- This announcement constitutes a Sources Sought Synopsis and is for information purposes only. This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract or Blanket Purchase Agreement (BPA). The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. The information submitted in response to this Sources Sought notice will not be utilized to determine vendor standing in any future/potential Request for Quote/Request for Proposal, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote/Request for Proposal for any future/potential requirement. The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought request. All future/proposed submissions/solicitations requirements solicited on a Government-wide Point of Entry will be evaluated independent of any information submitted in response to this Sources Sought notice. No vendor will be provided information on solicitations issued on a Government-wide Point of Entry based on this Sources Sought request. The Department of the Air Force, 57th Intelligence Squadron, is looking to acquire Sensor Beam Support Services. The Performance Work Statement (PWS) outlying the requirement is attached. The period of performance shall be in accordance with the Delivery Schedule identified in the contract. The Government anticipates that should a solicitation be placed, potential offerors will have the opportunity to conduct a site visit to properly assess the scope of work prior to submitting any quotes and have an opportunity to ask questions. Instruction to Offerors: To indicate positive interest or submit questions in regards to this requirement, please submit the following to the Carissa Heuertz, carissa.heuertz@us.af.mil, and Amanda Henderson, amanda.henderson.10@us.af.mil. Recent and relevant past performance on similar work and indicate how your firm is capable of performing the services as identified above. If none, indicate as such. A lack of past performance does not preclude contractors from indicating positive interest. Explain how your firm is capable of providing warranty for this type of service rendered. Indicate the firm�s SBA�s set-aside under the NAICS 541330. POC (name, telephone number, and email address) along with contractor's CAGE Code, DUNS. Provide any additional questions concerning this requirement. Required Information: Are you familiar with�Joint Electromagnetic System Operations (JEMSO) including the US Electromagnetic Systems Database (USELMS), Combat Support Database (CSDB), the Blue Airborne Target Signatures (BATS) database, and Intelligence Mission Data (IMD) production? If so, please describe each.� Intelligence Mission Data covers these three pillars: Signatures, electromagnetic warfare integrated reprogramming (EWIR), and characteristics and performance (C&P) data. Can you tell me about your familiarity with each of these?� Do you have expertise in producing Electromagnetic Warfare Integrated Reprogramming (EWIR) files in all of the three (3) different IMD Tier levels (e.g., I, II, and III) and combinations of complexity level? Please explain. Are you familiar with�tasks required to research, produce computer aided design� (CAD) models, predictive analysis, engineering analysis, customer service, data delivery, build scientific technical documents, perform studies and reviews for the electromagnetic systems, software evaluations, support both physical signature measurements and modeling, scanning documentation, archiving extracted data, extracting data to delivery to customers, monitor and manage requests for information (RFI) and requests for production (RFP), events, and signatures? Please explain.� Do you have experience with�passive and active radar systems; other passive detection systems; Missile Warning Receivers; Electronic Counter Measures (ECM) systems; Electro-optical and Infrared (EO/IR) systems; Communications Systems; Surface-to-Air Missiles (SAMs); Anti-aircraft Artillery (AAA); and Air Defense Artillery (ADA)? Please explain.� Do you,�and can you use,�the following formats and standards�United States Electromagnetic Systems Database (USELMSDB), Electromagnetic Warfare Integrated Reprogramming Database (EWIRDB), Combat Support Database (CSDB), Blue Airborne Target Signatures Database (BATS), and the NATO Emitter Database (NEDB)?� How familiar are you in conducting�trade�studies�to include requirements definition, cost performance analysis, feasibility studies, long-range analysis, and other studies?� Please explain.��� The 57 IS�Combat�Support�Database, USELMS, and Signature Flights�have�both domestic and international components�involving�Foreign Military Sales and�Five Eyes�(FVEYs alliances with the United Kingdom, New Zealand, Canada, Australia and US). Do you have past experience with�Foreign�Military�Sales, such as�Japan�(or others?)�or�any�FVEY�s alliance�partners?��� Do you have the ability to store and operate high performance computing items�and can you maintain equipment�(provided as government furnished equipment) and�have the knowledge, skills, and certifications necessary to perform the�required Services and Support?� Do you have, or are you able to acquire, a team�of approximately 125-160�employees�that can successfully accommodate�10-12 contractual Task Orders per�year, with occasional surges and�/ or�decreases in workload? If so, please explain.� How much�Program Management�experience does your�team have�in maintaining cost, schedule, and performance?�What guides, tools, or meetings have you employed to maintain each�parameter? How do you maintain quality control of your�team�s performance�and�products?�� Do you have any experience with the following systems or tools, if so, please explain?� JIOR � Joint Information Operation Range� EMBM � Electromagnetic Battle Management� CED � Combined Emitter Database� MEPED - Military Equipment�Parametrics�and Engineering Database� NIGHTHAWK�� HAWKEYE��� Optional: Do you have any�questions regarding the 57 Intelligence�Squadron, its organization, mission; or, is there any additional information that you would like to share with the 57 Intelligence Squadron at this time?� This request may not directly lead to a Request for Quotation/Proposal.
