- Page 2 of 2 The Veterans Health Administration (VHA), Network Contracting Office (NCO) 21, is issuing a Pre-Solicitation Notice for Request for Proposal (RFP) 36C26122R0010 to award a single, firm-fixed price construction contract for Project Number 570-21-800, Replace Building 32 Elevator for Safety, at the Department of Veterans Affairs Central California Healthcare System (VACCHCS), Fresno campus, located at 2615 E. Clinton Ave., Fresno, CA 93703-2286. The contractor shall provide all necessary and required construction services to include, but not limited to: tools, equipment, materials, labor, travel, project management, administrative support, contractor quality control, expertise, supervision, testing, analysis, and specialty services to accomplish all items and requirements for the Replace Building 32 Elevator for Safety project. This project will replace the four story, currently 6 stop, hydraulic freight elevator located within the VACCHCS Warehouse (Building 32). The freight elevator replacement will include all mechanical controls, a new motor, new vertically opening bi-parting doors, a new cab, and 1 new shaft penetration, which will be detailed in the solicitation and solicitation documents. The magnitude of construction cost for this project is between $1,000,000.00 and $2,000,000.00 with a completion period of 329 calendar days after receipt of notice to proceed (NTP). The applicable North American Industry Classification System (NAICS) is 238290, Other Building Equipment Contractors, and the small business size standard is $16.5 Million. Offerors must be a small business with approved NAICS Code 238290. All Offerors must ensure that their firm has the ability to provide both 100% Performance and Payment Bonds. In addition, the Offerors will be required to submit a bid guarantee (SF-24) with their proposal. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a RFP conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation. NOTICE TO OFFERORS: (1) In accordance with (IAW) FAR Subpart 4.11, System for Award Management (SAM), the Offeror must be registered in the SAM database at sam.gov at the time a proposal is submitted and prior to award. (2) This project is being solicited as a total (100%) set-aside for Small Business concerns. Small Business status will be verified at the time of submission of proposal and prior to award of any contract. SOLICITATION and AMENDMENTS: When available, the solicitation, specifications and drawings will be posted on the Governmentwide Point of Entry (GPE), SAM.gov. Amendments to the solicitation will also be posted on the GPE. All parties must obtain solicitation documents and amendments to the solicitation through SAM.gov. Hard copies will not be mailed. The Offerors must be registered in SAM.gov and have a Data Universal Numbering System (DUNS) Number, to download documents. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. It is the responsibility of all Offerors to frequently check the website for all notices, amendment, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the Offeror regarding the solicitation. In accordance with FAR 5.203, this notice is being published at least fifteen days before issuance of the solicitation. Solicitation is anticipated to be issued on or about 23 November 2021.
