- Update to Notice (11/18/21):� FINAL NOTICE ON SAM.GOV **This posting provides an update to the acquisition approach for the subject acquisition.** PLEASE NOTE � ANY RESUTING SOLICITATION WILL SUPERSEDE ANY INFORMATION SHARED IN THIS, OR ANY PREVIOUS, COMMUNICATION. Contract Vehicle:� Blanket Purchase Agreement (BPA) under the General Services Administration (GSA) Cloud Services Special Item Number (SIN) 518210C.� Offerors are able to and are highly encouraged to use other complementing SINS in order to offer a complete schedule solution.� Other SINS may include, but are not limited to:� 54151S IT Professional Services.� The government will identify the list of acceptable SINs in future postings.� An award will only be made to an offeror who holds a 518210C Cloud schedule SIN. Offerors can propose any legally recognized partnership, and partnerships authorized through the GSA Schedule program such as a Contractor Team Agreement (CTAs), to provide a complete solution for this requirement. Alternatives considered in making the GSA Schedule BPA selection: An order under an existing IDIQ will make it difficult for Treasury Offices and Bureaus to order the necessary cloud services when required, at the quantities needed, to satisfy the unique needs of each Treasury entity.� It will prevent Treasury Offices and Bureaus from managing their efforts effectively and independently.� In summary, an order under an existing IDIQ does not allow for the required contractual functionality to make the program successful and makes administration difficult for each ordering entity. Establishing a new stand-alone IDIQ or contract is cost and time prohibitive when existing vehicles can meet the government�s needs for these commercial items. Acquisition Strategy:� Single award BPA solicited under GSA eBuy Contract Type:� Predominantly Firm Fixed Price (FFP) with some limited Labor Hour (LH) CLINs Period of Performance:� 5-years with Award Terms Place of Performance:� Washington, DC metropolitan area NAICS Code/PSC:� 541512/D305 DRAFT Solicitation Release Date:��Early 2nd quarter FY22 Solicitation Release Date:� Middle to late 2nd quarter FY22 Solicitation Response Timeframe:� Between 10 to 20 business days Page Limitations:� Will be identified in the solicitation Evaluation Factors: The evaluation approach will be a trade-off and there will be multiple phases of evaluation.�� Oral presentations will constitute most if not all of the solicitation response.� Written presentation materials provided as a part of oral presentations will be permissible ONLY as reference materials and they WILL NOT be evaluated.�� At this time, oral presentations are expected to be conducted virtually and key personnel will be expected to be made available to present and answer questions during the presentation(s). Evaluation factors are expected to include: Phase I � minimum eligibility requirements and past performance (written submission, evaluated on go/no go basis) Advisory down select (when notification is made, the time period for submission of the information required for Phase II will be provided) Phase II � demonstrated corporate experience (oral presentation, evaluated using confidence ratings) Advisory down select (when notification is made, the time period for submission of the information required for Phase III will be provided) Phase III � technical approach, management approach, key personnel, sample task(s) � sample task scenarios may be provided in the advisory down select notice or be provided by a specified time (provided in the notice) prior to the scheduled presentation (oral presentation, evaluated using confidence ratings). Price information will be provided during Phase III in a written and editable format (pricing will not be rated). The government will include a price workbook in the solicitation for offerors to complete and submit their price (submissions must remain in the format issued by the government).� A pricing narrative may also be permissible to explain any pricing assumptions, discounts, or other information relative to price. Small Business Considerations:� The DRAFT and FINAL solicitations are expected to include small business goals and a requirement for a small business subcontracting plan. �This procurement will not be issued as a small business set-aside. The purpose of this communication is to offer industry a final opportunity to demonstrate an alternative approach for successfully meeting the referenced requirement and obtaining the maximum possible competition. Final comments regarding the approach should be transmitted NLT 9am Friday 3 December 2021 and addressed to Stephanie Moon (Stephanie.Barfield@irs.gov) with a subject of �(insert company name)_Treasury Cloud (TCloud) FINAL Comments on Acquisition Approach�.� The government does not commit to confirming receipt of or responding to any comments or questions submitted.� If responses to comments or questions are provided, they will be posted as an update to this notice or may be incorporated into the solicitation and/or its attachments.� No telephone inquiries will be accepted. (This information is also included in a CO signed pdf file attached to this posting.) ************************************************************************************************************************************************** Update to Notice (7/9): Please review this notice, attachments, and instructions contained within the attachments in their entirety.� A DRAFT requirements document, DRAFT evaluation criteria, and a Q&A spreadsheet are attached that request industry feedback and invites questions (there are four documents associated with this posting and they have ""20210709"" in the title).