Description
The US Geological Survey (USGS) needs to assess industry interest and capabilities for assisting the USGS Store in obtaining Instructional Design Services. In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information for Solicitation and Planning Purposes (October 1997) and 10.002(b)2)(i) and (iii), this notice is issued solely for information, planning and market research purposes. This Request for Information (RFI) does not constitute a Solicitation or an indication the Government will contract for the products or services contained in this notice. This notice is not to be construed as an acquisition Request for Proposal (RFP) or Request for Quotation (RFQ), nor is any commitment on the part of the Government to award a contract implied, nor does the Government intend to pay for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this notice. Any response received will not be used as a proposal. Please ensure that any sensitive or protected information is marked as such and the government will ensure this information is not released externally. The intent of this RFI is to obtain capability statements from interested parties that can provide Instructional Design Services for the USGS. The USGS is searching for small business concerns, i.e., 8(a) businesses, HUBZone businesses, small-disadvantaged businesses, woman-owned small businesses, veteran-owned small businesses, or service-disable veteran owned small businesses capable of providing the described products or services. Large businesses are also encouraged to respond to this RFI. The USGS is also requesting confirmation whether the requested products/services can be obtained through any existing GSA schedules contracts or through open market means. The resultant contract, if there is such, is anticipated to be firm fixed price. The procurement is anticipated to occur in FY22. RFI REQUIREMENTS: The USGS Office of Human Capital, including the Office of Organizational Development (OED) and Human Resources. OED manages the Bureau's training and employee development function and is responsible for coordinating and supporting training and developmental opportunities for all employees. The Denver Learning Center (DLC) is the bureau facility for delivering and supporting training and learning. It provides a variety of learning support services, including live webinar support, online-course development, and other instructional programs and services. The OED also provides alternative delivery mechanisms for learning events, such as video streaming of live classes. Talent Development professional services include implementing and maintaining comprehensive employee skills development, training, and personal attributes via engagement programs to meet current and future talent demands of the agency and develop and retain quality, high performing, and diverse talent. Services also include conducting employee development needs assessments, designing employee development programs, administering, and delivering employee development programs (Learning Management), and evaluating the overall effectiveness of the agency's employee development approach. The function includes the following sub-functions: A.3.1 Talent Development Planning and Strategy; A.3.2 Workforce Development and Training; and A.3.3 Learning Management. A.3.1 Talent Development Planning and Strategy services include providing advice, guidance, and assistance to supervisors and employees as well as H.R./personnel staff in managing self-improvement training resources, providing assistance in identifying training needs and requirements, coordinating the availability of various training programs, developmental career programs, executive leadership programs, and tuition assistance programs. A.3.2. Workforce Development and Training services include professional training and individual development services such as H.R. Specific Training for H.R. professionals, Leadership and management training, internships, and apprenticeship programs. Training devices include but are not limited to audiovisual presentation systems and educational media delivered web-based or via traditional print and storage media, CD ROM, Disc, and Thumb Drive. Training services include traditional coursework in all academic disciplines, web-based or classroom, conducting leadership training workshops and seminars not provided via traditional management training curricula available elsewhere, and conducting Speakers Bureau services and Leadership assessment surveys. US Geological Survey aims to acquire multiple services for the design, development, and delivery of Distance Learning products. This includes, but is not limited to, transcription, narration, video production, graphic design services, and distance learning course design and delivery. These services will allow the creation of courses presented in various delivery modalities to include blended instruction, traditional e-learning, live virtual instructor-led training, and traditional instructor-led training using multiple platforms to support instruction of all types. OED will deploy these and other tools as a portfolio of instructional support services for federal, state, and local government personnel, including contractors and other collaborators. Services Required Course Design and Development Services (Articulate Storyline) Transcription Services � Section 508 transcription, descriptive audio, and captioning services Photography/Video Rendering Services 508 Compliance Narration/Voice-over All services within the SOW include the potential for multilingual options Tasks Transcription. The contractor shall listen to live or recorded presentations and transcribe live or recorded translations. The expectation is that transcription services will be in English. However, there may be occasions when multi-lingual transcription is required. The contractor will perform production control and scheduling functions, review work products and other source documents for completeness before submission and provide transcription and captioning data as required per Section 508 Accessibility guidelines. The contractor will transcribe recorded products provided as emailed media files. The contractor will provide all software necessary to review, caption, and/or transcribe such files. Contractor personnel shall utilize contractor-provided system workstations to process audio/video recordings and live presentations. Products to be transcribed include recorded video and audio briefings, live and recorded video-streamed classes, and webinars. The contractor shall accurately transcribe all source documents according to standard practices as directed. The type of product may vary with each individual call order. The specific requirements for each call order should be outlined and agreed upon between the Government and the contractor before the commencement of work associated with that order. Transcription of course presentations will vary in complexity due to the various subject matter experts and speaking styles of multiple presenters. Transcription work will range from simple to more complex. Some academic and scientific terminology along with federal acronyms may be encountered. An internal federal jargon list will be provided that will include some, but not all, jargon encountered. Work requires the application of experience and skill in transcribing and documenting a variety of presentations. Photography/Video Rendering Services Capturing video content Rendering video content Editing video content Converting video content into SCORM compliant e-learning Captioning of video Descriptive audio of video Course Design and Development Services Articulate Storyline 360 (latest version) will be used for the project development. Use of other software will be at contractor discretion, but with explicit USGS approval. Existing course conversion, video clip conversion, closed-captioning, descriptive audio, and other DL services, not to exceed $50,000. ACTION: Interested vendors who believe they have the capability to provide the required product/services as defined are invited to submit a Capability Statement, not to exceed 5 pages including attachments, exhibits, etc. Response should include the following information: 1. Company name, address, point of contact, email address, and business type (i.e. 8(a), HUBZone, veteran-owned small business, etc.). 2. GSA Schedule Contract Information and Applicable SIN if applicable 3. Capabilities Statement 4. Approximate cost information (i.e. rough order of magnitude). 5. Past performance information should be submitted for similar projects conducted within the last three (3) years. If possible, three (3) past performance examples are desired. 6. Do not provide only general brochures or generic information. USGS will not accept unsolicited proposals related to the subject of this notice. Interested vendors must provide their response via email to the Contract Specialist, Nicole Demby, ndemby@usgs.gov with the subject line reading ""Instructional Design Services� Responses are due via email to ndemby@usgs.gov by 12:00 PM ET, Thursday, December 2, 2021.
