Description
General Construction services for a Virtual Training Facility�at the Massena Land Port of Entry in Rooseveltown, New York All solicitation posts and updates for this project will be posted to Solicitation No.�47PC0222R0001. The U.S. General Services Administration (GSA), Public Building Service, Northeast and Caribbean Region is�issuing�a Request for Proposal (RFP) for a qualified prime contractor that can provide all labor, materials, equipment, tools, management, and full-time on-site supervision required to construct a Virtual Training Facility at the Massena Land Port of Entry in Rooseveltown, New York.� The building to be constructed has a total project area of approximately 3,000 SF including a 600 SF Canopy. Some surrounding site work will be included. This project includes, but is not limited to, furnish all materials, equipment, labor, and supervision to perform all work described by the contract documents. The contract work incorporates site demolition/excavation/grading/planting/paving, general construction, electrical, mechanical, plumbing, hard-wall partitions, security, and telecommunication work to meet United States Customs and Border Protection (CBP) requirements as follows: � Selective demolition of Architectural, Mechanical and Electrical systems, construction, and finishes at nearby Building G to support the renovation work. � Mechanical, plumbing, electrical, communication, security, and fire suppression systems to serve the uses of the new facility. � Earthwork, exterior improvements, and utilities for new facility. � Installation of common floor, wall, and ceiling finishes. � Installation of specialty floor, wall, and ceiling finishes as required. The contractor shall expect to interface with the GSA Authority Having Jurisdiction (AHJ) for all major Life Safety contract submittal reviews and approvals. Typically, all submittals, once completed, will be grouped and transmitted to the AHJ for review and final approval.The contractor shall expect to interface with the US Customs and Border Protection agency representatives at the Land Port of Entry for all major submittal reviews and approvals as well as coordination for the installation of supporting equipment and devices with the facility. The Estimated Construction Cost for this project is between $1,000,000 and $5,000,000. The anticipated period of performance is 270 days commencing one day after the Notice to Proceed is issued. This requirement is issued as a Total Small Business Set Aside in accordance with FAR 6.203. The North American Industry Classification System (NAICS) code associated with this procurement is 236220, Commercial and Institutional Building Construction. The U.S. Small Business Administration size standard is $39.5 million dollars in annual sales and receipts averaged over the last three (3) completed fiscal years. This requirement is�solicited as a competitive acquisition utilizing the Lowest Price Technically Acceptable (LPTA) source selection process and will be awarded as a firm fixed price construction contract. In order to receive the Specifications and Drawings for this solicitation,�referred as Attachment #1-4, you must complete the Attachment #10 SBU Clause and Disposal Form. The SBU Clause and Disposal Form must be sent via email to olga.rodriguez@gsa.gov and kyle.cole@gsa.gov. The site visit will be held on Monday, December 6th, 2021 at 11:00 am at the Massena Land Port of Entry, Rooseveltown, NY (subject to change). All individuals who would like to attend must email olga.rodriguez@gsa.gov and kyle.cole@gsa.gov at least one day prior to the site visit to confirm their attendance. Only one representative per general contractor will be allowed, no sub contractors will be allowed, bring your own PPE. The site visit is not mandatory, but is encouraged. Questions are due via email to the contracting officer and contract specialist by close of business on Thursday, December 23rd, 2021 (olga.rodriguez@gsa.gov and kyle.cole@gsa.gov). Bids are due Friday, January 7th, 2022 by 4:00 pm EST. We will only be accepting proposals electronically on Beta.SAM.gov. The solicitation (drawings, specifications, clauses, and provisions, and bid forms) will only be available electronically on Beta.SAM.gov. All potential offerors must have an active registration in the System for Award Management (SAM).
