- MARKET SURVEY FOR THE ADVANCED BREACHER W15QKN-22-X-0LV9 INTRODUCTION The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Joint Program Executive Office Armaments and Ammunition and the Office of the Project Manager Close Combat Systems, located at Picatinny Arsenal, New Jersey, is issuing this Sources Sought synopsis as a means of conducting Market Research to identify potential sources having an interest and industry technologies available to support/provide the Advanced Breacher. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this Sources Sought notice/Market Research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The purpose of this Market Survey is to obtain current information on the capability of all potential companies to develop and produce the Advanced Breacher. Respondents are expected to provide responses for systems which are currently at Technology Readiness Level (TRL) 6 and Manufacturing Readiness Level (MRL) 5, Non-Developmental Solutions capable of meeting an aggressive integration, testing, and fielding program. Note:� TRL 6 is defined as follows: �System/Subsystem model or prototype demonstration in a relevant environment. A representative model or prototype system, which is well beyond TRL 5, is tested in a relevant environment. Represents a major step in a technology�s demonstrated readiness.� (Reference: DOD Defense Acquisition Guidebook) MRL 5 is defined as follows: �Capability to produce prototype components in a production relevant environment. Technologies should have matured to at least TRL 5. The industrial base has been assessed to identify potential manufacturing sources. A manufacturing strategy has been refined and integrated with the risk management plan. Identification of enabling/critical technologies and components is complete. Prototype materials, tooling and test equipment, as well as personnel skills have been demonstrated on components in a production relevant environment, but many manufacturing processes and procedures are still in development. Manufacturing technology development efforts have been initiated or are ongoing. Producibility assessments of key technologies and components are ongoing. A cost model has been constructed to assess projected manufacturing cost. The Advanced Breacher (AB) system is intended to be used on current and future Army platforms to neutralize detected mine obstacles regardless of the mine�s arming mechanism, as well as for lane breaching.� The AB is a modular mission payload consisting of an external sensor package capable of locating/detecting surface and subsurface explosive and non-explosive obstacles, a system utilizing multiple munitions and/or sub-munitions capable of defeating threats and breaching lanes from a large stand-off distance, and associated platform integration hardware.� The system needs to provide scalable effects to adapt to the specific obstacles detected and/or lane breach size requirements.� For both targeting specific obstacles and breaching defined lanes, it�s likely that a fire-control system with digital mapping capability will be required.� An initial Government-developed concept consists of a remotely operated mine detector with on-board sensor package, a launcher with an associated fire control system, and a munition that carries multiple mine defeating sub-munitions (each approx.. �� in diameter and 6� long).� Responses to this Sources Sought notice may include systems / sub-systems that address the Government-developed concept or system / sub-systems of a completely alternate concept that meets the same intent and desired performance characteristics. REQUIRED CAPABILITIES The Government requires the Advanced Breacher, a modular mission breaching system intended to modernize current breaching techniques for locating and neutralizing obstacles from assault lanes. The intent of this Sources Sought is to assess the state-of-the art of the technology available that could be applied to meet this requirement. The Government envisions a solution for the Advanced Breacher that meets the description outlined above as well as the list of desired performance characteristics described below. In addition, systems/sub-systems proposed should have been demonstrated in a relevant environment. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award. In order to assess the maturity of industry designs to meet the Advanced Breacher performance characteristics and timelines, respondents shall provide a detailed description for the proposed Advanced breacher design to include but not limited to: expected performance relative to the Advanced breacher performance characteristics as well as an assessment of technological and manufacturing maturity. Furthermore, to be considered a capable source for the Advanced Breacher effort, all interested sources must submit the following information: 1.�������� Provide the organization's name, address, technical point of contact, phone number, e-mail address, and business size; 2.�������� A summary that includes a brief description of the contractor's capabilities to include: parent organization(s), point of contact information (title, name, address, phone, email), potential partnering/teaming arrangements/capabilities; 3.�������� A description of facilities/equipment, manufacturing processes, inspection capability (including non-destructive inspection methods), personnel, and Quality Management System certifications or standards used; 4.�������� A description of the company's existing production facility, location and capacity, projected monthly production and delivery capability, and description of facility/location where US-based production may occur (if applicable). 5.�������� Past manufacturing and integration experience with relevant munition and/or weapon systems. 6.�������� Identify the proposed solution�s current TRL and MRL. Provide evidence for the assessments to include condition of the system(s) prior to any testing or operational use, any relevant test results, and evidence to support MRL including any relevant manufacturing / production data. 7.�������� Provide a detailed description of the technical design(s) for the Advanced Breacher solution which includes but is not limited to: - System and primary sub-system requirements and performance characteristics - Specifications - Relevant Interface Control Documents (ICD) - Software interfaces - Hardware interfaces - Electrical interfaces - Fuze, Safe and Arm concept and design�� - Product drawings - Solid models - Estimated system weight to include center of gravity of proposed configuration 8.�������� Provide a Risk Assessment for the concept/design for the Advanced Breacher. Identify the top design/performance/potential production risks and possible mitigations. 9.�������� Provide Rough Order of Magnitude (ROM) and delivery capability (rate and schedule) for the following production quantities: 1 initial prototypes, 5 revised prototypes, 50 production representative units, and 100 production units. In addition, please provide monthly production capacity for an initial production run of 100 systems. 10.������ Provide feedback to the U.S. Government if a system is currently available for demonstration or when a demonstration system would be available. The U.S. Government is willing to observe demonstrations at no cost to the U.S. Government. The U.S. Government would cover travel costs for U.S. Government representatives to attend demonstration event(s). 11.������ Provide feedback to the U.S. Government detailing similar systems which are currently fielded or in the development process with expected testing/fielding date(s), if applicable.� DOCUMENT REQUEST The Advanced Breacher Concept of Operations and a detailed list of Performance Characteristics is marked Distribution Statement D Distribution Authorized to Department of Defense and U.S. DoD contractors only; Critical Technology; Export Control�).) It contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., Appt 2401 et seq), as amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230-25. DOD Manual 5200.01 (Volumes 1-4), and DODD 5400.7-R. All respondents to this market survey should show they have certification to receive export-controlled technical data (including drawings restricted by Distributions Statement D). To obtain a copy of the Unclassified Advanced Breacher Concept of Operations and a detailed list of Performance Characteristics � Distribution D all interested parties must submit the following by email: 1.�� A signed and approved DD Form 2345 Militarily Critical Technical Data Agreement. This requires a DUNS number and registration in the System for Award Management (See Attachment 01).� 2.�� A copy of the offeror's applicable license issued by the Department of State if the offeror is a non-U.S. company. Registration is generally a precondition for the issuance of any license or other approval and use of certain exemptions. SPECIAL REQUIREMENTS Any resulting contract is anticipated to have a security classification level of Unclassified. ELIGIBILITY The applicable NAICS code for this requirement is (332994) with a Small Business Size Standard of (1000). The Product Service Code (PSC) is (1095). SUBMISSION DETAILS Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Yolie M.
