- �Description & Purpose 1.1��� The National Geospatial-Intelligence Agency (NGA) in support of the Needs and Collection Management (NCM) Integrated Program Office is seeking information on how an interested contractor could develop functionality, improvements, operationalize, document and sustain the Relationship Storehouse (RS) application. The application is to be deployed via cloud-based infrastructure on classified and unclassified networks. 1.2��� THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. 1.3��� The purpose of this RFI is to gain information on current Industry capabilities that would meet NGA�s requirements.� This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This RFI does not commit the Government to contract for any supply or service whatsoever.� Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals.� Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI.� All costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFP, if any is issued.� Background The purpose for this request for information (RFI) is to conduct market research on current Industry capabilities and technologies that would meet NGA�s requirements and to initiate a dialog with Industry to discuss technical ideas and approaches to shape the overall technical approach to build the Relationship Storehouse. This RFI is meant to achieve these goals: � Gain feedback from industry and any other relevant stakeholders on the Relationship Storehouse. � Gain feedback on the supporting documentation and artifacts. � Collect feedback to understand industry partner capabilities and recommendations for performance metrics that address growing volume and complexity of information needs. � Better understand how industry partners are positioned to address DoD and IC missions and the market of suppliers across unclassified and classified domains in order to find the content and services that best meet customer and user needs. � Leverage feedback on the latest commercial platform tools and capabilities available in the current marketplace. � Determine cloud storage needs of any platform capabilities. Relationship Storehouse is a central data repository that will service multiple NCM components.� The Storehouse will initially include only Graph database functionality (to be augmented with other database types in the future).� The primary purpose is to stand up the infrastructure in an enterprise framework to support the ability to maintain nodes, properties and relationships, resiliency in case of outages, and history for auditing and non-transactional research. NCM�s System and User CONOPS� address tradecraft, functional components, and mission operations that begin today and scale to support the expanded GEOINT environment of the 2022 era and beyond. These CONOPS� are aligned with the capabilities defined by the GEOINT Enterprise Architecture (GEA). The cardinal focus of the NCM is to expand NGA' s role as a value-added agent delivering decision advantage to DoD and IC Customers and Users by providing the right content from an expanding array of GEOINT content and services within required timelines. NCM expands NGA's role as a value-added agent for customers and users. NCM acts to identify, filter, assess, and pair the growing volume and complexity of DoD and IC customer mission needs, foundation and intelligence alike, to the rapidly expanding and diverse market of suppliers across all operating domains and classification levels in order to find the content and services that best meet customer and user needs.� Content is foundation and intelligence data, information, and knowledge that are discoverable and accessible.
