Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and award a fixed price award, on a sole source basis to Rheinmetall Land Systems (Rheinmetall), (NCAGE 78959) in St-jean-sur-richelieu, Quebec, Canada. This effort will be for a Relay Box/Generator Engineering Change Proposal which modifies the US Navy Mobile Air Starter Unit MSU-200NAV (MSU) by producing and integrating 310 Relay Boxes/Generators, to replace 310 obsolete Relay Boxes. Additionally, the following spare units will also be procured: four (4) Relay Box�s, three (3) Generator Units, two (2) Pilot Production Units. The MSU-200NAV Air Starter Unit is designed to provide for aircraft main engine start and to supply on-board environmental control systems with compressed air. The MSU-200NAV Air Starter Unit delivers sufficient bleed air to start the main engines of all aircraft whose requirements are within the performance range of the unit. The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements."" Rheinmetall is the Original Equipment Manufacturer (OEM), designer, and developer of the MSU-200NAV Air Starter Unit. The OEM is the only source with the requisite knowledge, experience and technical expertise to produce and integrate the Relay Box/Generator ECP with the MSU-200NAV Air Starter Unit. Rheinmetall is the only source with the technical data, facilities and capabilities required to provide the associated air system and sustainment support for the MSU-200NAV Air Starter Unit requirements. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� No solicitation will be available for this procurement. Responses stating interest must be received within fifteen (15) days of publication of this notice.
