- STATEMENT OF WORK The Contractor shall install, set-up, and start-up a 650HP portable rental super efficiency low NOx boiler attached to/or on a trailer. Services shall include all adequate supervision, manpower, expertise, and technical service necessary for the safe operation of subject boiler system. The portable rental steam boiler system shall consist of the following components: A 650HP super efficiency low NOx mobile boiler capable of producing >20,000 lbs. of steam per hour. Blowdown system to include after cooler assembly Main steam stop valve Electrical requirement is a 200 amp disconnect The Contractor shall also provide safe parking and leveling. The technical service shall include but limited to burner service, controls maintenance inspections, boiler preventive maintenance, operational maintenance inspections, emergency service rates, start-up and testing, pictures of boiler interior prior to testing, and rain cap for boiler stack. All connections, including electrical connections, will be handled by the contractor in coordination with VAMC on the date of installation and disconnection. Water treatment will be handled by the VAMC. A regulated natural gas connection will be supplied by the VAMC. SPECIFICATIONS High-pressure mobile steam boiler to be gas-oil fired with gas as primary fuel. Size to be 650 HP. Mounted on total enclosed trailer, or meet the following: o Capable of enclosing controls and forced draft gas for inlet o Total and completely weather tight and meant for outside use Trailerized boiler shall be moved to Huntington VAMC by the contractor. It shall be equipped with gas-oil piping and valves, forced draft system, and all operating controls for automatic operation. System shall have capability to operate steam system at 150 psi for continuous use. (Set at 90psi). Trailer and equipment use shall not exceed 48 long and 8 wide. Transport, set-up, and start-up of equipment shall be included in contract price. However, all connections to the existing building steam system will be by others. Start-up will occur approximately 2-3 weeks after delivery. Set-up to include blocking up and securing the trailer. Connection Requirements: o Main steam outlet-6 300# flanged o Maximum inlet pressure to gas regulations-10PSIG o Oil supply and return-3/4 o Feedwater - 1 1/2"" MPT (required inlet pressure: min: 60 psi, max: 100 psi, 37 GP o 480 volts 150 amp service, 3 phase The Contractor is responsible to start-up the boiler, bring up to operating range and ensure automatic operation of all equipment including boiler and auxiliaries. Any malfunctioning components shall be corrected. All boilers will be in for compliance with VHA Directive 1810 Appendix A & B, VA Testing manual 5th edition Pages 56 91, ASME Boiler and Pressure Vessel Code, National Board of Boiler and Pressure vessel Inspections and any applicable code required by the State of West Virginia. Place of Performance: The VAMC located at 1540 Spring Valley Drive, Huntington WV 25704 Contract Period of Performance: Base Year Option Year 1 Option Year 2 Boiler to be rented only during the winter months (December, January, February), and if necessary, during emergency conditions at other periods of the year. Delivery will be coordinated with the M&O Boiler Plant Supervisor. The Contractor shall provide the following information: History of use History of repairs Year, Make, Model, of equipment Current WV Inspection Certification Any applicable test performed on the pressure vessel Huntington VAMC requires that the Contractor be capable of replacing the boiler on short notice in the event of failure to the boiler whereas repairs cannot be made immediately. Final acceptance is subject to the repairs made to all defects noted during start-up and those noted by our insurance carrier. The VAMC agrees to provide operational services, water treatment and analysis, preventive maintenance services. Contractor to include leak detection on all equipment, valve packing, small replacements, greasing, lubricating and cleaning of parts and equipment. Removal of the equipment shall be included in contract price. Disconnection of all external connections will be done by the contractor in coordination with the VAMC. The Contractor must remove all equipment within a seven (7) day period of official notification of such by the VAMC. The VAMC is responsible for the rental boiler over the winter season and any damages. The VAMC is responsible for all maintenance of the rental unit and will pay the Contractor for any emergency service calls (labor) for the unit. The VAMC will pay the Contractor to open the boiler up at the end of the winter season to inspect the fire and waterside and then close it. The Contractor will be paid to re-start boiler for the next season. The VAMC will furnish wet lay-up with chemicals as required during months where boiler is not being used and water during spring, summer, and fall seasons. The Contractor will perform the following inspection services: Open the rear door of the boiler and leave open for inspection by others Open the front and rear lower handholds and leave open for Inspection by other Open the two low water cut-offs on the boiler and leave open for inspection by others. Upon successful Inspection by others return at a later date to furnish and install new gaskets and seal the rear door of the fireside and waterside handholes and low water cut-offs. Return at a later