- ***UPDATED 19 NOV 2021: Inclusion of Attachment 6, AO-X ATC Simulator - Offeror RFP Questions 19Nov2021*** THIS IS A REQUEST FOR PROPOSAL. A separate synopsis will NOT be provided IAW FAR 5.202(a)(13) (proposed contract action not expected to exceed the simplified acquisition threshold). The Airfield Operations Accelerator (AO-X), Hanscom AFB, is standing up an Airfield Operations (AO) testbed to help accelerate change across the AO community. The AO testbed will rapidly prototype tools and processes aimed at solving problems for the AO community. AO-X seeks an Air Traffic Control (ATC) Tower Simulator for use in the AO testbed environment. This ATC Simulator will be used to explore how the ATC community trains its students, explore the development of improved training methods to scale across the Air Force, and implement solutions in existing Air Force training environments. Technical requirements for the ATC Simulator are specified in the Statement of Work (SOW) attached to this combined synopsis/solicitation. This RFP is a small-business set-aside under NAICS code 333318, Other Commercial and Service Industry Machinery Manufacturing. Responses to this RFP are requested to be submitted by email to Mr. Perry Shoemaker (perry.shoemaker@us.af.mil) AND Mr. Richard Cincotta (richard.cincotta.1@us.af.mil) NLT 1200 EST on 6 December 2021. Late proposals will not be accepted. Responses shall comply with the Section L Instructions to Offerors (ITO) and Instructions for Proposal Preparation. Responses must include the following information: Company/Entity name Address Point of Contact Email address Telephone number Webpage URL CAGE code and DUNS number Specify if the company is a Large Business, Small Business (SB), Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUBZone), Veteran-Owned Small Business (VOSB), or Service Disabled Veteran Owned Small Business (SDVOSB), based on the stated NAICS and size standard in this RFI. Product(s) that are responsive to the technical requirements stated above Completion of fill-ins in FA8730-22-R-0012 (attached to this combined synopsis/solicitation) Proposals will be evaluated in accordance with Section M Evaluation Criteria (attached to this combined synopsis/solicitation). Prospective offerors must submit any questions about this RFP NLT 1200 EST on 18 November 2021. Answers to those questions will be made available to all prospective offerors through an amendment to this combined synopsis/solicitation. Questions received after this date will not be answered unless the Government determines a response is in the best interest of the Government.
