- This is a notice of intent to award a sole-source contract under the Simplified Acquisition Procedures (SAP), and is not a request for competitive proposal. However, if interested and capable of fulfilling the requirement, the Government shall consider all responses. NAWCTSD intends to award a Purchase Order (PO) to Tobii Technology, Inc. for the procurement of two (2) Tobii Pro Glasses 3 Cabled 100. The one responsible source is documented via SAP Determination Memorandum for Sole Source Acquisition Over $10,000 but not Exceeding $250,000 (Justification & Approval (JA)). The government requires (2) Tobii Pro Glasses 3, plus shipping and handling for this technology. This eye-tracking hardware will facilitate research and analysis for determining the validity and reliability of using eye-tracking technology to detect dynamic breath threats, as well as developing post-training capabilities. Research done with this device will help expand the general knowledge and understanding of dynamic breath threats, as well as, informing the potential make-up of a more robust sensor system for detecting hypoxia. This software and support are required to support the collection of user interaction data during training as proposed in the Office of Naval Research TechSolutions (ONR TS-872) project titled, �Breathing Dynamics Training� and will support research to identify effective tools and technology capable of improving other aviation survival training efforts in the future. This hardware will augment current eye tracking solutions in order to enable the research team to utilize the full range of Tobii products currently in our possession. Though current software and support technologies can be utilized, the new Glasses are needed for our specific protocol. Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C.5304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Tobii Technology, Inc. is the only source for the Tobii Pro Glasses 3, plus shipping and handling for this technology; there are no authorized resellers. The Tobii Glasses 3 will work with current lab owned software (Tobii Pro Lab, iMotions), allowing the tracking, storing, retrieval and analysis of participant eye-tracking data. Only Tobii hardware can be utilized with their software systems. Also, this purchase of Tobii Pro Glasses 3 allows for higher sampling rates and the collection of pupilometry data that is unique to physiological episodes. Both capabilities will be used for current and upcoming research utilizing a consistent vendor and minimizing software purchase requirements in the future. The government already owns the Tobii Pro 2 glasses, Tobii Nano, and Tobii Pro Lab software, and uses it in current research. The new Tobii hardware will be used to expand the utility of eye tracking solutions to a higher-powered tracker capable of capturing more accurate, detailed data. The items listed can only be purchased through Tobii. There are no known authorized resellers or dealers in the United States. The Tobii Pro Glasses 3 are to be used in the research and development of future training systems for the Fleet. These devices collect the necessary range of data at a high frequency sampling rate to adequately conduct our research. Other vendors do not offer compatible hardware required to integrate with Tobii software or support the range of data collection required for our research efforts. Market research for other collection devices has been conducted by our team and we have concluded that no other vendor or devices provide the range of capabilities listed above, which are required by the research program. Tobii Pro Glasses 3 are only sold through the manufacturer Tobii Pro, and can only be purchased directly through them. Consideration of any alternatives, even if available, would require modification to the original research proposal and introduce significant risk of the research effort failing. In accordance with FAR 15.402(a), the Contracting Officer will determine that the cost to the Government for the supplies covered by this Notice and the SAP Determination Memo, will be fair and reasonable. The contractor will submit a formal quote and sufficient information to support the accuracy and reliability of the estimate. The technical point of contact and contract specialist will perform analysis of the provided quote. The Contracting Officer may also utilize historical contractor cost data and other relevant information to establish a fair and reasonable price.