date and fire and adjust the boiler combustion for maximum fuel efficiency savings Furnish labor and calibrated combustion analyzer and adjust each firetube boiler from low thru high fire range on natural gas and adjust as necessary for maximum fuel efficiency savings. All readings shall be taken with a calibrated electronic combustion analyzer and certification papers on same issued upon receipt of an order. Combustion readings shall include CO, O2, CO2, NOX, SOX, stack exit flue gas temperature and overall combustion efficiency percentage for each boiler and fuel at 25-50-75 & 100% load ranges. Full load shall be required for proper testing to full load capacity. Test all safety steam pressure controls for proper operation and shutdown sequence. Check amperage readings for blower motor and record. Test the motorized gas valves for proper operation and shutdown. Check program controller for proper operation. Check low water cut-offs for proper operation and shutdown. All work shall be done during normal 40-hour work week. Special Considerations Contractor Furnished Materials All labor, materials, equipment to perform the job. When furnish , provide , install , or similar term is used it shall mean a complete installation, ready for use. The vendor shall supply all parts, equipment, material and labor to conduct all work listed. The work will include all items as described in the Scope of Work listed above. Government Furnished Materials and Services. Government furnished property, if any, will be identified and will only be used for the performance of this contract unless otherwise authorized by the Contracting Officer. The Contractor shall, at all times, take any and all steps necessary for maintenance and preservation of all Government-furnished property. The Contractor shall comply with all reasonable requests of the Contracting Officer to enclose, or specifically protect, Government-furnished property. The VAMC certifies that each technician designated by the VA to operate the connected boiler is trained and competent in the use of that boiler his or her capacity. The VAMC maintains a facility adequate and suitable for the operation of the boiler. Each designated technician shall protect the boiler from injury (including attempted modification) and shall be liable to the contractor for damages occasioned by improper use or handling, carelessness or neglect of the equipment. The contractor will have a certified and/or licensed technician on the premises, readily available, on the day when the connections and proper installations are made and for continued maintenance and proper use of the boilers. Only VAMC s employees, while in the performance of their official duties, and not the contractor s employees, are covered by the Federal Tort Claims Act, 28 U.S.C. ยง1346(b), 2671 through 2680. The contractor acknowledges that the boilers are in good working condition and are regularly maintained. The contractor will be liable and indemnify the VAMC for damages should injury result due to boiler malfunction. The contracted vendor acknowledges that it maintains sufficient insurance coverage. Qualifications of Key Personnel Contractor s employees should be knowledgeable of standards associated with this type work. Security Requirements: Contractor shall identify which employees will be working under the awarded contract. Contractor personnel shall include employees, sub-contractors, subcontractor employees, suppliers and delivery personnel entering the Medical Center. This does not apply to suppliers and delivery personnel making deliveries to the VA warehouse dock only. Those employees shall bring photo ID to obtain a VA Contractor identification badge that shall be worn above the belt at all times while on Medical Center property. Contractor s employees shall return all I.D. badges to designated personnel at time designated in the task order. The Contracting Officer s Representative (COR) is responsible for the inspection of the work called for in this job. The Contracting Officer s Representative will be identified in the task order by name, telephone number and location. Inspections made by the COR are for the sole benefit of the Government and do not relieve the Contractor of any quality control responsibilities. The Safety Manger is responsible for safety inspections of all contract operations. The Safety Manager will be identified in the task order by name, phone number and location. Verification of Dimensions The Contractor shall visit the job site to thoroughly familiarize himself with all the details of the work and working conditions. The Contractor shall also verify all dimensions in the field and shall advise the Contracting Officer of any discrepancy before performing any work. The Contractor shall be specifically responsible for the coordination and proper relation of his work to the building, structure, phasing and ensure the safety of employees and workmen. Smoking Policy. The VAMC has a no smoking/vaping policy while on medical center property. Parking/Traffic Regulations. The Contractor shall not park on grassy areas unless approved by the COR and the Contractor agrees to restore areas back to VA standards. Drivers should be particularly concerned with pedestrian traffic. Yield to pedestrians in crosswalks. Posted speed limits and all other traffic controls are to be observed by operators at all times. Seat belt use is mandatory on the VA grounds.
