR) material/equipment storage facility at 2,640 SM to house all ADR assets.� The facility will include a single-story structural steel frame with metal panel siding on a concrete base.� The roofing is standing seam metal on metal deck with steel joists.� The facility will be mechanically ventilated.� The project will include supporting facilities such as utilities, pavements, and site improvements. SOLICITATION INFORMATION: Procurement Method: Invitation for Bid (IFB). All interested companies shall be actively registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts.� Information on registration and annual confirmation requirements may be found at http://www.sam.gov.� For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such. Only local sources will be considered under this solicitation.� No small business set-aside.� Local sources are sources (e.g. corporations, partnerships or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specified in this solicitation.� Specifically, a company must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resultant contract.� Additionally, prior to award of the contract, interested vendors must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform the requisite work identified in the solicitation. CONTRACTOR APPLICATION.� Firms which have not submitted Contractor Applications to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineering District, Contracting Division website:� https://www.poj.usace.army.mil/Business-With-Us/ to download the Contractor Application.� Such firms shall be required to complete the aforementioned application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.� Interested Joint Venture partners who have individually submitted a Contractor Application previously are not required to submit a single, JV Contractor Application. This documentation must be submitted before, or No Later Than the time of bid/proposal submission to allow POJ to verify your company as a �Local Source.� PRE-BID CONFERENCE a. A telephonic pre-bid conference has been scheduled for: 4 November at 10:00 AM, Japan Standard Time (JST) b. Companies that wish to attend shall send an email notification by 28 October 2021, JST to the POCs identified below with the company name, participant name(s), POC email address, and whether all participants are calling in on one line or separate lines. Upon receipt of the notification, a call-in number will be sent to the company POC prior to the pre-bid conference. The purpose of this conference is to promote uniform interpretation of the solicitation documents. In no event will a failure to attend the pre-bid conference constitute grounds for a claim after award of the contract. If there is any conflict between the information presented at the conference, the terms and conditions of the solicitation govern. PRE-BID SITE VISIT An organized site visit has been scheduled for-- 1. Date and Time: 5 November 2021 at 10:00 AM, Japan Standard Time � Due to circumstances concerning the COVID-19 pandemic, the scheduled site visit is subject to social distancing measures. 2. Location of meeting point: Main Gate, Misawa Air Base For those without base access, please meet at 09:00 AM (JST) at Main Gate, Misawa AB. For those with base access, please meet at 09:30 AM (JST) at Main Gate, Misawa AB. 3. Participants interested in attending the organized site visit shall email the Government POCs listed below by 28 October 2021. Japan Standard Time (JST), with the following information: Participant Name, company, Email, and Telephone Number (if escort is required, provide additional information below). Additional Requirements for Non-Base Access Holders: Participants interested in attending the site visit who do not possess a base pass must submit the below information, in addition to above, to the point of contacts mentioned above by 28 October 2021 (JST). i.
