Description
The purpose of this requirement is to support the Department of Defense's�(DoD)�working dog�program�s mission of providing trained WDs used in patrol, drug and explosive detection, and specialized mission functions for the DoD and other government agencies. This draft Blanket Purchase Agreement (BPA) Request for Quote (RFQ) is for CONUS based working dog vendors. There is a separate posting for OCONUS based working dog vendors, FA800321Q0012. The Trade Agreements Act (TAA) waives the Buy American Act (BAA) if the procurement is subject to the TAA for eligible products from the listed countries. �See, DFARS 225.103(a)(i)(B).� The BAA is waived. �DFARS 225.401-70 (End products subject to trade agreements). PSG 88 is �Live Animals�.� As such, the Buy American Act is waived for this procurement, however the TAA applies. DFARS 252.225-7021, Trade Agreements Act, requires that a contractor deliver only ""U.S.-made, qualifying country, or designated country end products"". The DFARS clause 252.223-7999 will be included in the BPA regarding Executive Order 14042 and Deviation 2021-O0009: Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors.� CONTRACT IMPLEMENTATION TIMELINE:� - New contracts awarded on or after 14 Nov from solicitations issued before 15 Oct o�� �Covered contractor employees must be fully vaccinated by 8 Dec 21, or the first day of performance (whichever date is later) - New solicitations issued on or after 15 Oct and contracts awarded from these solicitations o�� �Covered contractor employees must be fully vaccinated by 8 Dec 21, or the first day of performance (whichever date is later) - Options, extensions or renewals of existing contracts exercised on or after 15 Oct o�� �Covered contractor employees must be fully vaccinated by 8 Dec, or the first day of performance of the option, extension or renewal (whichever date is later) The website below will provide some answers to questions: https://www.saferfederalworkforce.gov/contractors/ � In light of the Department of Defense�s Updated Coronavirus Disease 2019 (COVID-19) Guidance Related to Travel and Meetings, the registration for the Working Dog Industry Day is now CLOSED. We are limiting the number of participants in the efforts of protecting the health of all DoD personnel and Industry Day attendees. To ensure that all interested vendors receive the same information, all briefings will be made public for those who are not able to attend the event. The Department of Defense (DoD) and Transportation Security Administration (TSA) conducted a Working Dog Industry Day from 2 November 2021 to 3 November 2021 at Joint Base San Antonio - Lackland, Texas. The Industry Day session consisted�of presentations from the 771st Enterprise Sourcing Squadron (771 ESS) providing information on the new Blanket Purchase Agreements (BPA) as well as demonstrations from DoD and TSA on consignment procedures for working dog candidates.�This event was for �Educational and Demonstration Purposes Only�. YOU DO NOT HAVE TO ATTEND TO BE CONSIDERED FOR AWARD OF A BPA. Although the vendor day may be beneficial to better understand the selection procedures of working dogs, the vendors are not required to attend the vendor day in order to submit quotes or respond to the solicitation. We attached the presentations peresented, as well as the Q&A received. We anticipate to release the official RFP early December 2021.
