Description
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a five (5) year Firm Fixed Price sole source contract�and is not a request for competitive proposals. The statutory authority for this sole source procurement is FAR 6.302-1. The Department of State intends to award a five year sole source contract for parking during the annual United Nations General Assembly (UNGA) meeting in Manhattan between the months of September and October to: CAROLE STORAGE CORP. C/O Sweets Parking 1, Inc. 437 Madison Avenue-Garage New York, NY 10022 Prior to awarding the contract, State Department needs to determine if there is a reasonable chance of having two or more companies submit proposals to purchase parking on 49th Street between Madison Avenue & Park Avenue for UNGA. All Capability Statements need to address each of the below requirements: Garage shall provide a controlled area so that the fleet areas are not accessible to the general public. Garage shall be well lighted. Garage shall be properly ventilated. Garage shall have office/workspace to US Department of State (DoS) Uniform Guard on a 24/7 basis. Garage shall allow temporary installation of DoS CCTV for surveillance purposes. Garage shall have available chilled drinkable water with disposable cups. Garage shall provide 24/7 access to clean working toilet for use by State Department employees on site. Garage shall have an air conditioned office/work space that is free of intoxicating gas, such as carbon monoxide, for on-site DoS employees. Garage shall provide one 6 foot table and 4 chairs, in an A/C facility for use by Fleet Manager, Uniform Guard on duty and individuals working for the DoS employees on site. Garage shall provide use of street and sidewalk in front of the garage to load and unload vehicle shipment and for team members of the Explosive Ordnance Team to �sweep� vehicles(s) with the use of bomb detecting dogs and other devices.� (see pictures in the link and attachments to better understand this requirement).� Garage shall be open and accessible on a 24/7 basis for unlimited in and out service. Garage shall provide 24/7 manpower, at least 4 attendants per shift to promptly retrieve and park vehicles. Garage shall provide, to the fleet manager on duty, at every start of morning shift, a daily record, in numerical sequence, by windshield number, the make, and model of vehicles on hand, as well as when vehicles are received and released in the past 24 hours. Garage must be structurally sound to accommodate the weight, parking and turning radius of the below listed vehicles: Mid to Full Size Sedans������������������ : approx.�� 4,000 lbs each,� 5�4� h x 16.5�L �Limousines����� �� �������� ���������������������� : approx.��� 8,000 lbs each, 5�6� h x 18� L �Limousines, armored, stretched������� : approx.� 10,000 lbs each, 5�6� h x 20� L�� �Sedans, SUV and/or 15 pass. Van ��� : approx.� 10,000 lbs each,��� 8� h� x 21� L �Chevy Suburbans, armored����������� �� : approx.� 10,000 lbs each,��� 9� h� x�� 9�� w/bar lghts The Government will require garage parking, to accommodate approximately 110 vehicles, all accommodated in one parking garage, for vehicles consisting of armored and non-armored Sedans, Limousines and SUVs, during the period of UNGA and on those times other than non-UNGA sessions.��� Garage must be located on 49th Street between Madison Avenue & Park Avenue.� To make this determination, State Department requests all interested parties to provide the below information in their capability statement by 12:00 pm East Coast USA Thursday December 2, 2021: A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.� This notice will close on December 3, 2021.