� Responses to this notice are requested by 5pm EST 2�August 2021. ************************************************************************************************************************************************** Update�to Notice (6/8): It is the government�s intent to release a DRAFT Statement of Objectives (SOO) for industry comment during the last quarter of FY21 or 1st quarter FY22.� Industry will be invited to ask questions about the requirements and offer suggestions for changes, or other considerations, in response to the release.� Additional details may be released at the same time, some for industry comment; specifically the selected contract vehicle, small business participation, and contract-type/CLIN structure if developed and ready for release.� At this time no industry days or other industry interaction is planned, and this decision may be altered based upon the results of the SOO release.� Please continue to monitor the acquisition portals, such as this one, for updates and new information about the TCloud requirement. �� Industry is not requested to provide a response or any information at this time. ************************************************************************************************************************************************** Update to Notice (4/6): Please see the attached .pdf (TCloud Clarifications_Final_20210406.pdf)�for new information�about the TCloud requirement and the government's current ideas about how the procurement will be executed.� The government is not seeking industry input at this time.� Please continue to be patient as we work through our process.� Thank you for your continued interest in TCloud!������ ************************************************************************************************************************************************** Update to Notice (3/25) �- This update is not re-opening the RFI or requesting new/additional information from industry. - Please note that any information regarding this requirement will be posted to the acquisition portals (beta.sam, NASA Sewp, etc.), and interested parties are advised and highly encouraged to actively review the portals routinely for updates.� The POCs for this requirement are as identified�in this notice.�� TCloud is a large, complex requirement.� As such, it is taking the government some time to compile its requirements in an adequate form to communicate them to industry and engage in further exchanges of information.� In addition, at the same time, the government is gathering information to determine whether they have sufficient information to begin making acquisition decisions.� �As the requirements are being fully defined and acquisition approach identified, those details and further instructions or requests for information will be released to industry via the procurement portals.� While there is currently no new information available for TCloud, the government intends to release answers to some of the questions posed in RFI responses in the near future. � Thank you for your continued interested in supporting TCloud! ************************************************************************************************************************************************** Update�to Notice (10/21) Information provided in response to the TCloud RFI is continuing to be reviewed by the government.� At this time there is no update or timeline with respect to the next step the government intends to take for this potential acquisition. Vendors are kindly reminded all information relevant to this potential acquisition will be posted to the acquisition portals and no other information, other than what is posted on the acquisition portals, is currently available. �Reviewing the Treasury RoadMap published in September of 2019, as it relates specifically to the TCloud requirement, will be beneficial to vendors interested in this requirement.��� With this notice, vendors are informed that any subsequent actions taken for this potential acquisition would seek more in-depth responses to questions posed in addition to specific technological solutions and ideas for increasing efficiency in processes through the implementation and adoption of cloud technologies, ease of application of those technologies, and cost savings for those technologies ultimately leading to the identification of cost-effective objective-based solutions. ************************************************************************************************************* Amendment to Original Notice (7/22) This�posting adds a completed Q&A document and adds the below information.� There are no other changes to the originally posted notice�to include the response date:� The purpose of this Request For Information (RFI) is to share information about Treasury�s current IT infrastructure, the factors that are driving it towards the cloud, how it would like to operate, and to identify to industry preliminary notions about what Treasury believes it will need to arrive at the identified end state. � Responses to the RFI are expected to assist Treasury with defining their requirements based upon commercially accepted best practices and solutions available, or will become available in the future, to satisfy Treasury�s needs.�� While industry�s interest in this requirement has been extremely positive, we kindly remind industry that Treasury is still developing its requirements and no decisions have been made on the development or content of a solicitation (if it is decided to move forward with one).� Please be patient as Treasury works through its market research and acquisition planning phases to determine what is in its best interests.� Treasury is extremely motivated to obtain input from industry on the types of solutions available to satisfy the needs communicated in the RFI, in addition to the identification of constraints or inaccurate assumptions, and is eager to learn from the responses submitted.
