- SYNOPSIS: The U.S. Army Corps of Engineers (USACE), Transatlantic Expeditionary District (TAE) issues this Pre-Solicitation Notice for a fixed price (FP) design-build (DB) construction contract. The proposed Request for Proposal (RFP) will be Full and Open� Competition (Unrestricted) to award one DB contract for the Robert�s DFAC (Dining Facility) located at the Erbil Air Base, Iraq. � PROJECT DESCRIPTION:� The Life Support Area (LSA) Roberts DFAC project located at Erbil Air Base in Iraq is a DB project that consists of the design and construction of a new Pre-Engineered Metal Building kitchen and dining facility with reinforced concrete slab that will seat 200 personnel. Also included in this project are generators and electrical infrastructure, fuel tanks, water tanks and water infrastructure, wastewater tanks and wastewater infrastructure, grading and drainage, aggregate paving, kitchen equipment, and furnishings. MAGNITUDE OF CONSTRUCTION PROJECT: The magnitude of these construction projects is anticipated to be between $1M and $5M NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS):� 236210-Industrial Building Construction with a size standard of $36.5M. PROJECT SERVICE CODES (PSC): Y - CONSTRUCT OF STRUCTURES/FACILITIES PLACE OF PERFORMANCE:� Erbil Air Base, Iraq PERIOD OF PERFORMANCE: �Construction duration is approximately 210 calendar days after issuance of Notice to Proceed. SITE VISIT: �A site visit is anticipated.� The date will be published in Phase II of the solicitation. REGISTRATION / SUBMISSION REQUIREMENTS:� Failure to have an active and completed registration in any one of the following databases at the time of Phase One proposal submission may determine an offeror�s proposal as non-responsive and removed from competition. Information contained within an offeror�s registration must be current and valid. The responsibility of maintaining current information contained in an offeror�s registration rests solely on the offeror. a. System for Award Management (SAM): http://www.sam.gov/ b. Joint Contingency Contracting System (JCCS): https://www.jccs.gov/ If an offeror is a joint venture (JV), the JV entity must have a valid registration representing the JV as one business/firm/entity. This is applicable to SAM and JCCS. The Government will not accept separate registrations and licenses for each separate entity representing the JV BUSINESS LICENSES, INSURANCES, CLEARANCES:� There are specific requirements to conduct business in Iraq.� Offerors are notified that they must obtain all applicable business licenses, insurances and clearances required to do business in Iraq, this includes required clearance by the Department of Asayish.����� �� PROPOSAL PROCEDURES: The solicitation will be a Request for Proposal (RFP) utilizing Two-Phase Design-Build selection procedures in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3.� This is Phase I of the two-phase process and is being solicited using full and open competition.� Only Phase I will be accepted.� Phase II will be issued as an amendment to this solicitation to only those offerors who participated in Phase I and were selected to proceed to Phase II.� The most highly qualified offerors will proceed to Phase II.� Contract award will be based upon a Best Value Tradeoff source selection in accordance with FAR 15.101-1.� One award is anticipated against this solicitation.� Award will be made to the offeror whose proposal is determined to be the best value to the Government considering the evaluation factors.� Phase I of the solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of SAM.gov. �To familiarize vendors with the system, please download the vendor guide by logging into https://sam.gov. �The media through which the Government chooses to issue this solicitation will be the internet only. The solicitation will not be issued in paper. It is anticipated that Phase I of the solicitation will be released on or about December 05, 2021 with proposals due on or about January 6, 2022. Only Phase I proposals will be accepted. Phase II will only be available to those offerors who participated in Phase I and were selected to advance to Phase II. The most highly qualified offerors will proceed to Phase II. The evaluation criteria will be conveyed in the RFP.� It is anticipated that Phase II of the solicitation will be released on or about January 31, 2022 with proposals due on or about February 18, 2022 and award on or about April 15, 2022. DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Government's best interest. ADDITIONAL REQUIREMENTS:� Defense Base Act insurance and construction surety will be required. RESPONSES TO THIS PRESOLICITATION NOTICE:� Be advised that this is a pre-solicitation notice and is not a request for proposal.� Responses to this notice are not required. This notice is to notify the public of the upcoming solicitation.
