- This is a Sources Sought Notice only. This is not a request for quote/proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. NAICS Code: 541360 Geological Surveying Services NAICS Size Standard: $16.5 Subject: Sources Sought for Appalachian Grizzled Skipper (AGS) New York Survey Sources Sought Closing Response Date: November 26, 2021 Contact Point: Kimberly Schneider, krschneider@usgs.gov Objective: To find sources that are qualified to meet the supplies/services as listed below. Note that the specific requirements are subject to change prior to the release of any solicitation. The Department of the Interior, United States Geological Survey (USGS) Eastern Ecological Science Center (EESC) has a requirement to assess the population status and the factors that may influence population of the Appalachian grizzled skipper (AGS) in New York. The Appalachian grizzled skipper (AGS, Pyrgus wyandot) is a small butterfly that once occupied nine states, including New York. Now only a few known AGS colonies remain in New York. The US Fish and Wildlife Service considers the AGS a �Species of Concern� and is requesting key information on this species for a status review. Therefore, this Project will assess the status of AGS in New York by conducting research and monitoring at the colony, population, metapopulation, and species scales and by using population genomic characterization to determine the genetic structure and relationship among the AGS colonies. The Contractor shall conduct surveys, assess the status, collect tissue samples of AGS in New York. This will include conducting research and monitoring at the colony, population, metapopulation, and species scales and by using population genomic characterization to determine the genetic structure and relationship among the AGS colonies. The following is a list of critical capabilities to advance the main objectives: a. Access to the comprehensive data base with locations of AGS colonies in the state of New York. Must be able to use past AGS colony locations to guide in identifying possible habitats that may harbor undocumented AGS colonies. b. Capable of accessing all known colonies including those located on private property. c. Previous experience withing conducting systematic AGS surveys in New York. Trained in NatureServe methodology for data collection and evaluation of conservation status of species and populations. d. Previous experience with non-lethal tissue collection from AGS wings. Capability statement describing expertise and technical qualifications in the work described above. Capability statement must state capability for all items ""a"" through ""d"". 2. Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3. Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4. Point of contact information for vendor, Cage Code, and D&B Number. 5. Any other information that will prove the vendor is capable of performing the required effort.
